Residence and Work Rules for Foreign Nationals in Türkiye: A Reviewed Guide

Reviewed October 2026. Residence, employment and student procedures depend on the applicable status and current rules. Use the official sources below for a new application; older fee figures or informal descriptions of “new laws” are not reliable evidence of a rule's present content.

Residence permits and address changes

Residence-permit applications must satisfy the conditions for their particular type and purpose. Address changes must be reported within the applicable period: official NVİ guidance states 20 working days for foreign residents' address changes. A move between provinces can also require migration procedures, so ask the receiving provincial directorate before moving or applying.

Do not assume a universal rule that a tourist permit cannot be renewed after two years at the same address. Approval and renewal depend on the statutory grounds, supporting evidence and current administrative requirements. Restrictions on address registration or residence applications can differ by district, neighbourhood, application category and exceptions. Check the precise address with Migration Management; a general statement that all renewals in Fatih or Esenyurt are prohibited is insufficient. Check the health-coverage requirement and any exemption applicable to your permit type and circumstances.

Employment rules

Where a work permit or exemption is required, a residence permit alone does not authorise employment. Penalties differ between an employer, a dependent worker and an independent worker, and are updated annually. A generic TRY 6,000 starting amount or TRY 6,000–12,000 range should not be used for a current case. The Ministry publishes the official annual table.

Work-permit salary criteria depend on the job, the current gross minimum wage and any applicable exception; there is no universal TRY 20,000 monthly threshold. Consult the current evaluation criteria before an application. A valid work permit generally serves as permission to reside within the relevant legal framework. However, the expiry or cancellation of a work permit does not automatically invalidate a separately held residence permit issued on another ground; the legal basis of each document must be checked.

Humanitarian residence

Humanitarian residence is available only under the statutory circumstances and competent authority's assessment. It is not an automatically renewed annual permit, a general substitute for another residence category or an automatic entitlement to citizenship after five years. Ask Migration Management about the grounds, required records, duration and renewal procedure for the actual case.

Students and graduates

Students must keep address and study-status information accurate and comply with the notification rules for their permit and institution. Do not rely on an assumed general 30-day registration rule for every student change. An application to work after graduation follows the applicable work-permit procedure; a student permit does not automatically convert into a work permit. Scholarship programmes set their own application and award conditions. A tax number or Turkish bank account may be needed for a particular administrative or payment stage, but should not be presented as a universal condition for every Türkiye Scholarships application.

Fines and legal consequences

  • Visa or residence overstay: calculations and entry consequences depend on nationality, status, dates and the individual decision; there is no single reliable general range.
  • Unauthorised work: use the Ministry's table for the year and category of the violation.
  • Late address notification: consult the competent authority's current penalty and the decision, rather than an old TRY 350–700 estimate.
  • Incorrect information: the consequences depend on the conduct and applicable legislation; a universal TRY 8,000 penalty is not an adequate rule.

Electronic services and practical follow-up

Use Migration Management's official website, e-İkamet and the service-specific appointment or enquiry links it provides. e-Devlet offers many integrated enquiries, but one online account does not mean every institution shares an identical application procedure or automatically approves linked records. Keep electronic copies, follow renewal dates and formal notifications, and do not give account credentials to an unofficial intermediary.
