📝 Official Complaints in Türkiye 2026: CİMER, e-Devlet and Municipal Services

Choose the channel that fits the problem
CİMER handles eligible requests and complaints concerning public administration. e-Devlet is a gateway to specific public services and enquiries, rather than one general complaints inbox. Municipal channels handle local services within the municipality's powers.

1) When can CİMER help?
Typical issues include delayed public procedures, complaints about administrative service, requests for an official explanation, or follow-up of a public authority's response. Foreign nationals should check eligibility: the official CİMER guide describes reciprocity conditions and requires foreign nationals' applications to be in Turkish. Do not assume every visitor can use every login route.
CİMER is not an emergency channel or a substitute for a court application. Sending a complaint does not automatically suspend a court or appeal deadline.

2) When should you use e-Devlet?
Use the relevant authenticated service to follow a procedure, obtain available official records, submit a supported online application or use an agency's specific objection or contact function. Access depends on the service and your identity or account status. Check the named service rather than sending unrelated material through a convenient form.

3) When is the municipality appropriate?
Local issues may include damaged pavements, street lighting, waste, drainage, noise, business nuisances or building concerns. Responsibility may lie with the district municipality, metropolitan municipality or a utility provider. A clear location helps the receiving office route the report. For immediate danger, use the appropriate emergency service.

4) Prepare six things
  1. A short factual account: what happened, when and where.
  2. The relevant authority, department, business or person, if known.
  3. An exact address or identifiable location.
  4. Supporting photographs, receipts, messages or other lawful evidence.
  5. A clear request: repair, explanation, review or investigation.
  6. Your contact details and any previous reference number.

Complaint outline
Subject: Complaint / request for follow-up

On [date] at [location], [brief factual description] occurred.
I previously sought a resolution through [call, visit or application/reference], but the issue remains unresolved.

Evidence enclosed: [photographs, receipts or correspondence].

I request [specific action] and a written response explaining the outcome.
Use this to organise the facts, then prepare an accurate Turkish version where the receiving service requires it.

5) Mistakes that weaken a complaint
Avoid a long account without dates or locations, insults, unsupported accusations, an unclear request or evidence unrelated to the issue. Keep the submission receipt and reference number for follow-up.

Practical takeaway
Match the problem to the authority, state the facts briefly and attach relevant evidence. A clear request makes follow-up easier, though it cannot guarantee a particular outcome.
