🌿 Buying land requires evidence of what you can do with it, rather than its area and price per square metre alone.
A large plot outside a city may look cheaper than a smaller one within it, but the real difference may lie in access, utilities, planning and restrictions. The word 'land' in an advertisement does not explain building rights, and a nearby house does not prove the same house can be built on your plot. This practical 2026 guide to buying land in Türkiye moves from intended use to a comparable budget. Photographs are illustrative and calculations hypothetical; each decision needs current documents for the plot and answers from the competent authorities.

🎯 1️⃣ Define the use before searching

Write down a testable proposal: a detached home of a specified size, a housing development, farming or holding the land undeveloped for several years. The questions differ. Land suitable for a crop is not necessarily suitable for a villa; a buildable plot may still be a weak investment if distant from demand and services.
Set your maximum budget, acceptable waiting period and who will monitor the site if you are outside Türkiye. If success depends on a future change of use, treat that as a possibility requiring approval, rather than a present right included in today's price. Ask the seller for the currently approved use, then test it against your needs. A beautiful view or low unit price should not lead you to buy an asset you cannot use as planned.

📄 2️⃣ Understand the title description and planning status

Read the registered description, such as agricultural land or development land, together with current planning status. The register identifies the property and rights; plans and implementing rules establish use and building conditions. A single word in the title does not establish storeys, house size or pool permission.
Request current planning information, the plan and its notes from the competent authority, with block and parcel numbers and the document date. Ask whether an effective plan covers the plot, whether subdivision or land readjustment remains incomplete, and whether land is allocated for roads or public facilities. Details vary by location, so obtain a written answer for the actual parcel. An old listing image or a neighbouring plot's planning document cannot support your project design or an unconditional deposit.

📐 3️⃣ Review building conditions with a specialist

If the proposed use is permitted, have an engineer or architect turn the conditions into an initial concept. Questions include site coverage, floor area ratio, height, setbacks, building form, parking and plan notes. A narrow or irregular shape may constrain design despite a large area.
For illustration only, a net plot of 600 square metres with a floor area ratio of 0.50 gives 300 square metres in that preliminary calculation. It does not automatically mean 300 square metres of usable residential space or establish how floors are arranged: exclusions and additional conditions must be applied to the design. Request an initial plan showing each constraint and an estimate of genuinely usable space. Do not calculate profit by multiplying land area by a theoretical ratio without knowing what can be approved and built.

🛣️ 4️⃣ Verify legal and physical access

A car passing the site does not establish permanent legal access. Check connection to an approved road, registered rights of way, the existing road's nature and whether a planned road has actually been built. A neighbour's open gate may close tomorrow if access depends on personal permission.
Visit after rain or request a report on gradients, drainage and access for construction and emergency vehicles. Material delivery costs may differ substantially between a paved road and a track needing work. Ask the municipality about road implementation and owner obligations, without assuming an unannounced date. If building depends on access or unfinished planning procedures, do not treat the plot as ready to develop. Keep access documents in the purchase file and have a lawyer review easements or agreements with adjoining land.

💡 5️⃣ Nearby utilities are not completed connections

An electricity pole or water pipe in the street does not establish network capacity, connection costs or eligibility for the project. Ask operators or a local specialist about electricity, water, wastewater and communications, including distances, project requirements and extra work.
Without public sewerage, do not assume an alternative system is simple or suitable for every plot: technical suitability and location-specific approvals are needed. Nor does a well establish unrestricted water use. Record line installation, excavation, road reinstatement, approvals and who pays. Distinguish existing connected services, connections supported by written quotations and anticipated services without commitments. The difference affects use dates and resale as well as construction cost.

🌱 6️⃣ Agricultural land needs separate checks

If the registered description or actual condition is agricultural, consult the agriculture directorate on use, subdivision, restrictions and approvals for the parcel. The Ministry of Agriculture explains that non-agricultural use is subject to protection, classification and approval procedures according to the case. Do not assume a small house, prefabricated structure or container avoids land-use and construction checks.
Distinguish buildings serving agriculture from residential or commercial use: purpose matters to the application. Ask about irrigation, water sources, soil, access and suitability for the activity. If a farmer rents the land, review the lease, standing crops and handover rather than accepting a statement that it is vacant. An agricultural investment needs operating costs and income modelling, rather than land appreciation alone. Proximity to a city and agricultural quality are different sources of value.

🧭 7️⃣ Inspect boundaries, ground conditions and restrictions

Match the site shown by the seller to the registered parcel number, then obtain specialist boundary identification where needed. Digital parcel enquiries help with initial orientation but do not replace official records and an on-site survey. Fences, trees or a neighbour's building may sit outside the assumed boundaries.
Review slope, rainwater drainage, retaining walls, excavation or fill needs, watercourses and utility lines. Check planning, environmental, archaeological, protection and coastal restrictions where applicable. Appearance does not establish the ground's ability to support the project: soil investigation and design are development costs. Have the specialist distinguish matters needing further study, present obstacles and problems repairable at a cost. Record these differences so 'site preparation' does not become an unlimited allowance.

🤝 8️⃣ An undivided share is different from a separate plot

Establish whether you are buying an entire separately registered parcel or a share in land with several owners. Your share's notional area does not independently assign a particular corner to you. An arrangement dividing use among owners may be practical, but its legal effect and the feasibility of formal subdivision and registration need review.
Request ownership shares, owners and encumbrances, and review disposal procedures and co-owners' rights with a lawyer before committing. Lines an agent draws over an image are not official boundaries for designing a house. Ask how development decisions are made, who pays for access and utilities, and how you leave the co-ownership. A share may be cheaper because control and resale are harder. Compare like-for-like shares rather than ready-to-build independent plots, and ensure agreements fit the register and available procedures.

🌍 9️⃣ Foreign buyers must check the plot's eligibility

Being eligible to buy an apartment does not make every plot equally available. Before a deposit, check nationality, land type, location and restrictions with the land registry, seeking specialist review of additional conditions. Individuals and companies are treated differently; residence or a bank account does not complete the checks.
Remember the undeveloped-property rule: published land registry provisions require covered foreign buyers to submit a development project for the relevant ministry's approval within two years. Do not plan to hold undeveloped land for a long period before checking whether this obligation applies and how it operates. Ask which authority is responsible, when the period begins, what annotations are registered and how later ownership changes affect it. Ownership eligibility and citizenship application eligibility are separate; marketing claims settle neither.

🧮 1️⃣0️⃣ Comparing costs before construction

Assume two equally sized plots, both confirmed suitable for the same project. The first costs TRY 2,000,000 and the second 2,600,000. The first needs more site, utility and access work; the second costs more to buy but less to prepare. The following excludes registration fees, tax, design, construction and finance. Figures are comparison assumptions rather than quotations in Türkiye.
ItemFirst plotSecond plot
Purchase2,000,0002,600,000
Utilities450,000120,000
Site preparation500,000100,000
Approved access and preparation300,00080,000
15% contingency on the three preparation items187,50045,000
Total before excluded items3,437,5002,945,000
The second is TRY 492,500 cheaper overall despite its higher purchase price. If the first does not permit the project at all, a contingency cannot fix it: change the purpose or reject the plot. Compare time and holding costs too, obtaining real quotations before the final decision. A cost reserve guarantees neither planning approval nor resolution of an ownership dispute.

✅ 1️⃣1️⃣ Municipal file and deposit agreement

  • Current parcel and registry information, plus the seller's identity and authority.
  • Planning statement, plan and notes, and the status of subdivision or readjustment.
  • Answers on access, utilities, setbacks, use and special approvals.
  • A survey or site inspection of boundaries, levels and groundworks requirements.
  • Confirmation of foreign-buyer eligibility and project obligations where applicable.
  • An initial project cost estimate, exclusions, contingency and timetable.
Have the deposit agreement identify the parcel, due diligence conditions and period, and what happens if the intended use cannot be established, following legal review. Avoid substantial payments based on 'we will change the plan later' without clear conditions and an enforceable refund mechanism. Keep correspondence and receipts, but do not substitute messages for required documents. Sound negotiation starts with a file whose contents and limits both parties understand.

❓ 1️⃣2️⃣ Common questions and mistakes

Does development land permit any house? No. Design depends on permitted use, parcel conditions, the plan and approvals.
Does an old building establish a right to build a new one? Its status, permit and current use need checking; do not transfer assumed historic rights to a new project.
Does a prefabricated home avoid the requirements? The construction method does not replace municipal and authority checks: requirements depend on the work, location and use.
Is a larger plot better for resale? Usability, access and the potential buyer pool matter more than size alone.
What is the common mistake? Comparing agricultural land without utilities with an independent, prepared plot and calling the price difference a guaranteed opportunity. Record what you buy today, what requires future approval and what implementation costs. If access, ownership or the intended use cannot be established, pause pricing until the fundamentals are clear.
