Holiday letting in Türkiye is an operating business requiring an eligible property, a permit and day-to-day management. A good apartment price and a busy location do not establish that you can offer nightly or weekly stays. Before buying, check the building's legal status, owners' approvals and application route, then calculate returns after fit-out, cleaning, commissions and vacant periods. This guide follows the 2026 decision process, separating permit requirements from return assumptions that vary by property.

Understand when a permit is required
Turkish law regulates tourism lettings of homes for one hundred days or less per agreement and requires a permit before operating. Calling a booking a 'business visit' or 'temporary accommodation' does not necessarily remove requirements: examine the contract's nature, duration and actual use. Nor should a fictitious longer term be used while guests change weekly; the law addresses attempts to evade its scope.Decide whether you want an ordinary residential tenancy with one tenant or short stays with repeated bookings. The first needs a tenancy and rental management file; the second needs permit and operational checks. Record the intended use before negotiating. If the seller guarantees holiday rental returns, ask who holds the permit, who bears operational downtime and which document establishes eligibility.
Classify the building from its documents, not its marketing name
An ordinary apartment, a detached house and a unit in a legally qualifying high-specification residence have different files. 'Residence' in a project advertisement does not establish a statutory exception. Request title, the management plan and documents proving classification, services and applicable conditions. Current Ministry of Culture and Tourism pages distinguish ordinary and detached homes from the special route for qualifying residences.| Property type | What to check | A question requiring an answer |
|---|---|---|
| Apartment in an ordinary building | Ownership, owners' approvals and management plan | Have the required approvals actually been completed? |
| Detached home | Legal independence, property and operating documents | Is its independent status established in the records? |
| Unit in a qualifying residence | Classification, services, management plan and operator | Does it meet the special route's conditions? |
| A project marketed as permitting rentals | Official evidence, resolution and unit limits | Does the claim match the register and rules? |
Keep a due diligence note for each candidate. Missing essential documents cannot be replaced by a seller's messaging-app reply. Checking before buying is generally easier than changing the use of an ineligible apartment afterwards.
Resolve owners' approvals and unit limits
Under the general building route, the law requires unanimous owners' approval, with ministry procedures specifying documentation and certification. A caretaker's, marketing company's or tenants' consent does not replace approval by the required right holders. Check who signed, which building is covered, whether it includes the intended unit and whether the form is acceptable.Additional limits arise where one landlord seeks several units in the same building. Under the general rules, in buildings with more than three independent units, permits for the same landlord cannot cover more than twenty-five per cent of units. More than five permitted units brings additional requirements, including a workplace opening and operating licence. Special provisions and exceptions apply to some property categories, so do not use one calculation for every project.
Tie the purchase decision to due diligence and request clear contractual conditions if tourism eligibility is fundamental. A seller's promise to obtain neighbours' approvals later does not guarantee them: assess refusal and its implications for ordinary rental income.
Prepare the application before advertising the first booking
The ministry publishes electronic application and document lists by property type and applicant status. A foreign owner needs particular attention to identification, tax number, ownership evidence and representation where applying through an agent. Use the current appropriate list, recording each document's date and reviewer. An old list copied from an intermediary before regulatory changes is insufficient.| Document group | Who prepares it | Check before submission |
|---|---|---|
| Identification and tax number | Owner or representative | Matching names and details |
| Ownership and unit details | Owner and competent authorities | Unit number, address and registered right |
| Owners' resolution where required | Unit owners and building management | Scope, signatures and certification |
| Special-route documents | Residence management or operator | Classification, services and conditions |
| Power of attorney for representation | Owner and specialist | Authority to apply and follow up |
Keep an organised copy, application receipt, requests for missing documents and outcome. Paying a preparation company does not mean a permit has been issued. Assign responsibility for each missing item in the contract so delays and the latest version remain traceable.
Prepare the home for safety and guests
The permit is tied to the property's condition. Provide fire prevention, safety and exit requirements and check electricity, water and appliances before guests arrive. Regulations specify conditions and equipment; match these to the current text and required inspection. Installing one device or buying furniture does not establish complete compliance.Prepare an inventory of beds, linen, cleaning tools, appliances and keys. Respect approved guest capacity rather than advertising extra beds to increase income. Give clear emergency, appliance and contact instructions in Arabic or English where needed, together with a language the local operating team understands.
Test arrival and departure as a guest would: is the address correct, can they arrive at night, what happens if the lock fails, and who acts if water stops? These operational checks reduce compensation claims and poor reviews. Attractive photographs alone are insufficient.

Allocate guest data and cleaning responsibilities
Operations involve guest identity reporting and protection of collected data. Specify who checks identity, uses the reporting system, keeps records and corrects errors. Confirm current deadlines and channels with the competent authority rather than relying on a messaging group's advice.Collect only necessary data and restrict access to staff who need it. Sending passport photographs to every worker or keeping them in an uncontrolled shared album adds risk without improving service. Keep guest records separate from marketing photographs so the purpose of each is clear.
Schedule cleaning after each departure and checks before arrival, covering linen, bathrooms, kitchens, damage and forgotten belongings. Document repair needs and photograph faults without capturing guests' personal possessions. Staff should know who authorises repairs, handles claims and preserves evidence when damage is discovered.
Match the listing to the permit and management arrangements
Advertisements must carry required permit information and describe the actual property. Use current photographs and do not claim space or facilities unavailable to guests. State fees and hours for parking, pools or reception: ambiguity creates disputes even in licensed accommodation.Identify who controls the listing account, booking data, reviews and photographs. A management change may interrupt booking oversight if the account belongs solely to the manager. Define treatment of confirmed bookings, receipts and cancellation costs when the contract ends.
On a sale, do not assume the seller's permit transfers automatically or its number remains valid without a procedure. Check new-owner and administrative-change requirements before promising continuity. Nor should a licensed home automatically be treated as permission to offer each room separately without reviewing the activity's rules.
Calculate revenue after the cost of each stay
Booked nights and achieved rates matter more than a competitor's advertised nightly price. That price may apply to rare dates or exclude cleaning charges. Record available and booked nights and actual rates after discounts. Include platform, management and payment fees rather than assuming one percentage covers everyone.Short stays have booking-related costs such as cleaning and laundry, and costs continuing during vacancy, such as subscriptions and fixed management. Allow for replacement of small items and furniture wear. Equipment working on purchase day still needs maintenance during operation.
Ask the accountant to classify the activity and its obligations. Ordinary residential rent rules do not automatically apply to tourism operations providing services. Clearly show results before tax and financing, then calculate those for your circumstances rather than calling the remaining balance final net profit.
A hypothetical comparison with ordinary letting
Assume 180 tourism nights a year at an achieved TRY 3,000 per night and forty cleaning turnovers. These are educational assumptions rather than market rates or occupancy forecasts. Compare ordinary letting at 30,000 a month with twelve paid months. The figures exclude tax, financing, initial fit-out and purchase price.| Item | Holiday operations in TRY | Ordinary letting in TRY |
|---|---|---|
| Annual revenue | 180 × 3,000 = 540,000 | 12 × 30,000 = 360,000 |
| Assumed commission | 15% = 81,000 | Assumed management cost of 18,000 |
| Cleaning | 40 × 1,000 = 40,000 | No owner cost assumed in this example |
| Utilities | 60,000 | Paid by the tenant under this assumption |
| Assumed maintenance and wear | 30,000 | 18,000 |
| Other fixed costs | 24,000 | 24,000 |
| Balance before excluded items | 305,000 | 300,000 |
Despite TRY 180,000 more tourism revenue, the balance is only 5,000 higher under these assumptions. At 140 nights, revenue falls to 420,000 and commission to 63,000. With thirty-two cleanings costing 32,000 and other costs unchanged, the balance is 211,000. This shows sensitivity, rather than establishing that every holiday property earns more or less than ordinary letting.
Make management reports reviewable
Under the general route, where someone other than the landlord conducts the tourism letting activity, the law requires letting through a licensed Group A travel agency. Qualifying high-specification residences have a separate operating route whose conditions need checking. Distinguish cleaning and maintenance from conducting the letting itself: an ordinary management contract does not establish eligibility to perform that activity. Before signing, request a full month's sample report showing each booking, duration, rate, cancellation and receipts, followed by every commission, expense and remaining balance. Require appropriate expense evidence and repair approval limits. Urgent repairs may need action without an international call, but do not justify unrestricted major purchases.
| Contract provision | Decision it settles | Evidence of performance |
|---|---|---|
| Bookings and pricing | Who changes rates and accepts discounts | Booking statement and achieved rates |
| Cleaning and maintenance | Work scope and spending limits | Work records and invoices |
| Guest data | Reporting, access and retention | Written procedures and responsible-person oversight |
| Financial settlement | Transfer dates and reserve | Platform, bank and report reconciliation |
| Management termination | Accounts, keys and booking handover | Handover record and final settlement |
If income is guaranteed, check whether it is genuinely fixed or conditional on bookings, and who bears taxes, repairs and operational suspension. Clear responsibilities and reporting matter more than an advertising figure difficult to enforce.

Pre-purchase checklist and costly mistakes
- Check the property type, title and management plan.
- Verify approvals and unit limits before paying a price dependent on tourism returns.
- Identify the application route, documents and responsibility for missing items.
- Budget fit-out, operations and reserves, testing lower occupancy and rates.
- Document permit, identity reporting, cleaning, maintenance and accounting responsibilities.
- Obtain an ordinary rent estimate as an alternative to investigate.
Recurring mistakes include treating 'residence' as a permit, assuming management consent alone suffices and accepting bookings before licensing is complete. Investors may also confuse nightly asking rates with achieved revenue, or omit management, cleaning and furniture wear. Do not commit all projected income to purchase instalments: a weak month or emergency repair may change payment capacity.
After due diligence, write a decision note: which requirements are met, what remains and what the alternative is if the activity is impossible. It makes selection more realistic and lets specialists review material issues quickly.

Questions when operating the first unit
Can a foreign owner apply? The ministry lists documents for foreign applicants. Ownership, identification and tax details must match, and other property requirements must be met. Approval is not automatic.Does a unit permit remove building-level responsibilities? Check approvals, the management plan and conditions for its category, while managing neighbour relations and complaints.
Does a detached home need every apartment owner's approval? Its route differs from an ordinary building unit, but legal independence and its own requirements must be established rather than relying on a listing description.
Can I delegate everything to a company? Define tasks and authority, checking Group A travel agency licensing where it conducts letting under the general route, or the conditions of the special residence route where applicable. Identify the permit holder, who fulfils obligations and how you review funds and records.
When can I rely on the financial decision? After establishing permit eligibility, estimating fit-out, testing weak operations and reviewing tax classification. Holiday letting then becomes a plan that can be implemented and monitored.
