💰 University fees, deposits and refunds: budgeting from a written offer
Check your university, programme and admission cycle before transferring money. A payment’s name or a verbal refund promise does not establish the commitment.

An offer may look affordable from annual tuition alone, then change when deposits, accommodation, preparation years, transfers and payment dates are added. The issue is not always price but uncertainty about what the payment covers, when it becomes due and what happens if registration fails. Start with a written offer whose items can be reconciled, then build a cash-flow plan the family can meet on time.

This guide helps you read an offer and ask precise questions. It provides neither a universal price for studying in Türkiye nor a ruling on an individual refund entitlement. Conditions vary by institution, programme and applicant category, and may change between intakes at one university. If a general page differs from your personal letter, obtain written clarification before relying on either. Understand both the commitment accepted and the difference between affording the first payment and sustaining the course.

Organising documents and an online application

1️⃣ 📋 Turn the offer into a financial record

Record the programme, level, teaching language, campus and entry year. Add the admission category and whether the offer is final or depends on a document, examination or other condition. Identify currency and charging unit: year, semester, course or credit. One semester’s price cannot be compared directly with an annual figure, while per-course fees require an expected load before estimating total programme cost.

Check whether tax is included and whether the quoted figure is before or after discount. Separate tuition from services advertised alongside it. Ask about preparation, repeated courses, summer study and extended enrolment; assume neither inclusion nor exemption. If pricing depends on entry year, record yours. Bilkent’s 2026–2027 international fee page, for example, distinguishes admission-year groups and divides annual payment into two instalments before semester course registration. This shows why category and schedule matter, not a rule for all institutions.

2️⃣ 📊 Separate charges before adding them

Use a table showing each payment’s function. Its name is insufficient: a seat-confirmation payment may be credited to tuition, while accommodation has a separate security deposit. Clarify relationships so money is neither counted twice nor expected back without written grounds.

ItemQuestion to resolveBudget treatment
TuitionWhich period, category and services does it cover?Educational cost after a confirmed discount
Seat-confirmation paymentCredited to tuition? When does refund eligibility end?Early cash flow or separate expense, as specified
Accommodation security depositReturn conditions and possible deductions?Money tied up until return conditions are met
Application and service chargesSeparate policy for each item?Additional expense if excluded from the offer
Living costsPersonal housing, food and transport estimate?Monthly need separate from the university invoice

3️⃣ 🧾 “Deposit” does not tell the whole story

Students may use “deposit” for reserving a seat, advance tuition or security for a dormitory room. Each has a different financial effect. Establish the official item name, amount, recipient and whether it is later credited. For advance tuition, retain confirmation that it is linked to your education account. For housing security, distinguish its return rules from cancelling the accommodation itself.

Identify what makes the amount due: accepting the offer, issuing a letter, registration or service commencement. Ask for each deadline. A transfer deadline differs from offer acceptance; sending money differs from its arrival and posting to the account. Transfers can take time or arrive short because of intermediary fees. Clarify treatment before the final day.

For conditional admission, consider an unmet condition: what happens to payment if a document does not arrive or language requirements are not met? For deferral, ask whether credit moves to another intake and whose approval is needed. Academic deferral does not automatically carry money or discounts forward.

4️⃣ 🎓 Read a discount as an ongoing arrangement

A scholarship percentage in an offer is not enough. Ask which fee it applies to, its duration and continuation conditions. Does it cover preparation? Does it end after specified semesters? How do programme changes, leave or study load affect it? Educational, accommodation and living support are separate; the word “scholarship” does not make their coverage identical.

Bilkent’s international scholarship policy includes study-load and performance conditions, with some housing-support rules differing from tuition-waiver rules. This illustrates reading an entire offer, not importing those conditions to another institution. Record continuation conditions in a form you can monitor and identify the office explaining any unclear calculation.

Prepare one budget with the confirmed discount and another for reduction or expiry where the policy allows that possibility. If the latter exceeds family capacity, it affects the choice. Do not cover a shortfall with an unawarded future scholarship or unrealised work income. Use funding you can establish will be available when needed.

5️⃣ 📅 Total cost and payment timing

You need both a total budget and a cash-flow schedule. One estimates a year or course; the other checks funds on each due date. A family may afford the annual total but need time to assemble it, making the official instalment schedule relevant. Ask about number, timing and eligibility for instalments; a plan published for another category is not automatically available to you.

At each date include due tuition, accommodation, documents, travel and initial setup. Add personal monthly estimates for food, transport, communications and study needs. Distinguish written quotations from estimates so approximate figures do not become supposed facts about a city. Keep a reserve suited to your situation rather than committing every available amount to expected expenses.

If funds and obligations use different currencies, record both, the assumed exchange rate and calculation date. Test a higher conversion cost to understand affordability without predicting markets. Check refund currency and calculation too: Sabancı’s international accommodation instructions describe dollar payment arrangements and return of eligible amounts to a lira account under university procedures. Payment and refund currencies can therefore differ.

6️⃣ 🧮 Hypothetical example: a deposit is not counted twice

The following is a planning example using entirely fictional currency units. It is not university pricing, living-cost data or a promise that instalments are available.

A student receives an imaginary annual tuition offer of 10,000 units with a written 20% discount, leaving 8,000. The institution requests 1,000 for seat confirmation, credited to tuition, followed by 3,000 before the first semester and 4,000 before the second. Total educational payments are 8,000, not 9,000, because confirmation is part of the total.

She estimates annual housing at 3,000, living costs 2,500, documents 300 and reserve 700, giving an annual plan of 14,500 units. It is not all due at acceptance. If half the housing is due with confirmation, the first tuition instalment and documents, the early requirement is 5,800, before additional personal arrival expenses.

She then finds separate confirmation-refund conditions. She does not count the 1,000 as certain to return if she changes her mind, but asks about her scenario. A hypothetical housing security deposit remains separate from final expenditure until its amount and conditions are known, while included in cash needed when due. This distinguishes money potentially spent permanently from money temporarily tied up, without ignoring the need to provide both.

7️⃣ 🔎 Read refunds as a chain of conditions

Locate a policy for the payment and circumstances concerned. Distinguish changed plans, unmet admission conditions, late documents, inability to travel, course cancellation and leaving accommodation. One reason’s outcome does not apply to all others. Examine application, registration, semester start and service use: cancellation timing can affect the amount considered for repayment.

METU’s payment page, for example, distinguishes eligible refund applications for courses not opened or closed under its conditions from voluntary withdrawal, for which the page states fees are not refunded. It also specifies procedures, documents and a student-named account. This institutional example shows why reason and process matter; it does not settle another university’s case or a case outside the page’s scope.

Accommodation has separate rules. Sabancı describes calculations involving used months, the current month and the remainder on departure. A general question about “refundability” is insufficient. Ask for calculation, deductions, deadline, application method and deciding office. Do not turn unclear wording into your own guarantee. Processing time for an approved request differs from conditions for approval.

8️⃣ 🏦 Make payments traceable and reconcilable

Open official payment instructions through the known university site or portal. Match recipient, currency, account and method to the specific charge. If a message supplies different details, verify through the known channel before transferring, particularly for account changes or payment to an individual. Tuition and accommodation accounts are not interchangeable merely because the institution is the same.

Check the transfer reference, such as application or student number, and where receipts must be sent. Bilkent, for example, asks for student identification and transfer evidence to the registrar. Keep the amount, currency, date and reference clearly recorded, then confirm the credit appears in your university account. Money leaving the bank and being allocated to the correct purpose are complementary checks.

If a relative pays, ask in advance how the payer is recorded and which account is eligible for a future refund. Do not assume money can be returned to any account chosen later. Store documents privately and share only necessary information through designated channels, rather than posting receipts, account numbers or personal documents publicly.

9️⃣ ✉️ A short clarification request before payment

You can ask: “I received an offer for … in the … intake. Please confirm net tuition after discount, the covered period and whether tax and any preparation year are included. Is the seat-confirmation payment credited to tuition? What remaining amounts and dates apply? Please also identify the policy for this payment if the offer’s admission condition is not met, and the authorised office and procedure for cancellation or deferral enquiries.”

Add a separate accommodation question if relevant, distinguishing security from rent. Keep dated copies of the offer, reply and payment instructions, noting unanswered items. An answer to one question is not approval of every other assumption. If the international office refers you to finance, follow through until the budget can rest on a clear statement. Use the application number without unnecessary sensitive details.

1️⃣0️⃣ ✅ Before transferring money

  • Identify the programme, intake and applicable fee category.
  • Understand period, currency, tax, net discount and continuation conditions.
  • Separate tuition, confirmation, housing security, services and living costs.
  • Know whether confirmation is credited to tuition or separate.
  • Read how preparation, deferral, extension or programme changes affect cost.
  • Prepare amounts and dates in a cash-flow plan with an appropriate reserve.
  • Review cancellation and refunds for the particular item, reason and stage.
  • Verify recipient, account and reference through the official channel.
  • Know where receipts go and how credit is confirmed.
  • Obtain written answers on material terms before accepting the commitment.

1️⃣2️⃣ ❓ Frequently asked questions

Does lower annual tuition mean a cheaper offer?
Not necessarily. Compare the same period, net tuition, housing, preparation and extras, then payment timing. Cash needs can differ even where totals are similar.

Does paying the deposit guarantee completed registration?
Not on its own. Check admission, registration and documents, and the precise effect of the payment. Seat confirmation and registration may be separate stages.

Does a refused visa mean the money is returned?
No individual outcome is established here. Examine the policy’s payment, reason, timing and documents, obtaining written clarification before payment where this possibility affects the decision.

Should I reduce the budget by an expected refund?
Do not rely on an uncertain refund to fund a nearby payment. Treat money as tied up until conditions, decision and execution are known. An expectation is not available cash.

What if the receipt or credited balance differs from the payment?
Contact finance with reference, date, amount and purpose and request reconciliation. Check transfer charges or reference errors before paying again; the transaction may need correction or linkage to your account.

Should I accept before every financial question is resolved?
Check acceptance’s effect and deadline. Request clarification of material uncertainty or ask whether more time is possible. A sound decision requires understanding the commitment and ability to meet it, not just the first instalment.
