DASK Claims After an Earthquake in Türkiye: Reporting, Evidence and Disputes
After securing your safety, open a DASK damage file promptly and keep its reference. Do not wait for every photograph, repair quotation or official building assessment before making the first report. This guide follows the claim from notification to a reasoned challenge; it does not repeat the pre-purchase insurance guide.
Selected official sources reviewed on 26 October 2026. Document requests and incident-specific arrangements must be confirmed for your own file.
Report through an official channel
DASK lists four damage-reporting channels: ALO DASK 125, its website's online damage service, e-Devlet, and the insurer or agency issuing the policy. Ask for the claim reference and keep the date, channel and confirmation. Use the existing reference for follow-up so that later documents can be matched correctly.
The general conditions, B.1, require notification within 15 working days of learning of the event. Report promptly rather than treating that period as a waiting allowance. If late, report now, explain the circumstances and obtain a written response; do not assume the file is automatically accepted or lost.
Prepare an organised evidence file
Use the following as a preparation checklist, not an exhaustive official document list. Ask the handler to identify outstanding documents, the submission channel and whether a particular original is needed. DASK's dedicated claim-document page redirected to maintenance during this review; that does not mean no documents are required.
| File component | What to prepare | Check |
|---|---|---|
| Policy and property | Policy covering the event, address/unit details and ownership records | Match the damaged unit and event date |
| Contact and authority | Current contact details; representation or succession documents if applicable | Confirm who may act and receive payment |
| Damage record | Safe photographs, dated observations, available official reports and repair estimates | Identify location and distinguish earlier damage |
| Correspondence and payment | Report reference, submissions, replies and payment instructions | Retain receipt dates and verify the entitled recipient |
Keep originals and send legible copies through the specified channel. Name files by date and subject; keep a short index of what was sent and acknowledged. Ask what is missing instead of repeatedly resubmitting an unlabelled bundle. Never share e-Devlet passwords or verification codes with a person offering to accelerate compensation.
Coordinate the inspection safely
Do not enter an unsafe or restricted building to photograph damage, collect paperwork or meet an assessor. Explain access restrictions to the handler and coordinate any authorised visit with the relevant authorities and management. A compensation assessment is not permission to occupy the building.
Read the decision and payment timetable
Request a breakdown showing accepted damage, valuation, applicable policy amount, deductions and reasons for excluded items. Keep the official building-damage classification separately: it serves a different administrative purpose and should not be treated as the compensation calculation itself.
Under B.4 of the linked general conditions, payment is due within at most one month after the compensation amount is determined under law and the policy. This is not a universal one-month deadline starting with the first report. Ask which stage the file has reached, what remains outstanding and when the amount was determined.
Check payment records against the written decision and flag discrepancies. Do not treat a verbal estimate, an advance or a message saying 'under review' as a final settlement. Ask what any release or settlement document means before signing; retain a copy.
Challenge a specific error in writing
Start with the claim reference and the decision or payment date. State each disputed item separately: an omitted room, wrong unit, measurement, cause or unsupported deduction. Attach the relevant evidence and request a reasoned written reassessment. If an independent technical opinion is needed, agree its scope and price first; a quotation alone does not establish the insurer's liability.
A useful request reads: 'File …: the assessment omits damage in … shown in photographs … and report … . Please reassess this item and explain the calculation and any deduction in writing.' Add the amount sought if you can support it. Keep proof that the request reached the responsible organisation.
For unresolved disputes, check the Insurance Arbitration Commission's application rules. First apply to the insurance organisation. A final unsatisfactory reply, or no written reply within 15 working days, can permit an application with supporting evidence, subject to admissibility. The Commission does not accept a dispute already referred to a court, civil-procedure arbitration or a consumer arbitration committee. Check the appropriate route before filing in parallel.
Budget for arbitration and close the record
The official application tariff reviewed on 26 October 2026 is below. The July 2026 change took effect on 16 July; older January figures should not be used.
| Disputed amount, TRY | Application fee, TRY | Additional notice expense |
|---|---|---|
| 0–8,500 | 600 | 75 with valid KEP; otherwise 325 |
| 8,501–17,000 | 1,200 | 75 with valid KEP; otherwise 325 |
| 17,001–85,000 | 1,750 | 75 with valid KEP; otherwise 325 |
| 85,001 and above | 1.8% of disputed amount; minimum 1,750 | 75 with valid KEP; otherwise 325 |
These are application and notice costs, not a guaranteed total: an appointed expert or other procedural costs may arise. Recheck the tariff when applying and follow the official payment workflow. Keep the application number, receipts and submitted evidence together.
Before archiving the file, reconcile the final decision and actual payment, retain unresolved items and check any further response deadline. If partial damage was repaired, ask the insurer how repairs and any restoration of cover must be documented. Payment alone should not be treated as technical approval of the building.
Common questions
Must I wait for the official building report?
Make the initial insurance report promptly; ask how to add the official report when available.
Can a tenant claim for furniture through DASK?
Do not combine belongings with a building claim. Check a separate contents policy and establish the entitled property claimant.
Does opening a file guarantee payment?
No. Notification starts handling; entitlement and amount require assessment under the applicable policy.
I bought recently. Can I rely on the seller's policy?
Verify cover at the event date. Current C.4 ends the contract at title registration for sale or equivalent transactions; do not assume the seller's policy transferred.
Can I challenge without entering the building?
Use available records and explain restricted access. Ask for an authorised assessment arrangement; never enter an unsafe building to strengthen a claim.
