Lost Documents and Belongings in Türkiye: Reports and Replacement Steps

A loss report, often called a kayıp tutanağı, records the loss you report to the competent authority. It may be needed to replace an official document or support an insurance or other application. It does not itself replace a passport, residence card or bank card, and the procedure differs according to what was lost.

1. When might a report be needed?
Examples include a lost passport, residence card or other official document. A report may also be useful for a missing telephone or wallet, particularly if theft or misuse is suspected. Check the replacement authority's specific requirements rather than assuming the same form applies to every item.

2. Where to ask
Approach the police or gendarmerie according to local jurisdiction. Describe whether the item was lost, stolen or missing in uncertain circumstances. For a residence-card replacement, follow the provincial migration directorate's current procedure. A routine loss is not an emergency call unless someone is in danger or another urgent event requires intervention.

3. What to prepare
  • Any available accepted identification, and copies or photographs of the lost documents.
  • Passport, residence-card or device IMEI numbers where available.
  • The approximate time and place, with a clear description of the item.
  • Your address and contact details.

4. At the station
Explain that you need to report a loss and give the facts accurately. The authority will determine the appropriate record. Check names, numbers, dates and the account of events before signing. Ask for the necessary copy or report reference and keep a clear electronic copy.

5. Useful Turkish phrases
  • Pasaportumu kaybettim. — I lost my passport.
  • İkamet kartımı kaybettim. — I lost my residence card.
  • Telefonumu kaybettim. — I lost my telephone.
  • Kayıp tutanağı düzenlemek istiyorum. — I would like to have a loss report drawn up.
  • Çalınmadı, sadece kaybettim. — It was not stolen; I lost it.
  • Çalındığını düşünüyorum. — I think it was stolen.
Explain uncertainty honestly rather than choosing an account simply because it sounds more convenient.

6. What to do next
Passport: contact your country's embassy or consulate promptly. Ask about a replacement or emergency travel document, photographs, the police record and any identity copies. Your nationality's issuing authority determines the requirements; a loss report alone is not a travel document.

Residence card: retain a copy of your permit and contact the provincial migration directorate. Official guidance calls for the loss report, a biometric photograph and evidence of address registration, together with the applicable replacement payments. Confirm the current checklist and how to attend. Card replacement does not itself extend the underlying permission to stay.

Telephone: contact your operator promptly to block or replace the SIM. Secure affected email, banking and messaging accounts from a trusted device. Retain device identifiers and the report reference where relevant.

Wallet or bank cards: block the cards through the bank's official channels without waiting for a report. Review transactions and dispute unauthorised activity through the bank's procedure. Replace other documents through their respective issuers.

7. Avoid unnecessary delays
Do not postpone blocking cards or a SIM while arranging paperwork. Check the report before signing, keep copies and follow the replacement process for each item. A report is one part of that process; it cannot guarantee reimbursement or acceptance by another institution.
