A higher price in lira does not always mean greater wealth, and a rise in rent does not mean the landlord's net income has increased by the same amount. Understanding Türkiye's property market in 2026 requires reading prices, rents and inflation together, then moving from the broad index to the individual apartment, neighbourhood and running costs. This guide uses the Central Bank of the Republic of Türkiye's August 2026 data. It explains how to apply them to buying or letting decisions without turning a national average into a promise of profit on a particular property.

What does the latest period used here show?
The following figures relate to August 2026; they do not describe October transactions or today's live asking prices. The Residential Property Price Index rose 0.9% month-on-month and 23.0% year-on-year in nominal terms, while falling 6.5% year-on-year in real terms. The New Tenant Rent Index increased 2.3% monthly and 26.4% annually in nominal terms, with an annual real decline of 3.9%.| Türkiye index | Month-on-month | Year-on-year, nominal | Year-on-year, real |
|---|---|---|---|
| Residential property prices | +0.9% | +23.0% | −6.5% |
| New tenant rents | +2.3% | +26.4% | −3.9% |
Nominal growth and a real decline can coexist: the amount paid in lira increased, but the general price level rose faster. This does not mean that every apartment became cheaper in lira, or that a landlord can immediately obtain a rent increase equal to the index change. The data describe movements across a group of properties using a statistical methodology. Individual transactions also depend on the starting price, building quality and sale conditions.
How is the residential property price index constructed?
The central bank uses property values in valuation reports associated with housing loan applications, applying a statistical method intended to separate price changes from changes in observed property characteristics. Inclusion does not require a completed sale or the loan to be drawn. The index is therefore neither the average price of all completed transactions nor an average of online property advertisements.A month's sample containing more new or spacious apartments could raise a simple average even without price changes for comparable properties. Adjusting for quality makes the index more useful for tracking trends, but does not eliminate all differences or value the apartment you are viewing. An index reading of 236.8 with 2023=100 expresses a relative index level; it does not mean TRY 236,800 per square metre.
For historical comparisons, use one series with the current methodology and a consistent base year. Do not join a figure from an older table to a new one without checking the methodology. The calculation method and base year changed in 2024, and the earlier series was recalculated. These details help prevent an apparent trend caused by a statistical change rather than the market.
What does the New Tenant Rent Index measure?
The new index uses rental estimates in valuation reports: the amount a home could be let for in the relevant period, adjusted for observed characteristics. Publication began in February 2026, helping track conditions facing someone entering the market on a new contract. It differs from the rent-paid component of the consumer price index, which follows existing homes and tenants and changes as agreements are renewed.Someone seeking an apartment may therefore observe easing asking rents while recorded inflation in existing rents remains high. The two indices follow different circumstances. The new index does not prove that every new agreement was signed at the estimated rent, and an advertised rent is not necessarily the final contractual amount.
Do not use its growth rate as the legal ceiling for renewing an existing agreement. Calculating a contract's permitted increase is a separate matter requiring examination of its type, date and current legal rules. This index describes the market. Nor does furnished short-stay accommodation or commercial property become ordinary year-round housing simply because all involve rent.
Monthly and annual changes answer different questions
The monthly change compares August with July, while the annual change compares August 2026 with August 2025. The former captures recent movement; the latter covers twelve months and depends on the price level in the comparison month. A particularly strong month a year earlier can slow the annual rate even while prices continue rising in the current month.Do not add monthly percentages to calculate an exact annual return, or multiply one month's movement by twelve and present it as a forecast. A hypothetical constant increase of 1% each month compounds to approximately 12.68% over a year, rather than 12%. The constant increase is an educational assumption, not a forecast for Türkiye.
Read at least three months alongside the annual figure, retaining the release date and measurement period. When someone says 'prices fell', ask whether they mean in lira compared with the preceding month, after inflation compared with a year earlier, or in dollars. These statements can all be true at once and imply different decisions.
How to calculate the real change
The more accurate calculation divides the price growth factor by the general price growth factor, then subtracts one. Real change = ((1 + nominal increase) ÷ (1 + inflation)) − 1. Subtracting inflation from nominal growth gives an approximation that can mislead when the percentages are large.| Hypothetical one-year example | Value |
|---|---|
| Starting price | TRY 4,000,000 |
| Ending price after a 20% increase | TRY 4,800,000 |
| Assumed inflation | 30% |
| Ending value at starting-period prices | 4,800,000 ÷ 1.30 = approximately TRY 3,692,308 |
| Real change | 1.20 ÷ 1.30 − 1 = approximately −7.69% |
The owner gained TRY 800,000 nominally in this example, but the property's purchasing power fell relative to the assumed general price level. This is not the total return: rent, expenses, purchase and sale costs, and financing have not yet been included. Each household's spending basket also differs from the general inflation index, making the figure useful for economic comparison rather than an exact description of every investor's living costs.

Istanbul, Ankara and İzmir: different trends
The August figures show differing price and rent movements across the major cities. The table contains nominal changes only, distinguishing annual percentage growth from absolute price levels.| City | Home prices, monthly | Home prices, annual | New tenant rents, monthly | New tenant rents, annual |
|---|---|---|---|---|
| Istanbul | 1.9% | 26.3% | 4.9% | 34.5% |
| Ankara | 1.5% | 24.8% | 2.6% | 28.3% |
| İzmir | 2.7% | 23.3% | 5.4% | 25.5% |
The strongest growth does not mean the lowest purchase price or the best rental yield; the starting price or running costs may be higher. Nor can you infer that every Istanbul neighbourhood rose 26.3%, or that a particular apartment's rent must rise 34.5%. Local comparisons begin with similar buildings, areas and access to amenities, using the city trend as background.
If rents grow faster than home prices, their relationship may improve in some circumstances. The difference between the two growth rates is not, however, the landlord's cash return. Calculate the property's actual rent against its own purchase cost, then deduct vacancy, repairs and owner-paid expenses.
Statistical regions are not uniform neighbourhoods
The highest annual home-price growth was 27.0% in the group covering Bingöl, Elazığ, Malatya, Tunceli, Van, Bitlis, Hakkâri and Muş; the lowest was 13.0% in Edirne, Kırklareli and Tekirdağ. These figures describe statistical groups and do not assign the same rate to every city within them. For new tenant rents, Istanbul had the highest annual growth at 34.5%, while the Edirne, Kırklareli and Tekirdağ group had the lowest at 17.3%. Rankings can change between periods. Using them alone to choose the 'next winner' overlooks today's purchase price, future demand and local risks.
For an Arab buyer comparing northern Türkiye with Marmara or the Mediterranean, a practical starting point is two or three cities suited to the objective, followed by actual neighbourhoods and units within them. Buying in a city because its statistical group grew faster can still mean overpaying for a property that is difficult to resell.
Returns in lira and in your funding currency
If your savings are in dollars or riyals, make a separate calculation converting each cash flow at the actual exchange rate on its date. A real decline in lira is not the same as a dollar decline, and nominal lira growth does not guarantee a gain when sale proceeds are converted. In a hypothetical example, buying for TRY 4 million when USD 1 buys TRY 40 costs USD 100,000. Selling for TRY 4.8 million when USD 1 buys TRY 48 also produces USD 100,000, before expenses. The 20% nominal increase creates no dollar-denominated gain on the property price in this example.
Include conversion spreads, transfer fees and other money-transfer costs. Do not substitute today's exchange rate for the purchase-date rate when measuring historical returns. With monthly rent, the rate for each receipt matters. A simple ledger in lira and one reference currency helps avoid switching currencies merely to make each result look better.
From index growth to the landlord's net return
Assume an apartment's total purchase and setup cost is TRY 4.2 million and its monthly rent is TRY 25,000. Full-year letting gives gross rent of TRY 300,000. One vacant month reduces receipts to TRY 275,000, before expenses.| Illustrative calculation | Annual amount |
|---|---|
| Rent collected for 11 months | TRY 275,000 |
| Owner-paid maintenance and repairs | TRY 20,000 |
| Assumed insurance, management and other expenses | TRY 15,000 |
| Net income before tax and financing | TRY 240,000 |
| Yield on total cost | 240,000 ÷ 4,200,000 = approximately 5.71% |
These assumptions are neither official tariffs nor Turkish averages. Establish who bears complex charges according to the contract and nature of the expense, adding tax and financing where applicable. Even if gross rent rises, doubled building maintenance or longer vacancy can reduce net income. Keep the operating account separate from changes in the asset's value.
How to use the data in negotiations
Compile recent comparable listings, recording net and gross area, building condition, floor and listing date. Distinguish the asking price from the latest negotiable price, and record the reason for each adjustment. A broad index helps explain the trend but does not justify automatically increasing an old advertisement that was overpriced to begin with.Landlords should collect examples similar to their apartment and check how long they remained available. A high asking rent without a tenant is not evidence of collectible income. Buyers should request a conservative rental scenario, then test a longer vacancy and lower resale price.
Before relying on a comparable:
- Establish the data period, location and housing type.
- Use a consistent area definition when calculating price per square metre.
- Separate service charges from base rent.
- Exclude duplicate, outdated or fundamentally different listings.
- Check the documents and building: an attractive figure does not remedy a legal or structural defect.

Mistakes that distort interpretation
One mistake is describing slower growth as a price fall. Annual growth slowing from 30% to 23% still means the index is higher than a year earlier. Another is treating the higher index level of two cities as proof of the more expensive city. Each series relates to its own base-year level; comparing absolute prices requires actual unit prices.Adding price growth to rent growth to announce an investor's profit is another error: rental growth applies to an income stream small relative to the asset's value. Do not ignore selling costs or treat an appraised gain as realised before sale. Finally, do not present a quarterly percentage from a unit-price table as an August monthly reading. Different tables have different frequencies.

Practical questions before deciding
Does a real decline make buying suitable for everyone? No. The property may be overpriced relative to alternatives or need substantial repairs, while the cash required or holding period may not suit you. An inflation-adjusted index decline is one piece of a broader assessment.
Can I update an old apartment price using the city's growth rate?
It can provide a provisional estimate when nothing better is available, but must then be adjusted using current comparables and changes in the property. It is neither a professional valuation nor a guaranteed sale price.
Should I buy in the city with the strongest rent growth?
Start with purchase cost, net cash flows and diversity of demand. Stronger growth may reflect temporary pressure or a low earlier base, while the purchase price may already anticipate the increase.
What should I keep in my monitoring file?
Keep the table for the period used, dated comparables, purchase-cost calculations and a record of rent and expenses. Update assumptions whenever material information emerges. A sound decision can explain the purchase price and withstand a less optimistic scenario.
