Voluntary Return and Departure from Türkiye in 2026: Procedure, Support and Legal Effects
Voluntary return means freely choosing to leave Türkiye for your country of origin or a third country willing to admit you. It may be arranged independently or through an official programme offering counselling, travel arrangements or support. It differs from an invitation to leave following a removal decision, forced removal and ordinary departure during lawful stay.

| Not guaranteed merely by departing |
A free and informed decision
Voluntary return should be voluntary, safe, dignified and organised lawfully. Consent must be freely given on the basis of understandable information; a signature alone does not establish that someone understood the consequences.
An invitation to leave after a removal decision
An eligible person may be given 15–30 days to depart, stated in the removal decision, and a fee-free Çıkış İzin Belgesi exit permission document. Compliance may reduce the risk of detention and adverse consequences and can be relevant to an entry-ban assessment. It does not guarantee that no ban will be imposed; the removal ground, overstay, fines and other restrictions still matter. This departure period may be withheld for absconding risk, unlawful entry/exit, false documents or residence information, or public order, security or health concerns. A separate administrative detention decision may then be considered under its statutory conditions.
Who may seek assisted return?
Available mechanisms can cover irregular migrants wishing to return, trafficking victims, certain international protection applicants/beneficiaries, temporary protection beneficiaries under their specific procedure, and people subject to removal who request voluntary return. Support is subject to the authority’s and programme’s eligibility assessment and resources; it is not automatic.
What support may be available?
Depending on the programme and individual circumstances, assistance can include counselling, obtaining travel documents, embassy liaison, tickets, transport to the border, financial or in-kind help, medical travel arrangements, reintegration support or coordinated family travel. Do not rely on a particular payment or service until it is officially confirmed.
Temporary protection cases
Syrians registered under temporary protection follow the current official return procedure. This normally involves a request, any required appointment, identity/family checks, an interview to establish voluntariness, an understandable return form, signatures, border arrangements and surrender of the protection document at departure. Voluntary return normally ends the temporary protection registration and is recorded administratively. The published form/procedure provides for the relevant person, official, interpreter and protection-monitoring signatures. Confirm the current arrangements with the provincial migration directorate or official return service; do not assume every location uses an identical appointment or monitoring process.
Before signing
Understand the destination and border crossing, travel date/method, effect on residence or protection, family members’ status, any fines or entry ban, future return conditions, confirmed support and documents to be surrendered. Request a clear interpretation, do not sign a blank or unread form, and retain copies of everything signed.

Families and children
Check all parents’ and children’s identity/travel documents, family links, custody or guardianship, any required consent from the other parent, court travel restrictions and the child’s best interests. Ensure the destination will admit each person and that travel and healthcare arrangements are suitable. If a family member stays in Türkiye, establish the effect on that person’s registration and lawful status.
Medical and additional needs
Tell the responsible authority about chronic illness, pregnancy, disability, regular medication, mobility limitations, a need for an escort, treatment that cannot be interrupted or risks from air/land travel. Medical evidence, suitable transport or postponement may be needed for safe travel.
Fines, costs and restrictions do not disappear automatically
Voluntary return does not automatically waive overstay fines, public debts or removal costs, or delete an entry ban or restriction code. Check each separately and obtain official payment receipts. Unpaid fines or costs can affect future admission even after a ban’s stated duration expires.
Entry bans and future travel
There is no single outcome for every return. Overstay duration, a removal decision, departure within the permitted period, payment, the return ground, independent restrictions and protection status can all matter. Future entry may require a visa or specially annotated visa, expiry/lifting of a ban, settlement of debts, removal of a relevant restriction and competent-authority approval. Admission is not guaranteed, and a previous temporary protection registration does not automatically reactivate on return.
Keep a departure file
Keep copies of passports/travel documents, residence and protection cards, removal decision, exit permission, voluntary return form, payment receipts, any entry-ban decision, family documents, medical reports, tickets, proof of departure and support confirmation.
Final checks
Identify the actual procedure, read any decision/deadline, obtain interpretation, confirm freely informed consent, check fines and restrictions, understand the residence/protection effects, coordinate the whole family and keep forms/receipts. Avoid unofficial guarantees, undocumented payments or concealing medical needs. Obtain legal advice before departure if you have a pending challenge, protection issue or a risk in the destination country.
