If you hold qualifications from outside Türkiye, first identify the document the receiving institution actually needs. School equivalence, recognition of a university and equivalence of a university degree are separate processes. Choosing the correct authority avoids paying for the wrong application or preparing an unsuitable file.

What does Denklik mean?

Denklik is an assessment of how an overseas qualification corresponds to the Turkish education system. The responsible authority depends on the level of education. The Ministry of National Education (MEB) handles school qualifications; the Council of Higher Education (YÖK) handles relevant overseas higher-education recognition and equivalence. YÖK is a council, not a ministry, and does not issue secondary-school equivalence.

Who may need it?

  • Applicants using an overseas secondary-school diploma for undergraduate enrolment may need school equivalence.
  • Holders of foreign university degrees may need a recognition or equivalence document for a particular employment, further-study or professional purpose.
  • Postgraduate applicants should ask the receiving university which evidence is required; full degree equivalence is not automatically necessary for every application.
An equivalence document does not by itself guarantee university admission, permission to work or authorisation to practise a regulated profession.

Choose the correct route

Qualification or purposeResponsible route
Overseas primary or secondary educationMEB school equivalence through the e-Denklik system and the competent equivalence centre.
Recognition of an overseas higher-education institution or qualificationThe relevant YÖK recognition service; confirm the exact document needed.
Equivalence of an overseas associate, bachelor's or master's degreeYÖK's diploma-equivalence procedure, subject to the qualification and applicant's circumstances.
Doctoral degrees and proficiency-in-art qualifications use the separate Interuniversity Board (ÜAK) equivalence route. Check its current instructions if that is the qualification you hold.

Commonly requested documents

Check the specific checklist for your route before arranging translations or certification. The file may include:
  • Passport or identity information and any required residence evidence.
  • The original diploma or accepted completion document.
  • An official transcript and, where relevant, previous years' school records.
  • Translations into Turkish and authentication required by the responsible authority.
  • The applicable application form and supporting academic information.
  • Any additional documents requested after initial examination of the file.
Requirements differ between MEB and YÖK and can vary with the country, degree and legal status. A university offer is not a substitute for a missing compulsory document, nor does it guarantee faster assessment.

Applying for school equivalence

Use MEB's official e-Denklik service. Follow the instructions for the appropriate equivalence centre, upload the required material and present original documents as instructed. In Türkiye, competent education authorities handle the assessment; overseas applications can involve authorised education offices at Turkish representations.

Applying for higher-education recognition or equivalence

  1. Read the current guidance at YÖK's official recognition and equivalence website. Confirm whether you need recognition or full equivalence.
  2. Use the official application route applicable to your identity and circumstances, including e-Government access where required.
  3. Prepare and submit the specified documents and any current application payment.
  4. Follow instructions for original-document delivery, verification or an appointment. Do not assume there is a local YÖK equivalence office in every city.
  5. Monitor the official status and respond to requests for additional evidence or assessment.
YÖK may require further academic assessment, examinations or completion measures in some cases. The outcome depends on the actual qualification and decision; there is no universal test required of every applicant.

How long does it take?

There is no reliable single 30-to-60-day or one-to-three-month promise for all applications. Verification with overseas institutions, missing records and academic assessment can extend the process. Ask about the current status through the official channel and allow time before a university or employment deadline.

Prepare a clearer file

Use legible, complete scans in the requested format; a clear phone scan can be acceptable if it meets the stated requirements. Keep names and dates consistent, include all pages and obtain the required authentication. You do not necessarily have to use one translation office for every document. Avoid purchasing extra certification without checking whether it is required.

Fees and other costs

Check the current official fee schedule and payment instructions for the service you need; do not assume every application is free. Translation, notarisation, authentication, postage and travel are separate costs and vary by document and location. Previous years' price ranges are not current quotations.

After receiving the decision

Check the qualification, names and any conditions on the document. Keep a secure electronic and paper copy, then submit it to the institution that requested it. Admission, employment, work authorisation and professional registration remain separate decisions.
