Surgery and Hospital Costs in Türkiye: Quotations, Admission and Insurance

1️⃣ 📌 A verbal surgery price is insufficient

The quoted amount might cover:
🔹 Only the surgeon.
🔹 Surgery without the implant.
🔹 One admission day.
🔹 An estimate before investigations.
🔹 Care excluding complications.
🔹 Your share after insurance.
🔹 An international package including non-medical services.

Obtain a detailed written quotation before paying.

2️⃣ 📝 What to request

Code:
Yazılı Fiyat Teklifi
Proforma Fatura
Tedavi Maliyet Planı
These mean a written quotation, pro forma invoice and treatment cost plan. It should identify the hospital, branch, patient, issue date and period for which the price is valid.

3️⃣ 🏥 Possible components of the operation bill

✅ Surgical consultation.
✅ Anaesthetic assessment.
✅ Preoperative investigations.
✅ Surgeon and assistant fees.
✅ Anaesthesia.
✅ Operating theatre.
✅ Medicines and consumables.
✅ Bed and admission.
✅ Intensive care.
✅ Histology and pathology.
✅ Imaging.
✅ Other specialist consultations.
✅ Implants and devices.
✅ Blood and blood components.
✅ Companion arrangements and a private room.
✅ Follow-up after discharge.
✅ Interpreting, transfers and support services.

Do not assume these are included unless the quotation says so.

4️⃣ 📦 What does a package cover?

A procedure classified as a package under the public-healthcare tariff may include:
🔹 A bed for the specified period.
🔹 Surgery and interventions within the package code.
🔹 Consultations.
🔹 Specified anaesthetic and treatment medicines.
🔹 Basic consumables.
🔹 Included laboratory tests, imaging and pathology.
🔹 Anaesthesia within the tariff's terms.

“Package” does not mean everything is included: the tariff excludes specified materials and services.

5️⃣ ➕ Items that may be billed separately

Depending on the procedure:
🔸 Plates, screws and fixation devices.
🔸 Artificial joints.
🔸 Spinal implants.
🔸 Pacemakers.
🔸 Stents and valves.
🔸 Artificial vessels and grafts.
🔸 Certain surgical meshes.
🔸 Robotic-surgery instruments.
🔸 Certain blood components.
🔸 Arthroscopy and joint-surgery sets.

Before planned surgery, ask about each implant's brand, model, country of manufacture and price.

6️⃣ 🛏️ Admission and room charges

Check:
1️⃣ Included days.
2️⃣ Room type.
3️⃣ Extra-day charge.
4️⃣ Companion charge.
5️⃣ Intensive-care charge.
6️⃣ Medicines and supplies after the package period.
7️⃣ Transfer costs if another hospital is needed.

The public tariff specifies a 15-day included admission period for its relevant packages, with procedure-specific rules and exceptions. Beyond the included period, beds, companions, medicines and supplies may be charged separately. A private quotation may specify a different stay; read its actual terms.

7️⃣ 👨‍⚕️ Clinical-team fees

Does the quotation include:
✅ Lead surgeon?
✅ Assistant surgeon?
✅ Anaesthetist?
✅ Other consultants?
✅ Daily postoperative visits?
✅ Outpatient follow-up?
✅ Removal of stitches or dressings?

If the doctor works across a hospital group, obtain the quotation from the branch performing the surgery.

8️⃣ 💳 Surgery with SGK

SGK does not necessarily mean no payment. Possible charges include:
🔹 Applicable patient contributions.
🔹 Additional fees at private or foundation university hospitals.
🔹 Unfunded services.
🔹 Devices or materials with specific coverage rules.
🔹 A private room.

An SGK-contracted private provider must obtain the required written consent to additional charges before providing the service. For inpatient treatment meeting SGK's conditions, it must provide the statement of services and additional fees by discharge.

9️⃣ 🛡️ Surgery with private insurance

For planned surgery, send the insurer:
✅ Doctor's report.
✅ Diagnosis.
✅ Procedure name and code.
✅ Hospital and branch.
✅ Doctor's name.
✅ Quotation.
✅ Expected admission date.

Request written authorisation setting out:
🔹 Approved amount.
🔹 Patient contribution.
🔹 Room allowance.
🔹 Excluded implants or devices.
🔹 Covered days.
🔹 Annual deductible or other patient liability.
🔹 Complications arrangements.

Do not rely on a verbal promise that approval will follow. Necessary emergency care must not wait for authorisation.

1️⃣0️⃣ 🌍 International patients

The 2026 tariff supplies base prices for relevant health-tourism and tourist-health services, with permitted provider-specific factors. Packages may include:
🔸 Treatment.
🔸 Transfers.
🔸 Interpreting.
🔸 Hotel accommodation.
🔸 Guidance.
🔸 Other services.

Separate medical and non-medical costs in the quotation and invoice, particularly interpreting, advice and transport.

DocumentWhen to obtain it
Written quotation/pro forma invoiceBefore payment and booking
Insurance authorisationBefore non-emergency treatment
Itemised final invoice and receiptsAt settlement and discharge
Operation and discharge reportsBefore leaving and starting follow-up

1️⃣1️⃣ ⚠️ Complications or a longer stay

Request written answers:
Code:
Komplikasyon halinde ek ücret nasıl hesaplanır?
Yoğun bakım fiyata dahil mi?
Ek yatış gününün ücreti nedir?
🔹 How are additional charges calculated if there is a complication?
🔹 Is intensive care included?
🔹 What does an extra admission day cost?

A complication does not automatically make further treatment free or chargeable. The cause, applicable law, contract, insurance and pricing rules matter.

1️⃣2️⃣ ❌ Cancellation

Clarify:
✅ Whether the deposit is refundable.
✅ Cancellation deadline.
✅ Charges for investigations already performed.
✅ What happens if the doctor cancels for medical reasons.
✅ What happens if a visa is refused.
✅ Bank-transfer charges.

Under the public tariff, if a procedure stops during preparation or remains incomplete, services already delivered may be billed under its relevant rules.

1️⃣3️⃣ 🧾 Documents after treatment

Request:
1️⃣ Final invoice.
2️⃣ Itemised charges.
3️⃣ Operation report.
4️⃣ Discharge summary.
5️⃣ Pathology results.
6️⃣ Images.
7️⃣ Medicine list.
8️⃣ Implant card or certificate.
9️⃣ Follow-up instructions.
🔟 Copies of signed consents.

International-patient billing rules provide for detailed service and cost information to the patient or insurer, within the applicable framework.

1️⃣4️⃣ 🔍 Comparing two quotations

Compare more than the total:
🔹 Exact procedure.
🔹 Team experience.
🔹 Technique.
🔹 Implant.
🔹 Admission length.
🔹 Intensive care.
🔹 Included investigations.
🔹 Follow-up.
🔹 Complications arrangements.
🔹 Cancellation terms.

A cheaper quotation may omit an expensive item.

1️⃣5️⃣ ✅ Key points

Surgery costs can include admission, anaesthesia, investigations, implants, follow-up and support services as well as the surgeon. Obtain a written breakdown before a substantial deposit, and the required insurance approval before planned surgery.
