Electrical Appliance Damage and Power Cuts in Türkiye: Compensation, Evidence and Claims

Information reviewed:24 October2026. A refrigerator or washing machine failing after a power cut does not by itself establish that the distribution company owes you a new appliance. You need to identify the claim, record the incident promptly and establish its cause and value. This guide concerns household users. Business production losses are not treated as an identical consumer claim, and the guide does not repeat electricity-support thresholds or billing bands.
Make the situation safe and record the incident
If there is smoke, sparking or a burning smell, keep away from the danger and seek appropriate assistance. Do not open the distribution board, dismantle the meter or repeatedly energise an appliance to test its failure. A qualified professional can inspect the installation and equipment once the location is safe. Reporting danger and addressing its cause come before obtaining a compensation report.Record the address, account or installation number, incident date and time, affected appliances and what you observed: loss and restoration of supply, flickering, a tripped breaker, a noise or a problem confined to one socket. Contact the distribution company through an official channel and retain the reference and message. If other flats were affected, ask their occupants to make their own reports; do not collect or publish their private bills in a public group.
A photograph of a switched-off appliance is not a technical diagnosis. Keep pictures of its identification label, model and serial number and, where safe, its connection. Stay clear of exposed wiring. These are suggested evidence-management steps, rather than a substitute for inspection.
Separate four different problems
| Situation | Route to examine | What should you avoid assuming? |
|---|---|---|
| Equipment damaged by a distribution-network quality problem | An equipment-damage claim to the distribution company and investigation of the network connection | A failure after a cut proves liability by itself |
| A qualifying prolonged interruption or excess annual interruption totals | Supply-continuity compensation under the relevant classifications, thresholds and exclusions | Every cut earns a payment, or a damaged appliance is required |
| An internal installation fault or pre-existing appliance defect | An electrician, repairer, product warranty or landlord, according to the cause | The electricity seller repairs every part of your flat's wiring |
| A high bill or incorrect reading | A separate supplier, billing and meter-reading review | An appliance claim cancels a bill or suspends its due date |
The appliance-damage application period is30 days
Question22 of the Trade Ministry's explanation dated15 June2026 gives 30 days from the occurrence of the damage to apply to the distributor for equipment affected by distribution-system quality problems. This agrees with Article26(1) of the quality regulation published on29 December2020, effective from1 January2021, which repealed the2012 regulation. Some older FAQ pages still mention ten working days. Do not confuse that wording with the application period in the newer text. A ten-working-day response period also appears in a particular assessment route, but it starts from the application and is a different clock. Apply promptly once the incident is documented instead of using the entire period to find every receipt. Ask what can be supplied later and how to record it. This does not mean that an incomplete application is automatically accepted or that a routine fault call necessarily registered an appliance-damage claim.
Thirty days does not mean thirty working days. If the end is close or the date the damage occurred is disputed, obtain timely legal advice. This guide does not calculate a final deadline for an individual case or declare every other right lost once the administrative application period has passed.
Register an identifiable claim
Explicitly request an appliance-damage claim — Cihaz hasarı başvurusu, rather than only saying that the power is off. Give the user details, account or installation number, address, time of damage, appliance and incident you believe was connected with the network. Keep the application, reference and receipt date, then confirm the channel for following the case and sending supporting documents. As a local procedural example, AYEDAŞ lists186, its corporate channel and the service centres on its damage page for its own area. That does not make its WhatsApp line or office a nationwide channel. Open the contact route from the company's official site to avoid intermediaries claiming they can accelerate payment.
Suggested wording, rather than a government form: “Please register a claim for damage to… at… on… following…; investigate the network records and technical cause, and provide the case reference, assessment, valuation method and required documents.” Provide a clear Turkish version where needed. Do not give anyone your e-Devlet password or bank verification code to submit it.
Build a useful evidence file
| Record | Purpose | Limit |
|---|---|---|
| Electricity bill, installation number and address | Connect the claim to the correct supply point | Not proof by itself of appliance ownership or the cause of damage |
| Incident time and outage or voltage-report reference | Compare the event with network records | An outage report is not automatically an equipment claim |
| Model, serial number and available purchase records | Identify the equipment, age, value and relevant rights | Ask about alternatives to an old missing receipt; never invent a document |
| Service report, photographs and retained damaged parts | Describe the defect, likely cause and work needed | A bare statement such as “burnt board” may not establish a network cause |
| Repair quotation, accepted invoice and payment evidence | Separate an estimate from an actual documented expense | A quotation is not advance approval by the distributor to pay it |
| Applicant's capacity and officially requested payment details | Check entitlement, representation and the payment account | Send them through the proper channel, rather than a public post |
Technical assessment and urgent repairs
Request the assessment and reasons, including how the company connected the equipment with network and installation evidence. Interruption or voltage records, service reports and other users' reports may assist the investigation, but the number of complaints alone does not determine its outcome. Do not assume all damage on a stormy day has one cause or accept an unsupported personal diagnosis of voltage conditions. If an urgent repair is needed, notify the company promptly and seek written instructions about inspection and an acceptable service provider before discarding equipment or components. Retain parts, the report and invoice where safe. Preserving evidence does not guarantee reimbursement for every repair commissioned without coordination, and it does not require leaving a dangerous electrical condition in the home.
Distinguish a TRY5,000 quotation from an accepted actual repair invoice for the same amount and from a request for the cost of a brand-new appliance. Keep the diagnosis, parts, labour and tax breakdown. These are hypothetical figures to illustrate record keeping, rather than current repair prices or an official application charge.
Different stages have different time limits
Article26 in the base regulation copy hosted by SEDAŞ separates rejection, company-arranged repairs and reimbursement. Do not combine them into a promise that every case pays within ten days. The table summarises the provision; eligibility still requires the cause to be established.| Stage | Period and starting point in Article26 | Record to request |
|---|---|---|
| Apply for equipment damage | 30 days from the occurrence of damage | Receipt date and claim reference |
| Rejection following assessment | Notification within10 working days after application, with reasons and the technical report | The report and grounds, rather than only an oral answer |
| Company repair or referral to a contracted service | Compensation arrangements notified within3 working days after application; repair within a maximum15 days from the claim being found justified | Acceptance, repair method and protection of appliance warranty rights |
| Reimbursement of repair expense | Arrangements notified within10 working days after application; payment within5 working days from presentation of the repair invoice | Acceptance of the route and evidence that the invoice was received |
| Equipment cannot be repaired | Assessment of market value, or acceptance of the amount requested under the provision; no guaranteed new-appliance price | Valuation basis, age and condition |
Interruption compensation is a separate matter
A qualifying prolonged cut or excess annual interruption totals may generate compensation without a damaged appliance. Equipment might also be damaged in an event that does not meet the continuity thresholds. Keep separate references where relevant and do not treat payment of one claim as a decision on the other. The Fırat EDAŞ standards and compensation page distinguishes urban, suburban and rural categories and prolonged-cut thresholds exceeding10,11 and12 hours respectively, with exclusions, disregarded periods and consumption conditions. Simply adding hours from a phone app is insufficient without the address category, cause and qualifying records. Annual compensation uses different duration, frequency and classification tests. A2025 amount elsewhere on the page is not a2026 amount.
A dated example, rather than the price of every incident: the page displays TRY695.20 for2026 for a qualifying prolonged interruption in the residential category below160kVA. It is not a refrigerator-damage valuation or a guaranteed payment for every cut or account. Ask your own distributor for the year's table, your category, any excluded periods and the transfer or bill-offset method. Use its official compensation inquiry. Keeping contact and payment information current can help, but does not mean giving banking details to an unsolicited caller.
Rejection, escalation and dispute costs
If the claim is rejected, request the reasoned outcome and technical report. Identify the issue you dispute: event time, equipment identification, an excluded record, causation or valuation. Send a focused objection with relevant new evidence and retain the response. Repeating the same application through every channel is less useful than identifying the point requiring review. For regulatory compliance, use EPDK's official consumer route or the channel currently indicated on its site. Regulatory review is not necessarily a court order requiring payment of your claimed amount. The Trade Ministry's22 January2026 explanation assigns consumer disputes valued below TRY186,000 to consumer arbitration committees. A value equal to or above that threshold follows the applicable pre-action mediation and consumer-court route. The2026 threshold must not automatically be used for a2027 application. It does not turn a business dispute or a private landlord dispute into a consumer claim against a distributor.
Prepare the applicant and company details, address, disputed value and supporting documents for TÜBİS or the prescribed written route. If a decision, court document or enforcement notice arrives, promptly check its own deadline. The30-day equipment-claim period is not a universal appeal period.
Request written prices for diagnosis, a report and repair, identifying who pays initially and how reimbursement is requested if accepted. The sources read do not establish one nationwide price for the entire case. Lawyer, expert and court costs differ from the appliance's value. Neither reimbursement of every expense nor equivalence between voltage-measurement charges and a damage application is assumed.
Practical questions before closing the file
Can a foreign tenant apply?
Start with your capacity as a user, equipment owner or valid representative and evidence linking the claim to the premises. Nationality alone establishes neither acceptance nor rejection. If the account is in the landlord's name, ask about residence and representation evidence. Do not alter their details or use their account without permission. Is a repair invoice sufficient?
It records an expense and work, while network causation and acceptance of the process and cost remain separate. Request a detailed report and never ask a technician to state a cause they did not investigate.Could insurance cover the same incident?
Check the contents policy, covered risks and notification periods. Disclose amounts already received so you do not seek duplicate payment for the same loss. Having DASK alone does not establish coverage of appliance damage from electricity-quality problems. Can I deduct my requested compensation from the electricity bill?
Do not treat an unresolved claim as a unilateral bill deduction. A regulatory offset of recognised compensation and its notification differ from simply withholding payment. Obtain a statement showing what was accepted and how it was paid or offset.Should I buy a surge protector instead of reporting the fault?
Ask a qualified professional about protection appropriate to the home and equipment. Buying an accessory does not establish the earlier incident's cause, automatically repair earthing, wiring or network faults, or guarantee prevention of every loss. What if the flat was empty during the cut?
Document when the failure became apparent and what was connected. Do not invent a convenient incident date. Equipment claims and supply-continuity compensation have different conditions, and consumption tests can affect interruption compensation. What should I keep after repair or payment?
Keep the claim and fault references, report, approval, invoice and receipt evidence, valuation and transfer or offset statement. Check appliance operation and repair warranty rights and identify unresolved items before signing a settlement.
