1️⃣ 🛡️ Work Permit Exemptions in Türkiye in 2026: Eligibility, Time Limits and Applications

A work permit exemption (Çalışma İzni Muafiyeti) is official authorisation for specified foreign nationals to carry out a defined activity for a limited period without the ordinary work permit. Eligibility alone is insufficient: obtain the required exemption document before starting.

3️⃣ 🔍 Permit or exemption?

An ordinary employment permit generally covers continuing employment with an authorised employer and role. Exemptions cover particular categories such as short scientific or artistic work, equipment installation, training, research, sport and international projects. An exemption is not a visa exemption, tourist residence permission or unrestricted right to work outside the authorised activity and dates.

4️⃣ 👥 Categories and maximum periods

Article 48 of the implementing regulation sets the categories. The following is a practical overview; the exact current provision and required institutional approval control eligibility.

5️⃣ Scientific, cultural and technical activities

  • Scientific, cultural or artistic activity: up to one month.
  • Training connected with imported/exported goods and services, installation/maintenance/repair of imported machinery, related training, delivery or qualifying vehicle repair: up to three months in the applicable category.
  • Cross-border service suppliers: up to three months.
  • A significant economic, technological, educational or sociocultural contribution notified by a competent public authority: up to three years under Article 48(1)(h). The amendment published on 15 October 2024 increased this maximum from six months; an older Ministry category table still shows the former figure. The relevant authority must establish that the person qualifies.

6️⃣ Company roles and services

The qualifying three-month categories can cover non-resident board members of joint-stock companies, non-manager partners of other companies, certain non-partner representatives with the highest authority to bind the company, temporary cross-border suppliers, and qualifying persons of Turkish origin resident abroad whose status is notified by the relevant Ministry. Company ownership alone is not general work permission; active management or work outside an exemption can require a permit.

7️⃣ Students, trainees and researchers

  • A compulsory placement within formal study in Türkiye: the required placement period.
  • A placement under a YÖK-approved university exchange: up to four months.
  • An approved international trainee, graduate or youth exchange, including qualifying IAESTE, AIESEC or Erasmus+ activity: up to 12 months.
  • Research or knowledge/experience development at a university or public institution: up to two years, without exceeding the relevant education period.
  • Authorised medical/dental specialty training: the training period.
  • Qualifying foreign staff, researchers and managers at the Turkish–Japanese Science and Technology University: the employment contract period.

8️⃣ Sport, tourism and seasonal agriculture

Temporary sporting events can qualify for up to four months. Professional athletes, coaches and specified support staff may qualify for their contract period with the required sports authority approval. The same 2024 amendment removed the category’s specific sports-annotated-visa wording; ordinary entry requirements still apply. Tour operator representatives can qualify for up to eight months; certain fair/circus work outside licensed tourism premises for up to six months. Designated seasonal agriculture and livestock work can qualify for up to six months. Temporary/international protection cases have separate provincial procedures and forms.

9️⃣ Institutional and international categories

Other categories include duties on Türkiye–EU financial cooperation projects, qualifying seafarers on the Turkish International Ship Register outside cabotage operations, staff in schools/cultural/religious institutions attached to diplomatic missions, private service to qualifying mission or international organisation personnel, and work in specified military factories, shipyards or MKE. Special provisions also cover certain persons under humanitarian residence or temporary protection notified by the Ministry of Interior, and qualifying foreign journalists with the required press accreditation and approval.

1️⃣0️⃣ 💻 Applying in Türkiye or abroad

For new exemption applications from 17 September 2026, start at the Ministry’s current work-authorisation portal and select the work permit exemption route. Applications submitted before that date can still be tracked through the previous e-Muafiyet system.

Establish the exemption category and its conditions before applying. Under the current wording of Article 49(3), a domestic application is made while the foreign national is lawfully present in Türkiye; that wording does not impose a general thirty-day limit after entry. Special categories may have their own procedures. Do not exceed the period of lawful stay or begin work merely because an application has been submitted.

From abroad, begin at the Turkish embassy or consulate in the country of nationality or lawful residence. Use the mission’s reference number to complete the online procedure and documents within its instructions and time limit.

1️⃣1️⃣ 📑 Typical documents

Expect a valid passport, biometric photograph, relevant employment/service/placement contract, invitation or assignment letter, evidence of the activity, location and duration, details of the Turkish host, and any required university, public body or sports approval. Technical work may need the purchase/installation/maintenance contract; training and research need programme evidence. Supply address and email details. The Ministry can seek additional documents or an institutional opinion.

1️⃣2️⃣ ⏱️ Duration, passport validity and repeat applications

The approved period cannot exceed the category maximum and must end at least 60 days before passport expiry. Obtain an ordinary permit if the activity will exceed the exemption limit.

For Article 48(1)(b) equipment/training work and (c) cross-border services, a new application in the same category cannot normally be made until six months from issue. Other exemptions normally require 12 months before another application in the same category; the tour-operator representative category under Article 48(1)(ı) is assessed by calendar year. This is not a route to indefinite work through repeated short exemptions.

1️⃣3️⃣ 💳 2026 fees and documents

For an exemption shorter than three months, an electronic exemption document is normally issued without permit/card charges unless a printed card is requested. For three months or more, a card is normally issued. The 2026 fee for up to one year is TRY 12,574.90, plus a TRY 964 valuable-paper/card charge where payable; longer periods attract the applicable higher fee. Pay the charges notified by the Ministry within 30 days to avoid rejection.

1️⃣4️⃣ 🪪 Residence and border travel

A valid exemption generally substitutes for residence permission and permits entry/exit within its validity under the applicable rules. Exemptions issued to temporary protection beneficiaries, international protection applicants and conditional refugees do not replace residence permission. Check the document issued for the specific category and do not assume it removes visa or other border requirements.

1️⃣5️⃣ 🏥 SGK, employment and tax duties still apply

An exemption does not automatically remove compulsory social security, required insurance, contractual employment rights, employer reporting or tax duties. A bilateral social security exception for a temporary posting needs the prescribed certificate of continued foreign coverage.

1️⃣6️⃣ 🚫 Working before the document is issued

Someone who could apply for an exemption but starts without the required document can be treated as working without permission. Published 2026 fines are TRY 102,503 per worker for the employer, TRY 40,977 for unauthorised employment and TRY 82,010 for unauthorised independent work, doubled for repeat offences.

1️⃣7️⃣ ✅ Before starting

Select the correct category and permitted period; apply during lawful stay or through the overseas mission; prove the activity; wait for approval; pay any required fees; verify the document; stay within the authorised activity/dates; and meet SGK/reporting duties. Plan an ordinary permit if work will continue. A short job, a pending application or an unsuitable category does not remove the legal requirement.
