🧭 Introduction

Some foreign buyers seek both a home or investment and a lawful basis to live in Türkiye.

An approved property-based residence permit allows a time-limited stay, with renewal subject to eligibility. It can support everyday arrangements such as banking, schooling and healthcare, but does not itself confer citizenship, permanent residence or an automatic entitlement to those routes later.

This guide covers the general conditions, usual documents and steps from ownership to receiving a residence card.

1️⃣ What is property-based residence?

Ownership of a residential property can be a basis for a short-term residence permit, normally linked to that dwelling.

It is distinct from:
- A short-term application based on tourism and rented accommodation.
- A work permit associated with employment.
- A student residence permit associated with study.

It can help maintain lawful residence, but it is not citizenship or permanent residence. Duration and renewal requirements must be checked against current migration authority instructions.

2️⃣ General eligibility considerations

1️⃣ The property
- Must be a dwelling, such as an apartment or villa, rather than merely vacant land.
- The applicant’s ownership must be documented on the title.
- Check restrictions on new foreign-resident registrations at that address.
- Establish each family member’s eligibility separately; a parent’s ownership does not automatically qualify every relative on the property-ownership basis.

2️⃣ Ownership and address records
- Prepare the title deed, or tapu, and the required address documentation.

3️⃣ Other short-term residence requirements
- A valid passport.
- Appropriate health insurance for the intended stay, subject to applicable exemptions.
- Compliance with legal and security-related eligibility conditions.

The current official owner-route checklist requires a value of at least US$200,000 or its Turkish-lira equivalent at acquisition. Before buying, verify the acquisition date, application type and any earlier application or renewal circumstances officially; do not substitute a general city-based threshold. The property must be a dwelling used by its owner as a home, not rented out or used to generate income for this route. Ownership of an income-producing investment is not by itself a basis for this application.

3️⃣ Preparing the residence application after purchase

Once ownership is registered, prepare the required file. Common items include:
- Passport and copy.
- Biometric photographs in the required number.
- Appropriate health insurance.
- Title deed and copy.
- Tax number, if needed.
- The application form completed through the official online system.
- Receipts for residence and card fees.

Family members
- Each person needs an individual application and a qualifying basis.
- Family members with shared or joint ownership may apply on the property basis. Others may need a family residence permit or another suitable category, subject to its own conditions.
- Check the current requirements for the spouse and each child, including age and relationship documentation.

4️⃣ Applying and attending the migration appointment

1️⃣ Complete the official online application
- Use the migration authority’s e-Residence system.
- Select the appropriate short-term residence basis.
- Enter personal, passport and property-address information.
- Follow the system’s appointment instructions, including the date and location.

2️⃣ 🗂 Prepare the paper file
- Print the form and organise the required documents.
- Ensure the name matches the passport and title records.
- Sign every section requiring your signature.

3️⃣ Attend the appointment
- Arrive at the stated place and time and submit the file.
- You may be asked about the reason for your stay, the property and family members.
- Retain the application or follow-up document issued to you.

The file is assessed. If approved, the residence card is produced and sent using the registered delivery details.

5️⃣ Duration and renewal

The authority sets the duration according to the applicable rules and the application. Property-based short-term permits are generally issued for up to two years at a time; an individual grant may be shorter.

Apply for renewal within the official window before expiry. Prepare evidence of continued ownership, health cover for the new period and updated details such as a new passport or changed address.

Ownership does not guarantee renewal. The migration authority assesses eligibility under the rules in force.

6️⃣ Residence versus citizenship by investment

Property-based residence:
- Relies on qualifying residential ownership.
- Provides a time-limited right to stay if approved.
- Does not directly confer citizenship.

Citizenship by investment:
- Is a separate procedure with a higher qualifying investment threshold and additional conditions.
- Includes a required holding period.
- Involves different authorities and a more extensive application, for which specialist advice is valuable.

Do not accept a sales pitch that treats an ordinary apartment purchase and immediate citizenship as equivalent.

7️⃣ Common problems

- Buying at an address restricted for new foreign-resident registrations and only then checking residence eligibility.
- Trusting a salesperson’s assurance that purchasing alone is sufficient.
- Failing to complete the required official address registration.
- Letting health cover or residence permission expire, potentially causing penalties or renewal difficulties.

An independent lawyer or qualified adviser is particularly useful when planning applications for a whole family.

8️⃣ Practical takeaway

Property ownership can provide a lawful residence basis when the conditions are met. Before buying, check the city, neighbourhood, current address restrictions and applicable property-value requirements.

After purchase, organise the documents carefully and follow the official application process. Keep your information current through the migration authority or a reliable lawyer.

Property-based residence is useful when applied correctly, but it is not an automatic solution to every immigration need.
