Healthcare access for residents and visitors
Choosing the right provider and understanding your insurance can reduce unexpected costs. This guide explains hospital types, SGK and private cover, digital services, pharmacies and complaint routes.Review, 8 October 2026: the original universal claims about free public/private care, family eligibility and emergency-only residence policies have been qualified. Cover is determined by your status, entitlement and the applicable terms.
1. Where to seek treatment
Public hospitals (Devlet Hastanesi): provide broad medical services. Eligible SGK patients usually face lower covered costs, but not every item is free. Routine appointments may involve a wait. For an emergency, use the appropriate emergency service rather than waiting for a routine booking.University hospitals (Üniversite Hastanesi): provide teaching and specialised care, including complex conditions. Public and foundation-university systems have different appointment and charging arrangements.
Private hospitals (Özel Hastane): may offer additional amenities, faster bookings and interpretation. Availability and charges vary, and insurance contracts must be checked for the specific service and clinician. The provider's clinical capability matters more than the room's appearance.
2. SGK and private insurance
Foreign employees, eligible residents, students and dependants have different routes to SGK general health insurance (GSS). Holding a residence or work document alone does not establish every family member's entitlement; confirm registration and active cover.Covered services in public facilities and SGK-contracted private providers are subject to the relevant rules. Medicines, statutory patient contributions, extra charges and non-covered items can affect the bill. Dependants, including a spouse, children and in some cases parents, must satisfy the applicable conditions.
SGK protects certain services from additional fees, including specified intensive-care, cancer and cardiovascular treatments. This does not mean every cancer-related service or every private hospital is free for any patient.
Private foreign-resident insurance (yabancı sağlık sigortası) may meet residence requirements subject to the permit category and exemptions. It can include specified outpatient and inpatient benefits, with networks, limits and contributions; it is not necessarily limited to accidents and emergencies. Pre-existing conditions and maternity need explicit assessment of the policy. Do not assume maternity becomes covered automatically after a year.
3. MHRS and e-Nabız
MHRS: the central appointment system for participating public services, accessible through its website, app and 182. It is useful for routine bookings, but not having the app does not prevent emergency assessment or access through other permitted routes. Universities may operate separate systems.e-Nabız: your digital health record can include results, imaging, prescriptions and visits. Its English interface does not guarantee that every original clinical entry is translated. Identity verification and records available to your account must be checked.
4. Pharmacies and on-duty services
Local opening hours vary; 09:00–19:00 is an example rather than a rule across Türkiye. Designated nöbetçi eczane pharmacies provide service outside normal hours, on Sundays and public holidays. Check the local pharmacists' chamber's current duty list or the notice at a closed pharmacy. A map search can help locate the address, but may not reflect the current rota.5. Emergencies and complaints
112: the unified emergency number for ambulance, police and fire assistance. Ask for language support if needed. A genuine emergency should be assessed without delay over advance payment; aftercare and charging depend on the circumstances.184 (SABİM): the Ministry's information and complaint channel. Keep reports, invoices and a clear account of the issue. It does not guarantee an immediate remedy or compensation.
Emergency-cost clarification: SGK has specific contribution and additional-fee protections for genuine emergency care, with non-emergency “green area” visits treated differently. These rules should not be presented as universal free treatment for every uninsured foreign tourist. The current foreign-patient tariff can include treatment and ambulance charges. Seek urgent help first, then clarify the applicable bill and complaint route.
