Apostilles in Türkiye: Document Types, Authorities and Preparation
An apostille authenticates the origin of an eligible public document for use abroad where the Hague Apostille Convention applies. It replaces the conventional legalisation chain for that purpose. It confirms the relevant signature, capacity and seal or stamp; it does not certify the truth of the document's contents or guarantee that it satisfies every receiving institution's requirements.
1. When might you need one?
Examples include Turkish civil-status records, educational documents, court records and eligible notarial or company documents submitted abroad. The recipient may request it for a university, employer, court, family procedure or another official application. Some documents or uses are exempt through treaties or local requirements.
2. When another route applies
A document used only in Türkiye normally does not need an apostille simply for domestic use. If the Convention does not apply between the issuing and destination states, consular legalisation or another authentication route may be needed. Check the Convention's current status and any objections or applicable exemptions, not merely whether both countries appear on a list.
3. The document determines the authority
For Turkish administrative documents, competent authorities include provincial and district administrative authorities. Judicial documents are handled by the designated judicial commissions. A foreign-issued document must be apostilled by the competent authority in its country of origin; a Turkish office cannot apostille a foreign official's signature simply because you are now in Türkiye.
4. A practical sequence
- Identify the document, destination and receiving institution's requirements.
- Obtain the accepted original, certified copy or eligible electronic document. An ordinary scan is not automatically equivalent to an official electronic record.
- Check whether the original, a translation or both need authentication, and in what order.
- Arrange sworn translation and notarisation only where required.
- Apply to the competent apostille authority for that document.
- Check the names, dates and document details and keep a clear copy with its attached apostille.
5. Common avoidable problems
People often translate into the wrong language, authenticate only the translation when the original also needs an apostille, present an uncertified copy, or overlook a requirement for a recently issued record. Ask these questions before paying for a sequence of certifications.
6. How to check the destination
Use the HCCH's official Apostille Section for the Convention status and competent authorities, then check the recipient's document requirements. If a different legalisation chain is needed, consult the relevant foreign ministry or consulate. An apostille and a notarisation perform different functions; neither is automatically required for every document.
