Family Residence for a Spouse in Türkiye: Sponsor Requirements, Documents and Application Steps

Marriage to a Turkish citizen or a foreign resident does not replace a residence application or guarantee approval. A family residence permit is a route for living with a husband or wife who qualifies as a sponsor. Preparing the application therefore means checking both sides: the applicant's eligibility and the sponsor's eligibility, finances, health cover and accommodation. A marriage certificate proves the relationship; it does not prove all the other requirements by itself.
Requirements and documents were reviewed on 23 October 2026. This is guidance for preparation and follow-up, not an announcement of a new law. The eligibility explanation draws on Articles 34–37 of Law No. 6458 on Foreigners and International Protection, in the copy published by the Ministry of Labour, and the official application list linked below.
This guide helps a foreign husband or wife prepare an application and distinguish a first application, a transfer from another permit and a renewal. Newborns and children have their own documents and parental-authority issues; the newborn guide is linked at the end. If the family is under protection or there is an entry or overstay problem, explain that status at the outset rather than applying the ordinary valid-residence scenario without checking it.
Identify the applicant and the sponsor first
The applicant is the foreign husband or wife requesting a permit in their own name. The sponsor is the spouse on whose qualifying family relationship the application relies and whose circumstances and documents are assessed. Do not put the sponsor's details in place of the applicant's details or confuse their passport numbers.
| Situation | What to establish before starting |
|---|---|
| The sponsoring spouse is a Turkish citizen | Turkish identity documents and a civil registration record showing the marriage, together with the applicable sponsor requirements. Residence does not automatically become citizenship. |
| The sponsoring spouse is a foreign national | Their legal status, its validity, whether they can qualify as a sponsor and the length of their residence, followed by income, insurance, address and the other requirements. Holding a card alone does not settle eligibility. |
| The applicant already holds another valid residence permit | Decide whether to transfer to family residence or continue under the existing purpose. Marriage does not automatically change or extend the current permit. |
| The applicant is outside Türkiye or does not have valid residence | Separate lawful entry and stay from family-permit eligibility. A marriage certificate does not automatically allow border entry, resolve an infringement or create an application from abroad. |
Where the nationality country's law permits polygamy, the law provides a family permit for only one spouse; each marriage recognized in another country does not become a separate spousal residence entitlement in Türkiye. Reasonable suspicion of a marriage of convenience can lead to investigation before issue or renewal and even after a permit has been granted. A valid-looking document does not resolve a sham marriage.
Check the sponsor's requirements before spending on the file
Start with the current official family residence document list and distinguish the applicant's documents from the sponsor's documents. The list explains how circumstances are evidenced; sponsor eligibility cannot be reduced to having a salary and an insurance policy.
The sponsor requirements include the applicable monthly income, accommodation suitable for the family size and health and safety standards, insurance covering the family, registration in the address system, and proof of no conviction for offences against the family order during the five years preceding the application. The general rule for a foreign sponsor is at least one year of residence in Türkiye on a residence permit.
Exceptions to the one-year requirement include holders of a scientific-research residence permit or work permit, persons covered by Article 28 of Law No. 5901 and foreign nationals married to Turkish citizens. A Turkish citizen is not required to spend a year on a foreigner's residence permit. An exception to the one-year rule does not remove the income, insurance or other requirements. The law also allows the listed sponsor requirements not to be sought from refugees or subsidiary-protection beneficiaries in Türkiye; this is a specific category requiring assessment, not a general exemption for everyone holding a protection document.
Income: distinguish the rule from the minimum-wage figure
The official list requires sufficient regular resources throughout the stay: total income must be at least the minimum wage, and each family member's share, including the sponsor's own share, must be at least one third of it. For a Turkish sponsor, the list states that a written income declaration is sufficient. This simplifies the form of income evidence; it does not remove the legal financial-capacity condition. Nor does it exempt a foreign sponsor from proof or establish that a temporary bank balance proves regular resources for every family.
To understand the rule without using an old wage figure, call the applicable minimum wage “M.” The required total under these two conditions is at least the greater of “M” and “number of family members × M ÷ 3.” This is an arithmetic explanation, not a new official tariff. For a family of two or three including the sponsor, the mathematical threshold remains M; for four it becomes 4M÷3. Establish which members are counted and what income evidence is accepted for your circumstances. Do not add unsubstantiated salaries or rely on a future job promise instead of the required evidence.
For 2026, the Ministry of Labour's table shows a monthly gross minimum wage of TRY 33,030.00 and a net amount of TRY 28,075.50 for 1 January–31 December 2026. The family-residence list does not expressly qualify its minimum-wage wording as net or gross. Inserting either figure into the illustration must therefore not be presented as a guarantee of meeting the migration requirement. Establish the basis applied to your file rather than using a 2025 figure or the employer's labour cost.
Insurance: the family needs cover throughout the period
An insurance record in the sponsor's name does not by itself prove that the other spouse is covered. Check the beneficiaries' names, start and end dates and the accepted form of evidence. Depending on the case, this may be SGK cover, a social-security agreement, a qualifying private policy or the applicable statutory evidence. Do not buy a second policy before finding out whether existing cover includes the family. Insurance accepted for residence also does not mean every treatment is free.
Accommodation: a real address and consistent evidence
Identify where you will live together and ensure that the application and registration details are consistent. The list distinguishes ownership, a notarized tenancy, a hotel, a residence facility and hosting; the documents are not identical for every arrangement:
- For an owned home: a copy of the title deed and the required dwelling-numbering document.
- For a tenancy: a notarized copy of the rental agreement containing the landlord's details.
- For a hotel or similar accommodation: proof of the stay and a receipt for accommodation payment covering the required period under the list.
- For a student dormitory where applicable: a dormitory document bearing the required signature or electronic signature and seal.
- For someone else's home: a notarized undertaking from the host and, if married, the host's spouse, together with a recent electricity, water, gas or fixed-line telephone bill in the host's name, or a subscription contract for a new subscriber.
Prepare two complementary files: the applicant's and the sponsor's
| Item | Applicant | Sponsor or conditional requirement |
|---|---|---|
| Identity and travel document | Passport or substitute, including identity, photograph and visa pages where applicable, with the original at the appointment. | Turkish identity document or travel document and the appropriate legal-status document, with originals as specified in the list. |
| Form and photographs | A signed form and two biometric photographs taken within the past six months, with a white background and meeting ICAO standards. | The list also includes one biometric photograph of the sponsor; do not confuse this with the applicant's photograph requirement. |
| Marriage evidence | An approved marriage document or the appropriate marriage registration record, with the identity and marriage details and the original at the appointment. | For marriage to a Turkish citizen, the list requests a civil registration copy containing the spouse's details. An uncertified copy or a translation without the original is insufficient preparation. |
| Income and insurance | Ensure that the health-cover evidence includes you throughout the requested period. | Evidence of regular resources and family cover, taking account of the Turkish-sponsor rule and its form of proof. |
| Criminal record, address and accommodation | Your accurate details and address, plus anything specifically requested from you. | These are core sponsor documents. The issuing authority for the criminal record depends on previous residence; accommodation evidence depends on the actual arrangement. |
| Receipts and electronic notification | Proof of the residence fee, document fee and applicable charges, and UETS for renewal or transfer as specified in the list. | A receipt does not replace the documents or guarantee approval. Do not automatically extend the UETS requirement to every first application. |
For the sponsor's criminal record, the list distinguishes a person who has not resided in Türkiye during the past five years, who obtains it from their country, from someone who has resided in Türkiye during that period, who can obtain it through Turkish judicial authorities or e-Devlet. A foreign original can take time: the list recommends starting early where issue takes longer. This is preparation advice, not a new general legal deadline. Signature, authentication and translation requirements depend on the issuing authority.
A family permit can be issued for no more than three years at a time and cannot exceed the foreign sponsor's residence duration. This is a legal ceiling, not a promise of three years for every applicant. Check the expiry of the foreign sponsor's permit, insurance and travel document before selecting the requested duration. The sponsor's one-year residence condition is different from the length of the marriage. This route does not require waiting three years after marriage merely to submit a family-residence application.
Foreign marriage documents, translation and authentication
Check the marriage document before arranging translation. Was it issued in Türkiye or abroad? Does it show names and a marriage date that can be matched to both passports? Check spelling carefully, especially after a name change or where different Latin spellings have been used. Correct the underlying discrepancy or obtain the appropriate evidence rather than entering conflicting details in the forms.
For Turkish official documents, check the signature, seal or electronic signature requirements. For a foreign document, follow the list's rules on a notarized Turkish translation and apostille or the alternative authentication route applicable to its country and document type. Do not obtain an apostille for a Turkish document merely for use within Türkiye. Nor should you assume that every consular paper or religious certificate proves a legally recognized marriage for this application.
Ask the receiving authority which document and pages are required before paying to translate an entire passport or extra pages. Keep the original and the authentication chain; translation does not replace proof of the source's authenticity. Where an apostille is unavailable, the list refers to approval by the competent authorities for the document's country, through the consulate or embassy and Ministry of Foreign Affairs or Turkish authorities authorized for this purpose, together with a notarized Turkish translation. Establish the sequence applicable to the document's country with the receiving authority rather than substituting a stamp from an unauthorized office.
Choose correctly between a first application, transfer and renewal
| Stage | What to plan around |
|---|---|
| First application inside Türkiye | Apply within the applicable lawful-stay period and prepare evidence of entry, purpose and sponsorship. Marriage alone does not stop the visa or visa-exemption clock. |
| Transfer from another permit | A new family basis does not automatically change the card. Select the procedure appropriate to the current status and system instructions; do not wait until expiry to investigate eligibility. |
| Family-permit renewal | Guidance allows application from 60 days before expiry and requires applying before expiry. Family and sponsor conditions must continue; simply resubmitting the old file is insufficient. |
| Assessment | The 90-day period starts when complete information and documents reach the authority, with notification if it is extended. It is not a promise measured from opening the form or booking the appointment. |
| After approval of a first application | The list requires address registration within 20 working days. Entering a mailing address in the form does not replace completing address registration. |
Application and appointment steps without confusing the channels
- Check eligibility, the marriage document and the sponsor's valid status. Select a requested duration supported by the travel document, insurance and other limits, and list missing items before completing the form.
- Start at official e-İkamet and select the appropriate procedure. Enter the applicant's details exactly as in their document and the sponsor's details in the relevant fields, using a telephone number and email you can monitor.
- Keep the application number, form copy, appointment instructions and document list generated for the case. Do not create multiple applications to experiment with resolving an error; record the error and check the details first.
- Check the appointment location and date, originals, copies and receipts. The family list requires the sponsor to attend the application. Do not assume that an identity-card copy replaces attendance or that a general power of attorney settles every attendance requirement.
- At submission, keep a record of any missing-document request, deadline and delivery channel. Answer case questions truthfully; a mismatch in purpose or family circumstances cannot be resolved with fictitious answers.
- Monitor SMS, email and the application status. Receive the card according to the instructions and check the name, permit type and dates. Resolve mistakes with the directorate before travel or renewal rather than checking only the photograph and name.
What does a spouse's application cost?
Distinguish the document fee, the residence fee (harç) and document or service costs. The residence document fee for 2026 is TRY 964 per document, under the Ministry of Treasury and Finance tariff effective from 1 January 2026. This is not the total application cost or a fixed amount that automatically carries into 2027.
| Item | How to identify it correctly |
|---|---|
| Residence document fee | TRY 964 for 2026. A nationality exemption from the residence fee does not by itself remove the document fee. |
| Residence fee | Depends on nationality, duration, applicable exemption and the official assessment. There is no single total for every couple, and the minor's half-fee rule does not apply to an adult spouse. |
| Single-entry visa fee, where applicable | The list mentions this for categories of first-time applicants after visa-exempt entry and infringement cases, with exceptions. Check whether it applies instead of adding it automatically to every file. |
| Translation, notary, authentication and photographs | Separate costs depend on currency, pages, copies, procedure and tax. Obtain a clear quotation rather than treating them as a single national family-residence tariff. |
| Insurance and optional services | Check existing cover first and identify any voluntarily chosen service fees separately. The official application and appointment are free; professional fees guarantee neither approval nor a special appointment. |
YİMER guidance requires residence and card fees to be paid before the appointment. The official GİB payment service provides an inquiry using the application or assessment number, “Başvuru Numarası / Tahakkuk Numarası.” Take the number from your official application, match the applicant, charge and amount before payment, and follow the application's instructions for each item. Keep receipts under the correct reference and investigate discrepancies before paying again. Do not hand over money merely because an intermediary claims connections that guarantee the decision.
Missing documents, refusal and family changes
A request for an additional document is not a final refusal. YİMER follow-up guidance states that up to 30 days may be allowed to complete missing items. Follow the specific deadline you receive rather than assuming that you always get 30 days. Failure to complete the file within that period can remove the application from processing. Record what is required, the deadline and submission method, and keep evidence of your response. If a document from abroad is delayed, explain the details to the directorate before the deadline; a receipt showing that you requested it does not automatically extend the deadline. If a refusal is issued, read its reasons, deadlines and consequences for stay, departure or challenge in the actual notification. Do not apply a circulating deadline without connecting it to your decision.
If the sponsor's permit expires, employment ends, health cover changes or resources change, check the effect on the file early. A future date printed on the applicant's card does not justify concealing the loss of an essential condition. Equally, a change does not mean any alternative permit type is available without meeting its requirements. Prepare evidence of the change and any new basis for stay and contact the directorate.
Following divorce from a Turkish citizen, the law allows a short-term permit application by a foreign national who has lived on family residence for at least three years. The three-year condition is waived where the competent court establishes that the person was a victim of domestic violence. This exception has a specific scope: do not automatically apply it to divorce between two foreign nationals or equate an unresolved report with the court finding specified in the law.
If the sponsor dies, a person residing on a family permit linked to that sponsor may be granted short-term residence without a prior-duration condition. In either situation, the card does not automatically become a short-term permit: present the basis and evidence and request the appropriate procedure. Loss of eligibility, entry restrictions or use of a permit for a purpose other than its intended one can affect granting, cancellation or renewal.
If you face violence or threats, prioritize safety and seek protection through the appropriate channels. Do not delay seeking help solely for fear of its residence implications. Protection and a change of residence basis require the actual circumstances and evidence; do not assume that waiving a right or concealing an incident is a condition of renewal.
Travel, work and citizenship after applying for family residence
Family residence does not itself grant a right to work. If you intend to work, check the applicable work-permit or exemption route rather than treating a marriage certificate or residence card as employment authorization. Marriage to a Turkish citizen also does not automatically grant citizenship: a citizenship application is a separate procedure with its own requirements, which do not replace residence requirements.
Before travelling, distinguish a valid passport, a valid permit, an application under assessment and an approved application document for travel. The preliminary form or fee receipt is not in every case equivalent to the approved residence application document. The FAQ guide linked below explains travel during assessment. Establish the appropriate document, its duration and your return circumstances before buying a ticket rather than relying on another family's experience.
If your name or passport changes after marriage, reconcile the travel document, residence file and marriage evidence, and follow the passport-change notification procedure instead of leaving discrepancies until departure. Moving home or province involves a separate address and residence follow-up. Mail arriving at an old address does not establish that current registration details are correct.
Important questions before completing the file
Do I need to buy a home?
Ownership is not a general requirement for this route. You need suitable accommodation evidenced through the arrangement accepted for your case, together with sponsor eligibility and the other conditions. A title deed differs from a notarized tenancy or hosting arrangement; prepare evidence of where you actually live.
Can a wife sponsor her husband?
The route examines the sponsor's qualifying status and conditions and the qualifying relationship; it does not rest on an assumption that only the man provides sponsorship. Identify whose status the application relies on and the evidence of their resources and cover. Do not interchange the roles in the form to bypass missing proof.
Is a recently issued marriage certificate enough?
The marriage document proves one part of the file. Eligibility and the remaining sponsor and applicant documents still need to be established, as do recognition, translation and authentication where required, and a genuine family relationship. A recent certificate guarantees neither approval nor consistent personal details.
Can I send the same old file for renewal?
Keep it as a reference, then update records, address, insurance, sponsor resources, changing documents and the instructions for the current procedure. Review UETS, dates and the new assessment. What was correct at first application does not prove that the conditions continue for another year.
How can I request useful help without publishing our information?
Prepare the application type, your permit expiry date, the sponsor's status and document expiry, the country issuing the marriage record, missing items and the application reference if available. Ask 157 or the directorate a specific question. Do not post either spouse's passport, marriage certificate, identity numbers or criminal record in a public reply. Provide sensitive information through official channels where required.
