🧭 Introduction

Türkiye’s property market offers genuine opportunities, alongside the risks of fraud, exploitation and misleading promises found in any large market.

Understand both ordinary investment risks and common scams so you can assess offers calmly.

1️⃣ Major risks for foreign buyers

1️⃣ Relying on outdated rules
- Residence, short-term letting and tax requirements can change.
- A purchase based on an old rule may not qualify under the requirements that apply to you.

2️⃣ Buying in an area restricted for new foreign-resident registrations
- Some neighbourhoods are subject to registration restrictions.
- Owning an apartment there does not necessarily make a property-based residence application eligible.

3️⃣ A headline price with undisclosed extras
- An apartment advertised at ‘150,000’ may come with hidden commissions, additional payments or obligations not disclosed initially.

4️⃣ Speculative developments and exaggerated projections
- Claims such as ‘10–12% guaranteed returns’, a guaranteed buyback or management by an international hotel brand need clear contracts, credible security and a proven company track record.

2️⃣ Common warning signs

1️⃣ ‘Declare a lower price on the title to reduce tax’
- Under-declaration can create problems on resale, in compensation claims and when proving the actual price, as well as tax exposure.

2️⃣ Unclear reservation agreements
- Avoid paying a reservation sum without clear refund terms, a final price, handover dates and any relevant penalties.

3️⃣ Guaranteed residence or citizenship
- No sales agency can guarantee an official decision.
- A lawyer works within the rules and cannot override them.
- Treat ‘100% guaranteed simply by buying’ as a serious warning.

4️⃣ An impressive development that exists only in illustrations
- Spectacular 3D images may show complexes, hotels and shopping centres while the actual site is empty and the developer has little track record.

3️⃣ Legal safeguards

1️⃣ Appoint a lawyer independent of the seller
- Engage and pay your own adviser.
- Ask them to check title ownership, mortgages, attachments, disputes, registered use and the separate ownership and residence restrictions affecting foreign buyers.

2️⃣ Understand every document before signing
- This applies in any language—Arabic, Turkish or English.
- Obtain an appropriate certified translation or sworn interpreter and allow time for a proper review.

3️⃣ Use documented bank transfers
- Do not hand over substantial cash on trust alone.
- Bank records provide evidence of payment, although they do not replace legal checks.

4️⃣ Commercial and financial safeguards

1️⃣ Compare offers
- Review price, location, facilities and projected returns from several sources before deciding.

2️⃣ Inspect the property and area
- Photographs and videos alone are insufficient.
- Visit the apartment or land and, for an off-plan purchase, the actual construction site.

3️⃣ Include every cost
- Budget for title transfer charges, any required valuation, translation, insurance, monthly complex charges and annual taxes.

An investment assessment is incomplete without these expenses.

5️⃣ Red flags that justify walking away

- Pressure to pay immediately because ‘the offer ends today’.
- Refusal to provide document copies for your lawyer.
- Refusal to allow a site visit.
- Exceptional returns without credible calculations or clear contractual terms.
- Vague residence or citizenship claims without official sources or qualified advice.

If the other party becomes angry because you want to verify the facts, that alone is reason to reconsider.

6️⃣ Practical takeaway

Unfamiliarity with the rules, unquestioning trust in salespeople and signing documents you do not understand all increase risk.

Protect yourself with independent legal advice, documented payments, careful contract review and personal inspection of the property and neighbourhood.

If an offer appears too good to be true, investigate it carefully. These precautions can help you benefit from the market while reducing exposure to fraud and exploitation.
