Türkiye offers an official e-Devlet service for creating and approving rental contracts. This guide retains its 2025 context and explains the service, how it compares with a paper lease and what to check before using it.
Editorial correction — 8 October 2026: The service launched on 4 November 2024, rather than beginning in selected provinces in 2025. The Ministry reports use in all 81 provinces. An electronic lease requires the parties' approval; it does not automatically register your address or remove every institution's requirement for a notarised document.
What is an electronic rental contract?
The Ministry of Treasury and Finance's Kira Sözleşmesi İşlemleri service on e-Devlet allows eligible users to prepare and approve a rental contract in a central system. The original launch covered natural-person property owners preparing contracts for tenants to approve. Estate agents and authorised persons were included from May 2025.This is a specific e-Devlet service. The Revenue Administration (GİB) has separate tax services; it should not be described as an interchangeable portal for signing every rental contract.
Electronic and paper leases compared
| Point of comparison | Paper lease | e-Devlet lease |
|---|---|---|
| Agreement | The parties sign the agreed text; notarisation is a separate procedure where required. | The draft is prepared and the required parties approve through their own accounts. |
| Verification | Keep signed copies and verify the parties and property. | The service produces a recorded contract with a timestamp and barcode. |
| Time | Depends on arranging signatures and any notary appointment. | Depends on correct records, eligibility and completion of all approvals. |
| Cost | The original guide's TRY 200–300 notary estimate is an unverified 2025 example, not a current fee. | Check the service and any separate translation or notarisation costs needed for your intended use. |
| Copies | Each party should retain a signed copy. | Save the completed electronic document and use its verification details when needed. |
Creating a rental contract on e-Devlet
- Open the official e-Devlet portal and sign in securely.
- Find the Ministry of Treasury and Finance's Kira Sözleşmesi İşlemleri service.
- Check that the property, users and proposed tenancy are eligible for the options shown. Select the correct property and use type offered by the service.
- The owner or eligible authorised preparer enters and checks the parties' details.
- Check the agreed rent, property address, start date, duration and all other terms before submitting the draft.
- The tenant and any other parties whose approval the service requires must approve through their own accounts. A draft awaiting approval is not a completed agreement. Use the authentication and approval options actually provided; do not assume a qualified electronic signature is the only route.
Benefits and limits
- The central record makes it easier to retain and verify the agreed document.
- The timestamp and verification details help check the recorded text; still read every term before approving.
- The contract can support later official procedures, but address registration remains a separate process.
- Creating a lease does not by itself complete the landlord's tax declaration or prove that rental income has been reported correctly.
Information to prepare
- The identity details requested for every party, together with access to their own eligible e-Devlet accounts.
- The property's land-register details and any necessary ownership or representation authority.
- The accurate full address and independent-unit information.
- The agreed rent, dates and other tenancy terms.
Did electronic leases become compulsory in 2025?
The original guide predicted compulsory use in İstanbul, Ankara and İzmir by the end of 2025. The official sources checked do not establish that predicted blanket requirement. Do not treat it as a rule. Check any current requirement for your transaction and retain the appropriate evidence whether your lease is paper or electronic. Before approving the contract
- Save the completed document as a PDF, with its transaction and verification details.
- Match the owner and property against the current title information; check any agent's authority.
- Correct inaccurate or approximate information before any party approves.
- Coordinate with the other parties so that all required approvals are completed within the service's applicable process and deadlines.
Frequently asked questions
Can foreigners create an electronic lease?Check the live service's eligibility and identification requirements for each party. The original guide's unconditional assurance that any residence or foreign-ID number is sufficient was not verified.
Does the system replace paper contracts?
The service is an additional official method. A paper lease is not automatically less reliable or invalid because it is on paper; the agreement, signatures and requirements for its intended use matter.
Is the electronic contract an official document?
It is created through an official Ministry service and carries verification details. Its use in a particular administrative or legal procedure depends on that procedure's requirements.
Will I still need a notary?
Do not assume a blanket exemption. For example, the current short-term residence application checklist asks tenants for a notarised rental-contract copy. Confirm what the receiving authority accepts for your case before relying only on the e-Devlet document.
Additional tips
- Follow updates from the Ministry of Treasury and Finance, GİB and e-Devlet for their respective services.
- Keep the transaction number and completed document for each lease.
- Use official portals and never give another party your e-Devlet password or verification code.
