Judicial Notices and Legal Deadlines in Türkiye 2026
Formal service of documents, tebligat, is more than an ordinary message. It is how a court, prosecutor, enforcement office or administrative authority officially communicates a document, and it may start a deadline for an objection, appeal or payment.

Practical overview
| Method | What to rely on |
|---|---|
| Delivery record and service rules | |
| The recorded legal service date | |
| Supporting information, not a substitute for service |
How documents are served
- Official post through PTT or delivery to the registered address.
- Electronic service through UETS.
- Delivery at the court or authority.
- Service on a representative or lawyer where the law permits.
- Special procedures for recipients abroad.
- Service by publication in the circumstances specified by law.
Your registered address matters
Authorities use official address records. If you cannot be found at your last known address, special service procedures may apply to the address recorded in the population registration system. An envelope can sometimes be validly served even if you did not receive it personally. Update your address officially, put your name on the letterbox, follow up any delivery slip and keep evidence of address changes. Do not rely on a landlord or neighbour to pass on a verbal message.
Electronic service through UETS
Under the service rules, an electronic notice is deemed served at the end of the fifth day following its arrival at the electronic address, even if it remains unopened. An absent or delayed SMS or email alert does not invalidate service: those messages are reminders rather than the legal notice itself. Check your account directly through the official PTT service.
Calculating a deadline
Many procedural periods start on the day after service, but the governing law and the type of period determine the calculation. Check:- Whether the period is expressed in days or weeks.
- Whether it runs from service, actual knowledge or the decision itself.
- Whether it means calendar days or working days.
- What happens if the final day is a public holiday.
- Whether electronic filing is available and what its cut-off time is.
- Whether the decision is subject to a special statutory period.
Common examples
These examples are a starting point, not a complete list or a calculation for a particular case:- Objection in ordinary enforcement without a judgment: generally seven days from service of the payment order.
- Challenge to a consumer arbitration committee decision: two weeks from service under the current wording of Article 70(3) of Law 6502.
- Appeal against many civil judgments: two weeks from proper service, subject to special rules.
- Criminal appeal: generally two weeks from service of the reasoned judgment under the current rules.
- An ordinary administrative action: 60 days, unless a special provision applies.
- An action before a tax court: 30 days, unless a special provision applies.
Organising documents and an online application
What to check in the notice
Identify the issuing authority, file number, addressee, service date, type of decision, amount or demand, objection deadline, receiving authority, fees and consequences of failing to respond. Keep the envelope: its markings may be essential evidence of when and how service occurred.
Does seeing a decision in UYAP start the deadline?
Do not assume that viewing a document in UYAP always amounts to formal service. Actual knowledge or electronic receipt may have a particular legal effect in some proceedings. Check the service record, UETS evidence, delivery report and court registry information; obtain a lawyer's assessment if the starting date is unclear.
If you are outside Türkiye
Travel or residence abroad does not automatically stop proceedings. Depending on the circumstances, service may take place through a registered address, consulate, international procedure, lawyer, UETS or lawful publication. Before a lengthy trip, update your address, monitor UETS and UYAP, give your lawyer accurate contact details and arrange for court correspondence to be checked. Keep your e-Devlet password private.

Irregular service
Where service did not comply with the law, it may be possible to challenge it or establish the date on which you actually learned of the document. Keep the envelope, delivery slip, UETS record, address history, details of whoever accepted delivery and evidence of absence and actual knowledge.Ask promptly whether a protective filing is possible. Do not simply wait for a service challenge to be decided while the underlying deadline expires.

What to do when a notice arrives
Photograph the envelope and every page.
Record when and how it arrived.
Identify the final day for a response.
Verify the file in UYAP and gather the relevant documents.
Arrange an accurate translation if necessary.
Contact the authority or a lawyer before the deadline.
Obtain a filing receipt and keep a complete copy.

Mistakes that can cost you a remedy
Avoid throwing away the envelope, counting from the day a translation was read, waiting for an SMS reminder, sending a court response to CİMER or relying on a WhatsApp exchange with the other party's lawyer. Filing with the wrong authority needs immediate follow-up. Travel is not an automatic excuse, and leaving everything to the final hours creates avoidable risk.
