Public Libraries in Türkiye: Membership, Finding Books and Borrowing

From searching the catalogue to returning a book, here is how to use public libraries and what to confirm with your branch.

⁦1️⃣⁩ What does a public library offer?

Public libraries under the Ministry of Culture provide reading spaces, activities and book loans. Find a nearby branch and its opening hours, then ask whether membership is needed for the particular service you want.

The ministry describes public services, membership and borrowing as free. University, municipal and private libraries can have different arrangements, so check the managing institution.

⁦2️⃣⁩ Find the book and branch

Search the public-library catalogue or Etkin Kütüphane by title or author. Check the language, edition and branch, then confirm that a copy is available to borrow rather than for reading on site only.

A catalogue listing does not guarantee an available copy when you arrive. If the branch is far away, call to check availability, collection arrangements and opening hours.

⁦3️⃣⁩ Membership and identification

The ministry says you may apply at the library with an identity card or a document bearing a Turkish identity number. It also describes e-Devlet membership for citizens over 15 and parental consent for children under 15; ask the branch about circumstances not resolved by that wording.

If you are a foreign national or have a foreigner identity number, ask the library which documents and registration route it accepts. Do not assume the online service is available to everyone or share identity images or passwords with intermediaries.

⁦4️⃣⁩ Borrow and record the due date

The ministry’s guidance describes borrowing up to three books for 15 days. Confirm the actual quantity and due date when the loan is recorded, since individual materials or libraries can have different conditions. Check the copy and keep the loan receipt or note the date.

Ask whether a reference copy must stay in the reading room and whether return at another branch is possible. An online catalogue does not itself grant a digital download for every book.

⁦5️⃣⁩ Renew at the right time

The ministry describes one 15-day renewal through KOHA, with the option becoming available during the last three days before the due date. If the book is overdue, online renewal does not work in the same way; contact the library before the deadline.

Check the book’s status and branch conditions. If the option is missing or you cannot sign in, ask or call the library. Do not assume renewal succeeded until the new due date appears in your account.

⁦6️⃣⁩ Return, late loans and lost books

Return the book by the deadline to the location specified by the library; ask for confirmation if the account does not update. If you cannot attend or are late, contact the branch about the process and any restrictions on your account.

If a book is lost or damaged, ask the library what edition or settlement it requires before buying a replacement. Keep proof of the steps taken until the matter is closed.

⁦7️⃣⁩ Plan a useful family visit

Choose two or three books suited to the reader’s level and language. Ask about the children’s section, reading activities, study areas and registration, as well as accessible facilities and opening hours; services differ by branch.

For example, if a book is listed at a distant branch, call to confirm availability and your eligibility to borrow it. Record the due date and check renewal before it expires.

A student borrowing a book for a later project records its actual due date, checks renewal during the permitted window and keeps the new date if the process succeeds. If renewal fails, the student contacts the branch and returns the book as instructed. Sending a question does not itself extend a loan.

A family leaving the city before the return deadline asks the branch early where it can hand the book back and plans around the answer. Dropping it at a different library without confirmation may leave the original loan open. These are planning examples and create no extra entitlement to borrow or transfer materials.

⁦8️⃣⁩ Find the correct edition, not just a similar title

If a catalogue search fails, try a distinctive part of the title and then the author, using Turkish spelling where appropriate. Record the title, author, language and edition: a similar cover is not enough when you need a particular translation or reading level. Ask a librarian to help identify the shelf classification rather than searching rooms at random.

When several copies are listed, compare the branch and status of each one. A checked-out or reference copy does not establish that another copy is available to borrow. Ask about reservations or waiting for return when relevant; do not assume that books can be transferred between branches.

⁦9️⃣⁩ A practical first-visit sequence

Before leaving, save the branch name, address, hours and contact number, and bring the identification the branch confirmed it accepts. On arrival, ask about registration, locating the book and recording the loan. Afterwards, check the titles, quantity and actual due date on the receipt or account.

For a long study visit, ask about seat reservations, sockets, internet access, permitted belongings and any printing facilities. A reading room does not guarantee all these services. For a children’s activity, check the age range, parental permission and booking requirements; library membership does not automatically register a child for a workshop.

⁦🔟⁩ Common questions

Is membership paid?
The ministry describes its public-library services, membership and loans as free; check separately for a library run by another institution.

Can every foreign visitor borrow automatically?
Do not assume eligibility. Ask the library about your status and documents before visiting.

Does a catalogue listing guarantee a loan?
No. Check that a borrowable copy is available at the branch you plan to visit.

When should I check renewal?
The ministry says the option appears during the last three days before the due date. Ask the branch for help if it does not work.
