Filing a Criminal Complaint with a Public Prosecutor in Türkiye

A suspected crime can be reported to the police, gendarmerie or public prosecutor's office, Cumhuriyet Başsavcılığı. Going directly to the prosecutor may be practical when the facts are complex or supported by substantial documentation. For immediate danger, call 112 instead of waiting to prepare a file.

When a complaint may be appropriate
  • Suspected fraud, including organised financial scams.
  • Forged contracts, documents or receipts.
  • Blackmail and threats, including online threats.
  • Assault or other conduct causing harm.
  • An offence involving an unidentified person who needs to be investigated.
You report the facts and your concerns; the authorities determine the legal classification. A criminal complaint does not automatically recover money or replace a separate civil claim.

Prepare an organised file
  1. Write a one-page account explaining what happened, when, where, who was involved and any amount paid.
  2. Arrange available evidence by date: messages, bank transfers, photographs, contracts and witness details.
  3. Provide the other person's identifying information if known, such as a name, telephone number, bank account or account link.
  4. Explain what you are asking the authorities to investigate and any immediate risk requiring protection.

Structure of a written complaint
Address the petition to the authority receiving it. A Şikâyet Dilekçesi normally identifies the complainant, the person complained about if known, the facts in chronological order, the evidence and the request, followed by the date and signature. Explain if the suspect's identity is unknown. An oral complaint can also be recorded by the competent authority.

A short outline to adapt
Complainant: [full name, identification details where required, address and telephone]
Person complained about: [known details, or identity unknown]

Facts: On [date], [describe the events accurately]. The incident took place at/via [location or platform]. A payment of [amount], if applicable, was made to [recipient/bank details].

Evidence: [numbered list of messages, receipts, photographs, other records and witnesses].

Request: I ask for the reported events to be investigated and for any lawful measures needed to prevent further harm and protect my rights.

Date and signature: [complete before submission].
This is an organisational outline. The submitted petition should be in the form and language accepted by the receiving authority; obtain translation or legal help where needed.

Keep the complaint factual
Separate what you personally witnessed from what you suspect. Do not embellish, insult the other party or present assumptions as proven facts. List evidence you do not possess but believe the authorities may obtain. Keep a copy and the file or application reference, and check subsequent notifications promptly. A clear file helps the investigation but cannot guarantee its outcome.
