Many electricity, water, gas and internet bills in Türkiye can be paid through official online services, banks or payment providers. This 2025 guide compares practical options and the checks to make before paying.

Editorial update — 8 October 2026: Bill-payment coverage, account eligibility, fees and limits vary by provider. e-Devlet offers institution-specific services, rather than a universal card-payment facility. Papara appears on the Central Bank's current list of authorised electronic-money institutions, but that listing does not guarantee that every account or payment feature is available without restrictions.

1. The e-Devlet portal

Search e-Devlet for the utility or institution concerned and check the exact service offered. Some services display bills or debts; others allow a payment. For example, İSKİ lists separate bill-information and debt-payment services.
  1. Sign in to your own e-Devlet account.
  2. Search for the institution and the relevant bill or debt-payment service.
  3. Check that it supports your subscription and the transaction you need.
  4. Enter or select the correct subscriber details and use Sorgula (query) where prompted.
  5. Follow that institution's payment instructions and accepted methods. Do not assume every service accepts any Turkish Visa or Mastercard.
Advantage: an official gateway to the institution's available services.
Limitation: bill enquiries and actual payments are different functions, and coverage varies.

2. PTT and PTTbank services

PTT provides bill-collection services through participating channels, including branches and, for supported transactions, PTTmatik or PTTbank's digital banking services. Cash payment at a branch and payment through an activated banking account are different routes.

Check whether your biller is supported, which account or service agreement is needed for online access, and whether a fee applies. Use the official PTTbank application for banking functions rather than assuming every PTT-branded app has the same features.
Advantage: a choice of physical and digital channels for supported institutions.
Limitation: account requirements, collection agreements and charges vary.

3. Enpara

Enpara's current banking service is provided by Enpara Bank A.Ş. It offers bill payments and automatic payment instructions (Otomatik Ödeme) through its internet and mobile banking channels for contracted institutions.

Check whether payment will come from an eligible lira account or card and whether sufficient funds or credit are available. The current product page advertises bill payments without a transaction charge; check the applicable terms, especially for card payments or borrowing.
Advantage: automatic payments can help avoid missed due dates.
Limitation: you need an eligible account or card and access to the bank's services. Rewards and discounts depend on a specific current campaign.

4. Papara

Papara's official payment page lists electricity, water, telephone, internet/TV and natural-gas bill payments. In the Ödemeler (Payments) menu, select the category and institution, enter the subscriber number and check the bill before paying from your Papara account.

Confirm that your particular biller and account are supported. Identity verification, funding methods, balance and transaction limits apply; do not assume that any bank card can be linked or that a payment reaches the utility immediately. Check the available interface languages rather than relying on the original guide's claim of an Arabic interface.
Advantage: supported bills can be managed from one account, with notifications and automatic-payment options.
Limitation: live availability, verification requirements and limits must be checked. Consult the current fee schedule rather than assuming a nominal fixed charge.

5. Other banking applications

  • Garanti BBVA Mobil: check the bank's supported billers and automatic-payment options.
  • Ziraat Mobil: use the official Ziraat Bank application and check the relevant payment service.
  • Akbank Mobil: compare its bill-payment facilities and any currently advertised campaign terms.
A campaign or discount is not a permanent feature of a bill-payment service.

Paying safely

  • Keep the correct subscriber number for each service and check the name, period and amount before confirming.
  • Use a secure connection and the institution's official website or application.
  • Enable the provider's available bill and due-date notifications.
  • Keep your card details, banking passwords and verification codes private.

Frequently asked questions

Can I pay from outside Türkiye?
You may be able to use your provider's digital service abroad, subject to account access, verification, card and geographic restrictions. A Turkish phone number alone does not establish eligibility or guarantee access to Enpara or Papara.

Are there fees?
Check the channel, institution and payment method before confirming. The original guide's blanket claim of free e-Devlet payments and TRY 1–2 elsewhere is not a current fee rule.

Can I arrange automatic payments?
Yes, where your bank or payment provider supports the biller and your account. Enpara and Papara describe this facility on their official payment pages. Check the funding source and retain the instruction confirmation.

Additional tips 🇹🇷

  • Keep monthly payment receipts as PDFs or other downloadable records.
  • Use the utility or payment provider's actual notification service. e-Devlet SMS verification does not automatically generate alerts for every new bill.
  • Track payments in one place and check for an existing automatic instruction before paying manually, to avoid duplicate payments.
