Credit and card conditions changed during the 2024–2025 period. Understanding them requires separating regulatory decisions from a particular bank’s cash advance limit and promotional instalment offers. This article describes that historical setting; expectations of easing during 2026 were not an enacted rule or a guaranteed change.
Cash advances and instalments
A card’s cash advance limit can be lower than its total credit limit. A figure such as 25% or TRY 25,000 in a news report or bank offer does not by itself establish a nationwide legal ceiling applying to all cards and transactions.Similarly, a three-instalment offer does not establish that every product previously had a twelve-month term or that three instalments is a universal rule. Check the card and campaign conditions, validity dates, eligibility and approved credit limit before relying on an offer.
A promotion for new customers or a specific campaign does not create an ongoing entitlement. Distinguish the per-transaction limit, available cash limit and total credit limit.
Card interest and merchant fees
The CBRT sets maximum monthly contractual and late-payment interest rates for card transactions. Turkish lira purchase-debt bands are different from the category for cash withdrawals or cash use; purchase bands should not automatically be applied to advances. The CBRT’s annual report on financial regulations in 2025 explains changes to these ceilings during the year. The report also records a reduction in the maximum merchant fee for covered debit-card transactions to 1.04%, effective from 1 November 2025, with a maximum blocked period of 15 days. This is a ceiling for a specified category, not a universal fee for every credit-card or foreign-issued-card transaction. Check the tax treatment and other charges when comparing the total cost.
Why can credit conditions tighten?
Some measures may seek to restrain debt-financed consumer demand, reduce inflationary pressures and limit credit risk. The purpose and scope must be read in the particular decision; not every bank’s product limit can be attributed to one Banking Regulation and Supervision Agency (BDDK) decision.Media expectations of easing in 2026 remain forecasts unless a dated official decision confirms a change. Falling inflation alone does not automatically alter your card’s terms.
Practical checks for residents and visitors
- Check the available cash limit and repayment period. Three instalments require much faster repayment than twelve.
- Plan rent, furnishing and emergency expenses around interest, taxes, fees and the total repayment amount, rather than the available advance alone.
- Merchants can compare acquiring agreements with the applicable ceiling. A maximum does not mean every transaction is charged at that rate.
- For a card issued outside Türkiye, the issuer’s terms, ATM charges, cash-advance fees and exchange rates may apply. Domestic limits should not automatically be assumed to govern a foreign-issued card.
