Using UYAP in Türkiye 2026: A Guide for Foreign Residents
UYAP — Ulusal Yargı Ağı Bilişim Sistemi is Türkiye's official judicial information system. It serves courts, prosecutors, enforcement offices and several specialist judicial portals.

Access for foreign residents
You will normally need an active foreign identity number, an e-Devlet account, an accepted authentication method and identity details that match the case record. The official e-Devlet information for non-citizens explains how a foreign identity number holder can obtain a password from PTT using the relevant residence identification document.Use vatandas.uyap.gov.tr. Access to individual functions depends on your login method and the portal's current permissions.
What you can follow
Depending on the case and your access rights, you can check civil proceedings, criminal cases once they become accessible, administrative proceedings, enforcement files, hearing dates, court decisions, procedural history (safahat), available documents, fees and expenses, and appeal information.
If a criminal investigation is missing
Investigations are subject to confidentiality. Not every prosecution document is automatically available in the Citizen Portal. A missing investigation does not necessarily mean that it was never registered or has been closed. Ask the prosecutor's office, the police station that took the statement, your lawyer or the courthouse information desk.
Details to check in each file
- The court or enforcement office.
- The case number, esas no, and decision number, karar no.
- Your role and the names of the parties.
- The next hearing, most recent action and decision date.
- Service documents and notices sent.
- Whether the file is open or closed.
Downloading documents
Documents may be in UDF, PDF or another electronic format. Keep the original download before renaming or working on a copy, record the download date and read every page, including the remedies section at the end. A document appearing in UYAP is not invariably a substitute for formal service.
Submitting documents
Some filing and payment functions are available, but this depends on the user, signature method, proceedings, procedural stage and document. Certain transactions require an electronic or mobile signature rather than a password login alone.Treat a document as filed only when an electronic receipt or registration number confirms submission to the judicial unit. If a deadline expires that day, obtain immediate advice about an alternative official filing route rather than relying on an unsuccessful upload.
Discussing documents during a legal consultation
Payments
Before using an available official payment facility, open the correct file, check its number and recipient, request an up-to-date enforcement settlement calculation where relevant and retain the receipt. Independently verify any account details sent through WhatsApp.An enforcement balance may include principal, interest, fees, expenses and legal costs. The original debt alone may not be the amount needed to close the file.

Citizen Portal and Lawyer Portal
The Citizen Portal displays your own files and information you are entitled to access. The Lawyer Portal provides registered lawyers with wider authorised functions, such as opening proceedings, filing petitions and powers of attorney, following clients' cases, paying fees, attending certain hearings remotely and seeking access to investigation documents where the law and prosecutor permit.
Identity mismatches
A case may fail to appear if it uses an old passport, former foreign identity number, different spelling, incorrect date of birth or duplicate identity record. Ask the court registry or enforcement office to check the party record and connect it to your correct foreign identity number.
UYAP and UETS serve different purposes
- UYAP: judicial case management and access to case information.
- UETS: the official electronic service system operated by PTT.

Account security
Keep your e-Devlet password and one-time codes private, including from translators and lawyers. Use the official domain, sign out on shared devices and enable available security features. Ignore message links demanding immediate payment of a supposed “UYAP fine”.
Technical support
The official UYAP help desk number is 444 8927 — 444 UYAP. Contact the relevant judicial unit for case-specific procedural questions.
