Building Water Tanks and Booster Pumps in Türkiye: Cleaning, Inspection and Follow-Up
Water in a tank does not establish its quality at the tap, and low pressure does not establish a pump fault. This guide helps residents and managers organise a report about a building tank or booster pump — Hidrofor, commission competent work and follow the service through to restored operation and a documented outcome. Identify the source first, then distinguish the installation’s cleanliness, water analysis and responsibility for the expense.
Public network or building tank?
Record when the colour, smell or pressure changed, any preceding interruption, and the flats and floors affected. Ask management whether supply is direct from the network or passes through the tank, and whether the operating arrangement recently changed. Similar complaints in the street, or symptoms confined to upper floors, help investigation but are not a final diagnosis. Do not experiment with shared valves.
| Observation | First route | Record |
|---|---|---|
| Several buildings affected | Local water provider; also notify management | Address, start time and report number |
| Problem within a tank-fed building | Management and tank/plumbing specialist | Supply arrangement, cleaning history and affected flats |
| Low pressure or unusual pump noise | Competent technician commissioned by management | Timing, affected floors and cause report |
| Concern about water quality | Management and local health authority | Sampling point, investigation plan and interim action |
What to request from management
Request identification of the tank serving your block, its capacity and material, the last cleaning and disinfection record, and previous repairs or analyses. Identify who controls access, commissions work and informs residents, and request pump maintenance and warranty records. A missing sticker does not alone prove cleaning never happened: request the report, invoice and execution date.
Arrange safe observations from outside concerning the cover, visible leakage and surroundings. Leave assessment of cover integrity, ventilation, lining and connections to the specialist. Do not enter the tank or touch an electrical panel or pump in a wet area. A request for photographs must not turn an untrained resident or caretaker into a confined-space worker.
Cleaning is not a water-quality certificate
Hatay Provincial Health Directorate’s guidance of 18 July 2025 stresses regular cleaning and disinfection of building tanks when water is stored. Çanakkale’s Environmental Health Unit, in its page dated 4 July 2025, recommends cleaning internal tanks twice yearly and continuous circulation when using a tank. This is published local advice, not an established nationwide interval for every installation.
Request a schedule suited to the tank, local instructions, condition and usage history, including review after contamination, repairs or changed performance. Do not apply a hospital or village-tank schedule automatically to every apartment building. A photograph of a clean tank or a disinfection invoice does not establish that all water-quality parameters were tested.
Agree the service before draining
The written quotation should identify the tank, location, material and capacity; cleaning, disinfection and sediment removal; arrangements to protect supply; and who remedies defects discovered. Request the product identity, suitability for its intended use, professional documents and applicable permissions. Verify claimed official approval with the issuing authority.
Agree the interruption and resident notice, who authorises return to service and on what criteria, a report and before-and-after photographs, invoice, taxes and warranty. Separate cleaning from lining, parts, analysis and repeat sampling. This guide establishes no nationwide tariff or mandatory company. Do not add chemicals yourself or request dosing instructions by telephone.
Obtain an interpretable sample
Contact the laboratory before collecting water. Istanbul public-health laboratory’s acceptance instructions, dated 5 March 2024, distinguish containers and transport conditions by analysis and require suitable containers for chlorinated water. A reused water bottle may be unsuitable. Ask who collects the sample, which container, preservation and delivery arrangements apply, and whether you need private analysis or official sampling.
The specialist should choose comparison points appropriate to the concern: before the tank, after it or an affected tap, depending on access and the investigation. Record the point, time and whether sampling preceded or followed cleaning. A report concerns the sample and parameters tested; it does not guarantee the whole building indefinitely. Request interpretation, corrective action and repeat testing where needed.
If contamination is suspected, request local health instructions on interim use and a safe alternative for drinking and preparing food, following any official local notice. Do not taste water to test it or assume boiling resolves every possible contaminant. Report a concern affecting residents while payment responsibility is being determined.
Six steps to close the job
Payment and management inaction
Request the commissioning decision, invoice, unit account and allocation basis. Distinguish routine operation and cleaning from remedying a defect, pump replacement or renewal of a fixed asset. Owner and tenant should examine the agreement, item and applicable rules; calling everything “maintenance” does not allocate every expense to one party. Do not automatically deduct costs from rent or stop service-charge payments.
If management delays, repeat the request in writing, identify outstanding action and its effect, and request a clear appointment and responsible person. Report network faults to the water provider; direct water-quality concerns to the local provincial health directorate’s environmental health service to establish the appropriate investigation. An account dispute, owners’ decision or landlord obligation needs its appropriate route and evidence, beyond a technical report.
Example: street supply returns but upper floors still have poor pressure. A competent investigation establishes a booster-system cause and the required repair; cleaning alone does not establish restored pressure. Equally, a running pump does not establish water quality. Selected links reviewed: 26 October 2026. The health and laboratory procedures are dated local examples; confirm the current procedure in your city.
Frequently asked questions
Does clear water establish that it is drinkable?
Appearance is insufficient. Follow local warnings and any investigation required by the authority; do not taste-test it.
Are cleaning and analysis the same service?
A quotation may include both, but they deliver different evidence. Request the work report and laboratory report with their separate scope and date.
Is there one national cleaning interval?
This guide does not establish one. Çanakkale’s twice-yearly recommendation is a local example; request the procedure applicable to your building.
May I increase the pump pressure myself?
Leave diagnosis, adjustment and repair to the commissioned specialist; do not interfere with electrics or protective devices.
Does every laboratory result cover the whole building?
It concerns the location, time and parameters tested. Agree sampling points, interpretation and follow-up.
What should I retain after service?
The report, authority, quotation, work record, photographs, invoice, payment and any analysis, plus outstanding tasks and the review date.
