Turkish Citizenship through Residence and Work 2026: The Five-Year Route
A foreign national may apply for general naturalisation after qualifying lawful residence and meeting the other statutory conditions. Five years in Türkiye or possession of a work permit does not automatically confer citizenship. Language, livelihood, settlement, legal history, security checks and the competent authority's decision remain relevant.
This guide concerns general acquisition under Articles 11 and 15 of Law 5901, rather than the exceptional investment route.

Practical overview
| Criterion | Rule |
|---|---|
| Five qualifying years before application | |
| Statutory aggregate limit of 12 months | |
| Demonstrated by facts alongside other conditions |
The main requirements
- Five years' qualifying continuous lawful residence immediately before applying.
- Adulthood and legal capacity.
- Conduct demonstrating an intention to settle in Türkiye.
- No disease constituting a public-health danger.
- Good character.
- Sufficient spoken Turkish.
- Income or an occupation sufficient to support the applicant and dependants.
- No national-security or public-order impediment.
The five-year period
The authority examines the period immediately before formal registration. For an application on 1 December 2026, this would involve the relevant records going back approximately to 1 December 2021. First arrival five years ago is insufficient by itself. Check lawful permits throughout, significant gaps, permit purposes, time abroad and whether registered and actual circumstances agree.
Permitted absence
Current Article 15, amended by Law 7039 in 2017, permits total absence of no more than 12 months within the required residence period. Some older local guidance still displays the former six-month wording. Use the amended law and obtain an official calculation.Download the official entry and exit record, calculate every trip and ask the provincial population and citizenship directorate to confirm the qualifying dates. Exceeding the statutory absence limit can affect continuity and postpone eligibility.
Do all residence categories count?
No. Lawful residence alone does not establish that the entire period qualifies for citizenship. The reason for the permit and intention to settle also matter. Official guidance identifies categories that do not themselves demonstrate settlement, including tourism, study, treatment, accompanying a student, certain asylum or protection situations and diplomatic or consular privileged status. After a change to an accepted residence basis, some earlier periods may be assessed under the applicable rules; tourism periods are treated differently. Do not assume that all study or earlier residence time counts automatically. Request a calculation using the complete permit history.
Property ownership and a related lawful residence permit can support settlement, but the authority still examines the recorded permit, continuity, property circumstances, actual residence, address and all Article 11 conditions. Property below the investment threshold is not a direct citizenship entitlement.
Work permits
There is no automatic citizenship route simply for being employed. A valid qualifying work permit both authorises work and normally substitutes for a residence permit during its validity. Lawful work may therefore contribute to qualifying residence, subject to continuity, physical presence, livelihood, settlement and the other conditions.Permits connected with temporary protection, international protection applications or conditional refugee status do not necessarily have the same residence effect. Have the person's specific status checked rather than applying the ordinary work permit rule indiscriminately.
Time under a work-permit exemption
The Ministry of Labour states that time spent under a work-permit exemption is not included when calculating lawful work-permit or residence-permit periods under International Labour Law No. 6735. Qualifying residence for naturalisation is assessed separately under Citizenship Law No. 5901, using the person’s actual residence status and complete legal history; the Ministry rule alone does not determine whether a particular period qualifies for citizenship. Do not automatically add exemption time to the naturalisation period. Ask NVI for an official assessment identifying each permit, exemption and residence category.
Evidence of an intention to settle
Relevant conduct can include buying property, establishing a business, working lawfully, moving business activity to Türkiye, living with family, close family connections, education in Türkiye and an established social and professional life.Supporting evidence may include employment contracts and permits, SGK records, a long tenancy, title deeds, utility bills, registered address, tax and company records, children's school enrolment and family documents. These support the factual assessment rather than replace statutory conditions.

Turkish language
The test is sufficient spoken Turkish for social life, not a universal requirement for a particular university degree or named certificate. The authority may use the commission interview, comprehension and answers, approved education evidence or study completed in Turkish.Questions may cover identity, address, occupation, family, reasons for applying, years in Türkiye, daily life, basic knowledge of the country and livelihood. Prepare for genuine communication rather than memorised answers. Ask the local directorate whether a language document is required.

Livelihood
Provide reliable evidence of an income or occupation sufficient for you and your dependants. This can include permits, employment contracts, payslips, SGK records, an employment certificate, vergi levhası, company and tax documents, documented rent income or another official source accepted by the authority. Any support undertaking must be accepted for the particular case.Article 11 does not specify one salary figure for every applicant. Family size, source, continuity, legality and adequacy are relevant.

Health
The statutory condition concerns a disease posing a danger to public health; it does not mean every chronic condition or disability causes refusal. Ask which institution may issue the report, its required wording, tests and validity period.
Character and legal history
Checks may cover criminal records, final judgments, ongoing proceedings, residence or work violations, false documents and overseas offences. A minor infringement does not automatically settle the outcome. Disclose relevant matters accurately and provide requested judgments instead of concealing them.
Preparing a passport for travel

Security and public order
The authorities can examine security information, criminal history, removal or entry-ban decisions, prior residence, unlawful activities and document accuracy. Residence, language and livelihood do not override a statutory security impediment.
Core documents
- VAT-3 application form and two 50×60 mm biometric photographs meeting the specified standard.
- Passport or nationality evidence and a birth record with complete identity details.
- Civil-status evidence: marriage, divorce or spousal death documents where relevant.
- Family, child, custody and parental consent documents.
- The required health report and evidence of income or occupation.
- Work permit, tax or equivalent supporting documents.
- Official entry and exit records and permits covering qualifying residence.
- Current lawful residence or work permission sufficient for the continuing procedure.
- Certified final judgments where applicable.
- Evidence completing a missing birth day or month.
- Service fee receipt and any requested language evidence.

Authentication and translation
Use an apostille where applicable or the relevant legalisation and Turkish mission procedure, together with sworn Turkish translation and notarial certification as required. Supply originals with the authenticated translation. Match names, parents' details, birth date and place, marital status, passport numbers and Turkish spelling across the file.
Where and how to apply
This residence-based route is normally handled by the il nüfus ve vatandaşlık müdürlüğü in the governorate where the applicant resides. Confirm local instructions, any accepted special power of attorney and required personal attendance. Postal applications are not accepted; the formal registration date of the petition matters. The foreign identity number is used, and commission or interview attendance can be required even where a representative prepares documents.
The application sequence
Verify the residence category and obtain travel records.
Ask for confirmation of the qualifying five-year calculation.
Obtain the current local checklist.
Prepare foreign documents, authentication and translations.
Obtain the specified medical report and employment or income evidence.
Pay through the official channel and retain the receipt.
Register VAT-3 and the file.
Respond to enquiries, attend the commission interview and supply any further papers.
The completed file is referred for the competent authority's decision.

Tracking and timing
The official e-Devlet citizenship enquiry can show registration, document examination, enquiries, research, decision-list or final-result stages. Wording varies and an advanced stage is not approval. Total time depends on completeness, authorities involved, security enquiries, prior countries and nationalities, court records, discrepancies, commission dates and workload. No universal completion period is guaranteed.
Family members
A spouse does not automatically naturalise with the applicant. Minor children may qualify under the relevant parentage, custody, consent and age rules, with official documents or judgments where necessary. Adults generally require an independent basis and application.
2026 fee
The general citizenship application service fee is TRY 957.26. This does not cover health reports, foreign documents, authentication, translation, notarial charges, photographs or other records. Confirm the amount and payment channel; do not pay an unverified personal account.
Common causes of delay or refusal
These include an incomplete qualifying period, an unaccepted residence category, excess absence, unlawful gaps, an expired permit, insufficient Turkish or livelihood, weak settlement evidence, inconsistent identity data, defective authentication, concealed convictions or nationality, false documents and security or public-order grounds. Neither five years' work nor residence compels approval.
Common questions
Five years on tourist residence? Do not assume it qualifies; the official settlement and prior-period rules require examination.Five years on a work permit? It may meet residence and livelihood elements, but all other conditions remain.
Must I have a job? The requirement is sufficient income or an occupation; another accepted lawful income source may be relevant.
A house or years of study? Neither creates automatic eligibility. Property may show settlement; study time needs a specific assessment after any permit change.
TÖMER? The law requires sufficient spoken Turkish, not one named certificate for every file.
Applying from abroad? This route depends on actual qualifying residence in Türkiye; obtain instructions from the directorate linked to your Turkish address.
Keeping my nationality? Türkiye recognises multiple nationality, but check your existing country's rules.

Before filing
Confirm the qualifying residence category and dates, absence calculation, lawful continuity, current permit and address. Complete VAT-3, valid passport, authenticated personal and family documents, medical report, livelihood evidence and any language evidence. Disclose relevant judgments and nationalities, pay officially and keep a complete copy.
