Medical Consultation Fees in Türkiye: SGK, Private Insurance and Self-Paying Patients

1️⃣ 📌 Why is there no single consultation price?

First establish how the patient will be registered. The amount depends on:
🔹 Active SGK/GSS.
🔹 Private health insurance.
🔹 No insurance cover.
🔹 Hospital type.
🔹 Specialty and doctor.
🔹 A faculty-member consultation.
🔹 Resident, tourist or international treatment status.
🔹 Tests or procedures added to the consultation.

Distinguish between:
1️⃣ The SGK consultation contribution.
2️⃣ Additional charges at an SGK-contracted private provider.
3️⃣ Your contribution under private insurance.
4️⃣ The full self-paying price.

2️⃣ 🏥 SGK consultation contributions in 2026

Under the SUT amendment effective from 1 July 2026, reviewed on 21 October 2026, physician and dentist consultation contributions are:
🔹 Family doctors and primary care: no consultation contribution.
🔹 Official secondary-level healthcare providers: TRY 50.
🔹 Ministry of Health training/research hospitals and their affiliated district outpatient clinics: TRY 90.
🔹 Ministry of Health tertiary hospitals: TRY 90.
🔹 State-university hospitals with dentistry faculties and healthcare application/research centres at state universities with medical faculties: TRY 90.
🔹 Foundation-university hospitals with dentistry faculties and healthcare application/research centres at foundation universities with medical faculties: TRY 100.
🔹 Second- and third-level private providers: TRY 100.

A qualifying referral from a Ministry of Health contracted, assigned or authorised family physician reduces the contribution by 50%. These figures are consultation contributions, subject to the applicable rules and exemptions; they are not the full treatment price.

3️⃣ ➕ Why might you pay more?

An SGK patient may also face:
✅ Additional charges at a private or foundation university hospital.
✅ Services SGK does not fund.
✅ Faculty-member services under the applicable rules.
✅ Uncovered medical supplies or devices.
✅ A private room or hospitality services.
✅ Uncovered investigations or procedures.
✅ Medicine contributions or price differences.

Paying TRY 50, TRY 90 or TRY 100 does not make every other service free.

4️⃣ 🏨 Additional charges at private hospitals

SGK-contracted private and foundation university providers may charge within statutory limits, in some cases up to twice the reference amount. This is not a universal ceiling for all self-paying services.

The provider must:
🔹 Explain the additional charge before treatment.
🔹 Obtain the required written consent.
🔹 Not retrospectively demand undisclosed additional charges for completed services.
🔹 Supply the statutory statement of services and fees where required.

Services SGK does not finance are not necessarily statutory “additional fees” and may have a separate price.

Discussing care during a medical consultation

5️⃣ 🏥 Public-hospital consultations without SGK

The SGK contributions of TRY 50, TRY 90 or TRY 100 are not full self-paying consultation prices. They are insured-patient contributions for the specified categories.

A self-paying patient's bill depends on:
🔸 Registration category.
🔸 Official healthcare tariff.
🔸 Specialty and procedure.
🔸 Legal and insurance status.
🔸 Health-tourism or tourist-health rules where applicable.

The 2026 tariff includes residence-permit holders with the relevant foreign or temporary Turkish identity record who do not benefit from GSS within health-tourism/tourist-health charging, subject to its specific categories and exceptions. Official list prices can be base prices to which permitted factors apply. No single figure covers all foreign patients and hospitals.

6️⃣ 🎓 University-hospital consultations

Establish the university type.

State university: public charging rules may apply, with a separately regulated faculty-member service outside normal hours.
Foundation university: charging can resemble private hospitals; the word “university” does not establish public-sector pricing.

Code:
Muayene normal poliklinik ücreti mi?
Öğretim üyesi farkı var mı?
Is this the ordinary outpatient consultation fee? Is there an additional faculty-member charge?

7️⃣ 🏨 Private-hospital consultation prices

There is no single uniform consultation amount for every private hospital. The price depends on:
🔹 Doctor and professional role.
🔹 Specialty.
🔹 City and branch.
🔹 SGK arrangements.
🔹 Insurer and policy plan.
🔹 Local or international patient category.
🔹 Other services included in the visit.

Ask in writing:
Code:
Muayene ücreti ne kadar?
Bu fiyata hangi işlemler dahil?
How much is the consultation? Which services are included?

8️⃣ 💳 What does private insurance pay?

A consultation may be:
✅ Fully covered.
✅ Covered up to a percentage.
✅ Subject to a fixed contribution.
✅ Payable first and reimbursed later.
✅ Excluded or subject to a waiting period.

Check:
1️⃣ Exact branch.
2️⃣ Doctor.
3️⃣ Specialty.
4️⃣ Outpatient cover.
5️⃣ Patient contribution.
6️⃣ Annual limit.
7️⃣ Prior authorisation.
8️⃣ Direct billing or reimbursement.

Ask the insurer as well as the hospital.

9️⃣ 🔁 Is a follow-up consultation charged again?

Under the public-healthcare tariff's applicable outpatient rules, repeat visits to the same facility and specialty within 10 days, including the first visit's date, do not attract another consultation fee. Other procedures, medicines and supplies can still be charged. A later procedure arranged by the same facility after the consultation does not itself require a second consultation charge.

This does not establish that every private follow-up is free. Confirm the applicable tariff and follow-up policy before paying.

1️⃣0️⃣ 🧾 Questions before your consultation

✅ Is this the consultation price alone?
✅ Does it include an ECG or basic imaging?
✅ Is there a registration or file charge?
✅ Is follow-up included?
✅ How long is the included follow-up period?
✅ Is the doctor in my insurance network?
✅ Is prior authorisation needed?
✅ Is there a faculty-member supplement?
✅ Will I receive an invoice?
✅ Which registration category will be used?

1️⃣1️⃣ ⚠️ Common mistakes

❌ Treating SGK contributions as the full consultation price for everyone.
❌ Confusing an SGK contribution with a self-paying price.
❌ Equating residence-permit insurance with SGK.
❌ Choosing a doctor outside the network.
❌ Discovering after payment that procedures cost extra.
❌ Failing to obtain a receipt or invoice.
❌ Relying on old unofficial prices.
❌ Assuming every branch charges the same amount.

1️⃣2️⃣ ✅ Key points

From 1 July 2026, basic SGK consultation contributions are TRY 50 at official secondary-level providers; TRY 90 for the specified Ministry and state-university medical/dental categories; and TRY 100 for the specified foundation-university categories and private secondary/tertiary providers. Primary-care consultations have no contribution; exemptions and qualifying referral reductions apply. These amounts do not establish the full consultation price for someone outside SGK. Ask for a written price based on your provider and registration category.
