After renting a home in Türkiye, arrange the electricity, water and natural-gas subscriptions in your own name where required. This 2025 guide explains the usual steps and the documents to check with each provider.
Editorial clarification — 8 October 2026: You are opening or transferring a utility account, rather than taking ownership of the meter. Identification, security deposits and online eligibility vary by provider. A valid DASK earthquake-insurance policy is checked for electricity and water subscriptions for dwellings within the scheme's scope. Utility registration and official address registration are separate processes.
Why put the accounts in your name?
- Receive and manage bills using your own contact details.
- Separate your contract and consumption period from the previous occupant's. Record the opening readings and have any earlier debts clarified with the provider.
- Keep utility evidence that may be requested for address or residence procedures, alongside the other required documents.
- Manage the subscription through supported digital services. Opening a utility account is not a general prerequisite for activating e-Devlet or Papara.
Documents and information to prepare
- The identity documents accepted by the provider. Foreign applicants should ask whether a passport, residence card and foreign identity number are required for their case; requirements are not identical across electricity, water and gas.
- Your tenancy agreement or other evidence of the right to use the property. Check whether a notarised copy or translation is actually required.
- The full property address and meter or subscriber number. An old bill can help identify the account, but is not the entire application.
- The current DASK policy details for a covered dwelling's electricity and water accounts; coordinate with the owner to ensure the policy matches the property.
- Any applicable security deposit, tax or connection charge. Ask for an itemised amount and refund conditions rather than assuming it is a small, fully refundable fee.
Electricity
Identify the retail supplier serving your address. CK Boğaziçi Elektrik serves İstanbul's European side; in the Başkent region, including Ankara, the retail company is Enerjisa Başkent Elektrik Perakende Satış A.Ş. The distribution company and the company signing the retail account are different roles.Apply through an approved customer-service centre, the provider's online service or an available e-Devlet route. Sign the supply agreement in your own name, verify the meter and address, and register your telephone/email details for the available billing notifications.
Electricity security deposits are calculated under the applicable rules; some customers qualify for exemptions. Ask the supplier to confirm the amount and whether an exemption applies.
Water
Contact the local water authority, such as ASKİ, İSKİ or TESKİ. Check its name-change or new-subscription procedure and provide the meter/subscriber details, identity evidence and other requested documents. Some authorities offer applications through e-Devlet. For example, İSKİ has a new-subscription/name-change application service. PTT's ability to collect a bill does not mean it can register every water subscription.
Deal separately with your official address record. Foreign residents should follow the provincial immigration procedure and the applicable civil-registration requirements; a utility name change does not update these records automatically.
Natural gas
Use İGDAŞ in İstanbul or the local gas distributor for your address. Ask about the documents needed for the subscription and the conditions for opening the supply. İGDAŞ's published contract information requires foreign customers to present residence permission when signing.Follow the distributor's technical inspection and safe-activation procedure where required. An account name change, a new connection and approval of an installation are distinct matters. Do not open a sealed supply or alter the installation yourself.
Security deposits, connection charges and other fees have different purposes and refund rules. Check the itemised current tariff. After activation, confirm how and when your bills will be delivered.
Before completing the applications
- Check every meter or subscriber number against the property and agreement.
- Obtain an official contract or confirmation for each account opened in your name.
- Keep the contracts, deposit receipts and bills together.
- Check the spelling of your name and the full address against your identity and tenancy documents.
Frequently asked questions
Can I apply online? Some providers offer online or e-Devlet applications. Confirm that the particular service accepts your documents and status; being able to sign in does not guarantee that your application can be completed online.
Must the owner attend?
An application may be possible using the accepted tenancy and identity evidence without the owner attending. Ask the provider about your case, especially if ownership, DASK information or authority to act needs clarification.
Will I pay a deposit?
Often, but the amount and exemptions depend on the utility and applicable rules. On cancellation, an eligible deposit is settled under those rules after outstanding amounts are accounted for. Connection or service charges should not be assumed refundable.
Do I need a translated contract?
Check the provider's document requirements. If you cannot understand the agreement, obtain reliable language assistance before signing; this is separate from whether the provider requires a certified translation.
Additional tips
- Record the handover date and photograph the starting readings of each meter.
- Use the utilities' official services to monitor bills and account details.
- Arrange your subscriptions promptly and pay by the due date to avoid interruption and applicable late-payment charges.
