Owning an apartment in Türkiye does not reduce the tax file to a municipal bill. Property ownership and rental income have separate tax obligations, and your tax residence affects their treatment. An owner living abroad can organise the file without waiting for an annual visit, provided they retain their own records, separate collections from amounts due, and know exactly what the property manager and accountant each do. This guide concerns an individual letting a home on an ordinary residential basis; commercial holiday operations and company ownership need separate classification.

Start with the owner, property and income
Identify the person entitled to the income under the title or legal document, their share, the unit's use and collection year. Nationality or the bank account's location does not replace this information. Spouses may co-own a home while all rent enters one account for expense management. That movement needs explanation and records; it does not automatically erase the other's share.Prepare a cover sheet with the tax number, property address, acquisition date, collection account and tenancy start. If the tenant or manager changes during the year, link each period to its governing contract. This helps the accountant detect missing income and duplicate invoices, and avoids treating every incoming transfer as rent. Keep deposits, refunds and personal payments in separate categories.
Distinguish property tax from rental income tax
Annual property tax concerns the property and is administered by its municipality. Rental income tax concerns the person entitled to the income and their Revenue Administration file. Paying the former does not file the latter's return, and leaving the apartment unlet does not necessarily remove ownership obligations. Purchase fees also differ from recurring post-purchase costs; the acquisition budget does not describe a full operating year.| Item | Period or event | Authority | Useful document |
|---|---|---|---|
| Property tax | Annual assessment and municipal instalment schedule | Municipality where the property is located | Property record, assessment and payment receipt |
| Rental income tax | Income year followed by the next filing season | Turkish Revenue Administration | Contract, collections, expenses and return |
| Valuable housing tax, where applicable | Relevant year, liability and exemption conditions | Competent tax office | Municipal taxable value and exemption file |
| Ownership transfer fees | Purchase or transfer of rights | Land registry and relevant authorities | Transaction documents and fee receipts |
Obtain the municipal statement directly or through an appropriately authorised representative, then match the unit, owner and year. For arrears, request a breakdown of principal and additions before budgeting payment. A marketing assurance that 'taxes are paid' is insufficient without a receipt for the relevant property and year.
Tax residence is not the name on a residence permit
The Revenue Administration's non-resident guide links limited taxpayer status to domicile and actual residence, with such taxpayers taxed on income arising in Türkiye. Neither a passport nor a residence permit type alone settles your status. Record days present, habitual home and work and family connections, then seek a determination applying the relevant facts, rules and exceptions. If two countries may regard you as resident, ask about their double taxation agreement. A treaty does not automatically exempt Turkish property income: Türkiye may retain taxing rights while the residence country provides relief under the treaty and its law. Request a clear explanation of where returns are filed and what evidence of Turkish tax the other country needs. Retain a tax residence certificate where required and translated documents requested by the adviser, without sending personal information to an unrelated intermediary.
Build a collection record that reconciles with the bank
Record rent due, actual collections and receipt dates each month. Ordinary rental income generally follows a receipts basis, with special treatment for rent paid in advance for future years. Arrears for earlier years generally enter the year received, while advance rent for a later year is treated differently. Identify the period each amount covers, then have the accountant apply the correct treatment.Current rules require residential and workplace rent payments and receipts to be evidenced through bank or postal records; do not rely on an old cash threshold. Use transfer descriptions identifying the unit and month. If the manager collects, request gross receipts before commission rather than a screenshot of the net transfer alone. Fees and expenses do not make the gross rent untraceable.
| Movement | Administrative record | Document |
|---|---|---|
| Current month's rent | Record the due month separately from the receipt date | Bank statement and contract |
| Prior-year arrears | Clearly identify the original period | Debt breakdown and receipt evidence |
| Advance rent for a later year | Allocate periods rather than combining them indiscriminately | Contract and payment schedule |
| Refundable deposit | Keep separate from ordinary rent | Deposit agreement and movements |
| Manager's net transfer | Reconcile to gross collections and expenses | Monthly settlement report |
Collect expenses, then choose the deduction method
Cash you spend and expenses the law allows you to deduct are different. Gather maintenance, insurance, management and service invoices you paid, with work descriptions, beneficiaries and payment evidence. Improvements increasing property value may be treated differently from routine repairs; buying furniture does not automatically justify an immediate full deduction.Where applicable, the system offers actual expenses or a flat-rate deduction. Choosing the flat rate affects later switching, so request a documented comparison across the relevant years rather than a quick calculation for one apartment. Do not combine the methods on the same income. An important update in the 2026 guide excludes interest on debts relating to rented homes from the interest deduction for income periods beginning in 2025. Do not copy older instructions permitting residential loan interest deductions. Loan principal is not a maintenance expense either.

Check exemption conditions before applying one
The residential rent exemption belongs to a particular income year and taxpayer's circumstances; it is not a new allowance for every contract or apartment. For multiple homes, total residential income is considered and the exemption applies once if available. With co-ownership, each taxpayer's share and circumstances are assessed separately. Ask about other income and disqualifying conditions before fixing the allowance in the calculation. The residential exemption for 2025 income was TRY 47,000; the guide states 58,000 for 2026 income. Do not apply the 2026 amount to a 2025 return merely because it is filed during 2026. Nor should residential rules automatically be applied to a shop or hospitality business. Put the income year at the top of the file and retain the guide or provision used so the calculation remains understandable years later.
A clear hypothetical example for 2025 income
Assume a non-resident owner with one residential apartment collected TRY 360,000 during 2025, has no other income affecting the example and qualifies for the exemption. Assume the flat-rate expense method and no additional personal deductions. The income is hypothetical; the exemption, deduction rate and tax bands are those for 2025 income, whose scheduled filing season was March 2026.| Step | Calculation | Result in TRY |
|---|---|---|
| Gross rent collected | 30,000 × 12 | 360,000 |
| After the residential exemption | 360,000 − 47,000 | 313,000 |
| Flat-rate deduction | 313,000 × 15% | 46,950 |
| Taxable base | 313,000 − 46,950 | 266,050 |
| Tax on the first band | 158,000 × 15% | 23,700 |
| Tax on the next portion | 108,050 × 20% | 21,610 |
| Calculated income tax | 23,700 + 21,610 | 45,310 |
This is income tax alone, excluding property tax, return stamp duty, accountant fees and late additions. The flat-rate deduction is not cash you actually spent. For investment returns, use actual cash expenses and then tax, rather than deducting a fictional expense from the bank balance.
Compare actual expenses and the flat rate, including the exemption's effect
In the same example, assume the accountant establishes eligible actual expenses of TRY 72,000 for the apartment. With an exemption, the share of expenses attributable to exempt income is not deductible. The taxable-income proportion is 313,000 ÷ 360,000, making the allowable expense in this scenario 72,000 × 313,000 ÷ 360,000 = 62,600.| Comparison | Flat rate | Assumed eligible actual expenses |
|---|---|---|
| Expense deducted after the exemption adjustment | 46,950 | 62,600 |
| Taxable base | 266,050 | 250,400 |
| 2025 income tax | 45,310 | 42,180 |
| Tax difference in this scenario | — | 3,130 less |
Tax under the actual-expense method is 23,700 + (250,400 − 158,000) × 20% = TRY 42,180. The relatively small difference shows why documentation costs, earlier elections and eligibility of each invoice matter. Do not assume 72,000 is allowable simply because it appears in the manager's report, or incur unnecessary expenditure to save part of the tax. Keep a comparison explaining exclusions before approving the return.
Prepare the return, rather than relying on a screenshot
The administration's guide set the scheduled filing period for 2025 income at 1–31 March 2026. When reviewing after that period, do not treat it as an open filing window: seek the appropriate late filing or correction treatment. Prepare 2026 income records now, then check the official filing and payment calendar for the 2027 season and any published extension.Hazır Beyan allows eligible taxpayers to submit returns, but displayed information still needs reconciliation. Read the properties, amounts, expense method and exemptions before approval. Request the approved return, assessment notice and payment receipts, keeping them with that year's bank records. Paying an accountant does not prove tax reached the Treasury: the official document must identify the taxpayer, period and payment type and remain retrievable.
Put the manager's and accountant's responsibilities in writing
The manager gathers operating information; the specialist determines tax treatment and performs the commissioned work within their authority. Specify who sends collection statements, prepares invoices, reviews the draft return and follows up payment. 'Full management' is insufficient without identifying annual returns, municipal reports and accountant fees.Request monthly reports starting with gross revenue, then each expense, the net transfer and reserve balance. Set an early annual handover date and a notification process for missing documents or demands. Retain your own downloadable copies: if management ends or account access fails, another adviser must be able to take over. Do not share personal passwords for convenience; use the appropriate authorisation route for each service.

Action checklist and recurring mistakes
Complete this checklist before approving the annual calculation:- Match the income recipient, share and tax number to the documents.
- Establish tax residence, income year and type of letting.
- Gather gross receipts before management commission, separating deposits, arrears and advances.
- Review exemption eligibility, expense method and earlier years' elections.
- Keep municipal records, returns, assessments and receipts in separate folders.
- Set aside cash and schedule follow-up before the deadline.
Common mistakes include taxing the manager's net transfer, applying a separate exemption per apartment, deducting a whole refurbishment invoice without review and copying another year's bands. An invoice and payment receipt for the same work may also lead to double-counting. Give each transaction a reference linking both documents. Actual-expense records must be kept for the statutory period; the guide specifies five years starting from the year after the relevant year. Retain acquisition records longer while needed to prove ownership and cost.

Practical questions before closing the file
Does receiving rent outside Türkiye exempt Turkish rental income? The payment destination does not change the property's location or income type. Discuss taxpayer status and the treaty between the countries. Can I deduct rent on my home in my residence country? The non-resident guide states that rent paid for accommodation abroad is not deductible from Turkish rental income for this category. Do not automatically include it as an expense.
Does an expensive apartment necessarily incur valuable housing tax? The reference is municipal taxable value and liability and exemption conditions, rather than the asking price alone. The 2026 guide sets a TRY 17,711,000 threshold, with exemptions and special rules. Review the circumstances rather than applying a general percentage to the purchase price.
Is retaining the contract enough? Keep the contract, collections, expenses and official documents together. The contract establishes obligations; the bank records establish payments.
Make year-end closure a written process: reconciled records, a clear review, a correct return where required and verifiable payment evidence. The file then remains manageable even if you spend most of the year away from the apartment.
