An announcement on 29 January 2025 put the number of residence-permit holders in Türkiye at about 1.066 million; the European Commission’s August snapshot recorded about 1.108 million. These are separate dated snapshots, rather than an October 2026 total. Temporary protection and international protection are legally distinct from residence permits.
The overall picture in 2025
The announcement of 29 January 2025 gave a total of 4,121,663 foreign nationals with a lawful basis to stay. Its rounded category figures were:
About 1.066 million residence-permit holders.
About 2.865 million Syrians under temporary protection.
About 190,000 people within the international protection system.
In a separate snapshot, the European Commission’s 2025 report recorded 1,108,394 residence-permit holders in August. Its difference from January does not make either figure a current count: each has its own reference date and definition.
Which nationalities held residence permits?
The European Commission identified Turkmenistan, Azerbaijan and Russia as the leading nationalities among residence-permit holders in its August 2025 snapshot.
The previously quoted shares of 12–13%, 8% and 7% are omitted because they were not tied to a single dated statistical table. A general ranking does not establish each nationality’s percentage: a reliable comparison requires counts from the same date and a common denominator.
Common residence categories
Türkiye has several residence-permit categories rather than one universal permit:
Short-term residence permits:- Tourism-related stays.
- Eligible ownership of a home or flat.
- Specific purposes, such as medical treatment or qualifying courses, subject to the rules for that purpose.
Family residence permits:- Eligible foreign spouses of Turkish citizens.
- Other qualifying family members of Turkish citizens or eligible foreign sponsors, subject to the statutory family and sponsorship conditions.
Student residence permits:- Qualifying study at Turkish universities and other educational institutions covered by the rules.
Residence through a work permit:- A valid work permit generally substitutes for a residence permit for its duration. Authorised employment and the employer’s registration duties remain relevant; this is not an additional residence-permit category to be counted automatically in the figures above. This substitution does not apply to work permits issued to international-protection applicants, conditional refugees or people under temporary protection.
Long-term residence permits:- Available after the required period of lawful residence and satisfaction of the other conditions. They provide an indefinite residence status, not citizenship.
Each category has its own conditions, duration and renewal or continuation rules.
What do these figures mean for newcomers?
Türkiye attracts people seeking residence:
More than one million residence-permit holders is a substantial figure. It illustrates:- Türkiye’s role as a destination for study, work, investment and longer stays.
- The importance of a regulated system, with administrative checks and policy changes over time.
Attracting residents while regulating applications:- There are routes associated with study, qualifying property ownership or investment, and a separate citizenship-by-investment framework; none guarantees approval merely because money is spent.
- At the same time, applications and repeated tourism-based renewals can be scrutinised for their genuine purpose, financial means, accommodation and supporting evidence. Do not infer a universal new numerical income or rental threshold from this overview.
Lessons for newcomers:- Do not base a long-term plan on an assumed entitlement to renew a tourism-based permit every year.
- A clear, properly documented lawful purpose, such as employment, study, qualifying investment or family life, provides a sounder basis for planning; it does not guarantee a permit.
- Keep up to date through official sources and qualified, reliable legal advisers.
How to read the figures
Before comparing two figures, check their reference dates, legal categories and whether they are rounded. Do not confuse residence-permit holders with Syrians under temporary protection, or add work-permit counts to a residence-permit series without checking how the series is defined.
Important qualification
- The figures here concern official statements and international reports from 2025 and may differ in later updates. Totals from different dates or legal categories should not be combined indiscriminately.
- This is general information, not individual legal advice.
- For a sensitive application or unusual circumstances, consider:
- A lawyer specialising in foreigners’ law in Türkiye.
- A reputable migration adviser whose role and qualifications you can verify.
- Or the Presidency of Migration Management’s official information directly.
