Debt Enforcement in Türkiye 2026: Payment Orders, Objections and Seizure
An enforcement file, icra dosyası, is a formal procedure for collecting a debt or enforcing a judgment. Certain proceedings can begin without a creditor first obtaining a final judgment. This makes the debtor's short objection period particularly important.

What is a payment order?
An ödeme emri is issued by the enforcement office. It normally identifies the creditor and debtor, principal debt, interest and costs, basis of the claim, file number, payment instructions, objection procedure and deadline, and the consequences of taking no action.Receiving an order does not establish that the debt is valid, but it does start a procedure and deadlines you should not ignore.
The ordinary objection period
For ordinary attachment proceedings without a judgment, ilamsız genel haciz yolu, the general period is seven days from service. Different procedures and deadlines apply to negotiable instruments, eviction orders, enforcement of judgments, certain rent-related orders and complaints about enforcement office actions. Read the actual form, its number and its remedies section.
What can an objection cover?
Depending on the file, an objection may concern all or part of the debt, interest, the signature, territorial jurisdiction, the creditor's standing, payment already made or limitation. If disputing only part of a claim, state the disputed amount precisely: proceedings may continue for the undisputed balance. A denial of the signature on the underlying document must be made expressly where the relevant rules require it.
Where to file
Follow the payment order's instructions and the procedure applicable to the file. In ordinary proceedings, an objection is made to the enforcement office; it may also be lodged through another enforcement office for transmission, subject to the statutory procedure and costs. Before the deadline, obtain a registration number, receipt, stamped copy or valid electronic confirmation. A message to the creditor or their lawyer is not a formal objection.
What a timely objection does
In ordinary enforcement without a judgment, a valid objection made in time normally suspends the disputed enforcement. The creditor may then seek removal or annulment of the objection through the appropriate legal route. That can involve a court action or enforcement court procedure, depending on the documents and type of case.
Seeking assistance with an application
If no objection is made
The proceedings may become enforceable. Measures can include attachment of bank accounts, a legally permitted portion of wages, a vehicle, property or sums owed by third parties; sale of attached assets; and additional interest, fees and costs. Some property is exempt or protected to a limited extent, but the same protection does not apply to every asset.
If the debt is valid
Verify the file number and enforcement office.
Request an up-to-date settlement calculation, dosya kapak hesabı.
Check the interest, charges and expenses.
Pay through the verified official channel and include the file number in the payment reference.
Keep the receipt and confirm closure of the file and release of attachments.

Following the file in UYAP
Check the file number, enforcement office, creditor and lawyer, principal, procedural actions, visible attachments, payments and available documents. If a file was registered under an old passport and does not appear, ask the enforcement office to check your identity record and link the correct foreign identity number.
Can an ordinary civil debt lead to prison?
Failure to pay an ordinary civil debt does not automatically mean imprisonment. Separate sanctions can arise in specific situations regulated by enforcement law, including breach of a legally valid payment undertaking. Do not sign a taahhüt without understanding its terms, dates and consequences.
Enforcement scams
Warning signs include an unverifiable file number, threats of immediate arrest over an ordinary bill, a demand for payment to a personal account, a lookalike e-Devlet link, an unusually large discount that expires within an hour, or refusal to identify the enforcement office. Verify the matter independently in UYAP or at the courthouse instead of following the message's link.
Missing the deadline
There are narrow exceptional remedies where a serious obstacle beyond the person's control prevented a timely objection. Their availability depends on the facts and procedure. Travel or failure to read a message is not automatically sufficient. Keep the service papers, envelope and evidence of the obstacle, and seek an urgent assessment.
