At a glance:
Türkiye’s social-housing drive received renewed emphasis in 2025, including the campaign for 500,000 homes announced that October. The programme aims to make home ownership more affordable and secure for eligible households through government-supervised development and long repayment terms. This is a historical guide to the 2025 programme; each project’s official conditions remain decisive.
What is the social-housing programme?
The approach:Build hundreds of thousands of subsidised homes in successive phases.
Develop projects through public bodies, notably TOKİ, the Housing Development Administration.
Offer eligible households homes on long instalment plans intended to be more affordable than ordinary market purchases. Actual prices, floor areas and terms depend on the project.
The policy aims:
Improve access to housing for households on limited incomes.
Ease pressure on rents and purchase prices by increasing supply.
Support family stability, including young people and households buying their first home.
Contribute to safer urban development and the wider renewal of earthquake-affected or ageing neighbourhoods. Social-housing eligibility should not be confused with separate earthquake-reconstruction or urban-transformation entitlements.
Who is it intended for?
The broad policy discussion focuses on:Lower- and middle-income households without a home of their own, subject to the programme’s specific income and ownership tests.
Young adults and first-time buyers, including newly married couples who satisfy the actual criteria. Being newly married does not itself guarantee a place.
Households in earthquake-affected areas or older buildings, while recognising that distinct programmes may govern reconstruction and renewal.
Reserved categories in particular campaigns. The 2025 campaign included pensioners, eligible disabled applicants, young adults, families with three or more children and specified veteran or service-related categories. Do not assume a separate allocation for civil servants unless that project explicitly provides one.
Important for foreign residents: long-term residence alone did not establish eligibility. The 2025 campaign required applicants to have been Turkish citizens for at least ten years and to be at least 18, alongside the other conditions. Check the official notice rather than assuming that every resident can apply.
Deposits, instalments and allocation
Deposit (peşinat):Terms vary between schemes. The original overview’s 10–20% range is a general example, not a choice available in every project: the 2025 campaign specified a 10% deposit.
Long repayment terms:
Earlier schemes used terms such as 15–20 years; the 2025 campaign provided 240 months, or 20 years.
Do not assume instalments remain fixed or simply follow consumer inflation. Under the 2025 campaign’s standard terms, both the outstanding balance and monthly instalments were to be adjusted twice yearly, in January and July, at a rate set by TOKİ taking the preceding six months’ civil-service pay increase into account. The first adjustment depended on the contract date. Special terms applied to the specified families of fallen service personnel and terrorism, war or duty-disabled beneficiaries, whose instalments were fixed and began in the month after delivery.
Official applications and contracts:
The announced application period ran from 10 November to 19 December 2025, with e-Devlet applications closing on 18 December. Applications used designated official channels, including e-Devlet and authorised branches of participating banks. The continued availability of this historical article does not mean applications remain open.
A draw determines eligible purchasers where the campaign provides for allocation by lottery; a later draw may allocate individual homes. Applying or paying an application fee does not guarantee a property.
Questions and practical risks
Funding and delivery:Do not treat claims that the campaign was delayed or suspended for financial reasons as established without an identified report and affected project.
Applicants should nevertheless examine the funding arrangements, construction timetable and delivery commitments for their own project.
Construction quality and local services:
As with any large development, useful questions concern:
The standard of finishes.
Usable internal space.
Transport, schools, hospitals and other infrastructure.
Conditions vary by development and city; assess the particular site and specifications.
Will it reduce prices?
High demand and the pace of delivery can affect the timing of any market impact. Do not attribute an assessment to unnamed analysts or present an unmeasured effect as a result.
More housing could help the market over the medium to long term, but the scale and timing of any effect depend on delivery and demand. Lower rents or prices are not guaranteed.
What should readers check?
Whether this is an eligible and affordable purchase:For a qualifying citizen household, the programme may offer a route to home ownership with a smaller initial payment and a longer term. Assess future instalment adjustments and total household costs, rather than only the starting payment.
The official project conditions:
Each phase sets its own requirements on income, age, household circumstances, property ownership and residence in the relevant area.
Follow:
Official presidential announcements.
TOKİ’s project notices.
Formal application instructions and deadlines.
Promises from intermediaries:
Be cautious of anyone promising a “guaranteed flat” in exchange for a substantial unofficial commission.
Government housing applications and allocations operate through specified official channels; an individual broker cannot override the eligibility rules or draw.
The longer-term picture
The 2025 social-housing initiative aimed to:Support home ownership for eligible households with limited means.
Reduce pressure on the rental market.
Improve the built environment and family stability alongside wider housing policies.
Its results depend on:
Sustained funding and construction.
The quality and location of the homes.
Fair and clearly applied eligibility and allocation criteria.
Official progress reports and documented experiences of applicants can help readers assess delivery over time.
