The 2025 minimum wage at a glance
Standard net monthly amount: approximately TRY 22,104; official calculation: TRY 22,104.67.
Increase from 2024: approximately 30%.
Effective date: 1 January 2025.
Announcing authority: the Ministry of Labour and Social Security, following the Minimum Wage Determination Commission’s work.
What did it mean for employees?
Employees paid the minimum wage:- The new rate increased standard monthly take-home pay.
- Payroll contributions and any applicable additional deductions or allowances needed to be calculated correctly for the individual employee.
Employees earning more than the minimum:- Some employers could adjust salary structures to maintain a gap above the minimum wage.
- This depended on the sector, employer and contractual or collective-agreement terms; the increase did not automatically give every higher-paid employee a 30% rise.
Implications for foreign residents
Income-related residence and work requirements:- Certain residence or work-permit requirements use the minimum wage as a reference when assessing income or the proposed salary.
- A higher minimum wage can therefore increase the relevant monetary threshold, for example in family sponsorship. The applicable rule depends on the permit category; it is not a single income test for every foreign resident.
Living costs:- The increase was introduced against a background of inflation and rising prices.
- Its medium-term effects could include:
- Greater capacity for some employees to meet expenses.
- Pressure on the prices of some goods or services as costs change. This is a possible economic effect, not an inevitable or quantified outcome of the wage decision alone.
Frequently asked questions
Did the minimum wage apply across sectors?- The Minimum Wage Regulation covers workers employed under employment contracts across all sectors. Hours, the pay period and any legally distinct training arrangement affect the calculation; an individual or collective agreement cannot simply authorise pay below the applicable legal minimum.
Did employers have to adjust pay immediately?- From the effective date, pay for covered work could not fall below the applicable new minimum. The protection is not conditional on the employer having registered the worker for social insurance.
- Individual payroll issues should be checked with the employer’s accountant or a qualified legal adviser.
What about hourly or part-time work?- The legal minimum is set on a daily basis and adjusted for the relevant pay arrangement. Hourly and part-time calculations must reflect the applicable working-time rules; do not compare a short part-time month directly with the full monthly figure.
Individual circumstances
For an individual employment or business situation:- These figures provide general information about 2025. Later rates and detailed rules must be checked separately.
- For specific contracts, business obligations or disputed pay, consult:
