1️⃣ 🇹🇷 Turkish Citizenship by Property Investment 2026: USD 400,000, Title Deeds and Applications

The property route can allow a foreign investor to apply for exceptional Turkish citizenship after acquiring eligible property worth at least USD 400,000, registering the required three-year retention undertaking, documenting the payment and valuation, and obtaining conformity certification. A purchase price alone is insufficient: the registered transaction, accepted bank payments, official value assessment, property type and ownership history must comply.

An eligible investment allows an application; it does not guarantee citizenship. Applicants and family members remain subject to administrative and security checks and a competent authority's decision.

Organising documents and an online application

2️⃣ 📊 Practical overview

ConditionWhat to verify
1️⃣ ValueAt least USD 400,000 under the rules
2️⃣ Property typeEligible property; not every plot
3️⃣ RetentionThree-year non-sale annotation

3️⃣ ✅ The principal requirements

Acquire eligible property in the investor's name, document bank payments, complete the DAB currency purchase procedure and official valuation/TTB amount determination, register the three-year restriction, obtain conformity certification, arrange the required investor residence under Article 31(1)(j), and submit the citizenship file.

4️⃣ ⚖️ The legal route

This is exceptional acquisition rather than ordinary five-year naturalisation. The competent land registry authorities certify the property investment under the Ministry of Environment, Urbanisation and Climate Change. Identity, security and public-order conditions continue to apply.

5️⃣ 💵 The accepted amount

The minimum is USD 400,000 or the permitted foreign-currency equivalent. The declared deed or qualifying promise-to-sell amount and accepted bank payments must each meet the applicable threshold, and the official amount determination must confirm eligibility. A seller's advertisement or private contract is not the official value test.

For example, a deed value of USD 400,000 does not cure insufficient bank payments; payment of that sum does not cure an official accepted value below the threshold. Avoid relying on a transaction at the exact minimum before the assessment is known.

6️⃣ 🏘️ Several properties

More than one eligible property can be used if the accepted aggregate value, payments, certification and required restrictions comply. For example, accepted values of USD 220,000 and USD 190,000 total USD 410,000. That combination may qualify if all other conditions are satisfied. Each property's eligibility still needs checking.

7️⃣ 🏗️ Eligible property types

Depending on the current rules, eligible property can include a completed home, shop or office, a unit with kat mülkiyeti condominium title, a qualifying kat irtifakı construction servitude, or land with a qualifying building. An off-plan transaction can use an eligible notarised promise-to-sell arrangement where the required title status, upfront payment and registered three-year non-transfer conditions are met.

The rules exclude shared interests acquired after 1 February 2023 and agricultural or unbuilt land acquired after 12 December 2023 from this citizenship route. Other disqualifying matters include an insufficient accepted value, inability to register the restriction, inconsistent payments, ineligible seller or ownership history, and prior use of the property in a citizenship transaction where the rules prohibit reuse.

8️⃣ 👥 Shared ownership

Two foreign buyers each acquiring half of a USD 800,000 property cannot assume each USD 400,000 share qualifies under the current post-February 2023 rules. A single investor acquiring the entire property from multiple owners is a different situation and may qualify after the other checks.

9️⃣ 🏘️ September 2026 valuation amendment

The valuation instructions were amended on 28 September 2026. Citizenship reports can be prepared by an SPK-licensed valuation firm meeting TDUB and TADEBİS conditions. For a unit sold by a real estate investment company (GYO), confirm the land registry’s accepted valuation requirements for that unit before proceeding. Do not assume the project is automatically exempt. The USD 400,000 threshold and three-year undertaking remain.

1️⃣0️⃣ 📊 Valuation and TTB

The tutar tespit belgesi — TTB confirms the accepted investment amount on the basis of the required valuation. The citizenship valuation request goes through the official WebTapu/TADEBİS workflow, with the resulting information sent electronically to the land registry. A seller-supplied paper report outside that process should not be treated as sufficient.

Distinguish the technical valuation report, the TTB amount determination and the later conformity or property investment determination certificate. They are separate documents and stages.

Validity: the current official workflow uses a twelve-month period. Check the TTB and underlying valuation against the transaction-specific instructions; when a TTB exceeds twelve months, its underlying valuation must be renewed. An accepted transaction and a new filing are different situations. Confirm any renewal requirement before proceeding.

1️⃣1️⃣ 💱 DAB: foreign currency purchase certificate

Under the applicable foreign-buyer rules, foreign currency is sold through a bank operating in Türkiye for onward sale to the Central Bank; the bank issues the döviz alım belgesi — DAB for submission through the prescribed channel before the title transaction. The lira amount is recorded under the official procedure.

DAB alone does not prove the seller was paid. Citizenship files also require accepted bank receipts for the purchase price. Instalment transactions may need separate currency certificates and receipts; ensure they reconcile and satisfy the threshold and timing rules.

1️⃣2️⃣ 🏦 Bank payments

Use traceable bank transactions with clear property and purpose references. Match the buyer and seller, keep original or bank-certified receipts as required and reconcile the amounts with the contract, deed and TTB. Do not transfer to an intermediary or unrelated account without confirmation that the land registry will accept that arrangement.

Cash and a seller's acknowledgment of receipt are not a safe substitute for the bank evidence required in a citizenship file.

1️⃣3️⃣ 🔍 Checks before a deposit

Independently verify the actual owner and title details, mortgages, attachments, sale restrictions, debts, military or security restrictions, permits and building status, condominium or construction title, seller eligibility, ownership history, previous citizenship use and ability to register the retention undertaking. Review the official amount determination before committing to completion.

1️⃣4️⃣ 🧭 The transaction sequence

  • 1️⃣ Identify potentially eligible property and an adequate value margin.
  • 2️⃣ Carry out independent title, seller, restriction and building checks.
  • 3️⃣ Request the official valuation and TTB through the prescribed system.
  • 4️⃣ Complete the DAB procedure and accepted bank payment arrangements.
  • 5️⃣ Submit the land registry file for comparison of deed, payments, DAB and TTB.
  • 6️⃣ Pay the verified title and revolving-fund charges when notified officially.
  • 7️⃣ Attend signing and register the purchase and three-year undertaking.
  • 8️⃣ The land registry forwards the file for conformity or investment determination certification.
  • 9️⃣ Apply for the required investor residence under Article 31(1)(j).
  • 1️⃣0️⃣ Prepare and submit the citizenship and eligible family files.
  • 1️⃣1️⃣ Respond to administrative and security enquiries and follow the official tracking service.

Seeking assistance with an application

1️⃣5️⃣ 📑 Typical land registry documents

Prepare the deed or complete title particulars, passport or nationality identification and any required translation, TTB, municipal value evidence where requested, DASK cover for applicable buildings, identity declaration, recent photograph, foreign identity or tax number, DAB, accepted bank receipts, an authorised interpreter where a party does not understand Turkish, and a compliant power of attorney for representation. The land registry may request additional transaction-specific documents.

1️⃣6️⃣ 📂 Typical citizenship documents

These may include the exceptional application form, passport and certified Turkish translation, birth and civil-status records, marriage, divorce or spousal death evidence, family records, biometric photographs, investor residence, conformity certificate, fee receipt and each included family member's papers. Children's cases may need parental consent, custody or guardianship records. Foreign papers require the applicable authentication and translation procedure.

1️⃣7️⃣ 👨‍👩‍👧 Eligible family members

The statutory investment provisions may cover a foreign spouse and qualifying minor or dependent children, subject to parentage, custody, consent and the legal definition of dependency. Eligible family members do not each require a separate USD 400,000 investment, but inclusion is not automatic. Independent adult children require separate assessment. Every family member's documents, security position and existing nationality rules need checking.

1️⃣8️⃣ ⛔ Three-year retention

The undertaking is registered against the property. Do not sell, transfer ownership, seek early removal or make another disposition inconsistent with its terms without official advice. The applicable start date comes from the registered undertaking, not a deposit or private contract date. After the period, ask the land registry about removal under the then-current procedure.

1️⃣9️⃣ 🚨 Savings-finance arrangements

TKGM lists a notice concerning foreign acquisitions using finance provided by tasarruf finansman şirketleri, savings-finance companies. Read the official instruction and obtain written confirmation from the land registry before relying on such finance. This category should not automatically be equated with every bank loan. Any financing or mortgage also needs assessment against the citizenship investment rules.

2️⃣0️⃣ 💳 Additional costs

Budget for title transfer and revolving-fund charges, valuation and amount determination, DASK, translation, notarial and authentication costs, residence and card charges, citizenship fees, independently agreed legal fees, lawful agency commission and property-related taxes and expenses.

The published 2026 exceptional citizenship application service fee is TRY 135.45, separate from the investment and these other costs. Confirm the amount payable for every person and use the official payment channel.

2️⃣1️⃣ ⏳ Timing

There is no guaranteed universal completion date. Property documents, valuation, payment reconciliation, conformity certification, residence, family size, foreign records, security checks and further requests all affect progress. Neither an estate agent nor a lawyer controls the citizenship decision date.

2️⃣2️⃣ ❓ Practical questions

Residence before purchase? A prior residence permit is not generally required simply to acquire eligible property, but the citizenship procedure includes the required investor residence stage.

A developer's contract? A private contract does not itself transfer title or replace a compliant registered promise-to-sell transaction.

Off-plan, cash or vacant land? Off-plan property needs the specific notarised and registered arrangement; cash lacks the required payment trail; current land eligibility restrictions must be observed.

If citizenship is refused? Ownership generally remains unless a separate legal issue affects it. Refusal does not automatically entitle the buyer to a refund; contractual remedies depend on the agreement and circumstances.

Recovering the investment early? Disposal before the required period can breach the investment condition and lead to review of the file or decision.

2️⃣3️⃣ ❌ Errors that can defeat the file

These include an ineligible property, non-refundable deposit before assessment, an unofficial valuation, insufficient TTB or payments, an excluded shared interest or land type, cash payment, an unapproved intermediary account, identity mismatches, missing DAB, undiscovered mortgage or attachment, prohibited reuse, missing retention annotation, unauthenticated family records and an unnecessarily broad power of attorney.

2️⃣4️⃣ 🛡️ Protecting the transaction

Use independent legal advice, inspect the live title record rather than photographs, write clear deposit refund and valuation conditions, keep all bank and official records, understand every document, limit a representative's powers, obtain your conformity certificate and track the application yourself. Do not pay for a promise of guaranteed citizenship or an unofficial shortcut through security checks.

2️⃣5️⃣ ✅ Final checks

Confirm whole eligible ownership, property type, seller and title checks, sufficient accepted deed value, TTB and bank payments, DAB, consistent identities, the registered undertaking, conformity certificate, investor residence, complete family evidence, official fee payment and a complete retained copy.
