Choosing a Payment Provider in Türkiye: Licensing, Fees and Settlement
Compare eligibility, total cost and payout terms before signing
Compare eligibility, total cost and payout terms before signing
Choosing a payment gateway for a store in Türkiye combines eligibility, cost, liquidity and technology. An advertised commission rate is insufficient: it may vary by business activity, transaction volume, card type, installments and payout timing. Start with an accurate store description, then request written quotes for the same scenario. This guide provides a comparison framework to distinguish an apparently inexpensive offer from a service you can operate and reconcile. Provider names are examples for consulting official documentation; store acceptance, feature activation and pricing depend on the provider and your contract. All comparison figures here are hypothetical and are not attributed to a particular company.
Choosing payments requires a clear contract before considering the advertised figure.
Write down store requirements before requesting a quote
Prepare one page summarizing your legal entity, products, expected prices, customer countries and store platform. Include your foreign-card share if known, the currency shown to customers, average cart value, and needs for installments, recurring payments or links. Explicitly identify estimates. A specific request lets the provider price something close to your actual needs instead of a generic offer that is difficult to compare.
Distinguish an actual requirement from a future wish. A store starting with simple local products may need stable checkout and good refund reporting more than ten unused features. A subscription store needs confirmation of a suitable recurring-payment service, beyond a card-saving option. Also record who will develop the integration and manage financial support, because team costs matter alongside provider costs.
Verify the entity, license and status
Search TCMB lists for the full legal name of the contracting entity, then match the brand, company address and contact details. The lists show institutions' authorized scopes and statuses involving revocation, termination and restrictions. Proper review checks the required service scope and footnotes, beyond a license logo on a marketing page. If uncertain, request clarification through a known official channel.
Names such as İyzi Ödeme ve Elektronik Para Hizmetleri A.Ş. and Paytr Ödeme ve Elektronik Para Kuruluşu A.Ş. appear in the list within specified scopes. This is not advance approval of your activity or every payment feature. Do not turn licensed status into a commercial guarantee. Retain verification evidence in the decision file and repeat the check when renewing the contract or changing the contracting party; regulatory status can change over time.
Notice: A license and its scope are separate checks from merchant acceptance, pricing, currency support and card-type support.
Request an eligibility decision for your activity
Send an honest description of products, sales channel, delivery method and fulfillment time. A legally permitted activity may fall outside a provider's risk policy or require special documents or approvals. Ask about a company incorporated in Türkiye or abroad as applicable, and accepted representatives and bank accounts. Foreign ownership does not establish automatic acceptance or rejection; you need an answer specific to your entity and products.
If the store sells goods together with certificates or services, disclose every category. Hiding a product and adding it after activation may trigger review, reserves or termination under the contract. Request a record of approved categories and the notification process for changes. Do not base launch dates on a brief advertised timeframe; completing an initial form does not complete document review, contract signing and live-environment activation.
A comparison matrix without promotional rankings
Place two or three providers in one table, completing fields from offers, documents and testing. Write “Unconfirmed” where no answer exists instead of treating a feature name as proof it is available to your store. Compare integration platforms, supported versions, card countries, partial refunds and report exports. A solution may be excellent for a particular product yet unsuitable for another platform or sales model.
Do not assign final scores before screening essential eligibility conditions. Then weight cost, liquidity, reliability and support for your needs. A store needing cash quickly for suppliers may prefer a costlier offer with suitable payout terms, while one with sufficient liquidity may choose differently. Document the reasons so the decision can be revisited as sales volume changes instead of clinging to an old choice.
| Comparison item | Provider A | Provider B | Required evidence |
|---|---|---|---|
| Activity acceptance | To complete | To complete | Written answer describing the product |
| Platform and version | To complete | To complete | Integration documentation and test |
| Payout and reserve schedule | To complete | To complete | Contract clause and offer |
| Refunds and reporting | To complete | To complete | Trial and file export |
Test the customer journey, notifications and reports on your store platform.
A foreign card is separate from settlement currency
Ask three separate questions: Does the solution accept cards issued outside Türkiye? Can it display and collect the required currency? In which currency does it pay the merchant account? One answer does not establish the others. Conditions may depend on country, card type or service. Test currencies actually activated for your store rather than relying on a generic API list when your contract does not cover them.
Identify who bears currency conversion, which rate and fees apply, and how refunds appear when exchange rates change between sale and refund dates. For installments, confirm eligible banks, cards and categories, option fees and product restrictions. Do not promise installments for a foreign card merely because an installment button exists. Request a sample report showing the original sale amount, settled amount and fees in a reconcilable format.
Break fees into calculable components
An offer may include a percentage, fixed per-transaction fee, recurring fees, or variations for installments, international cards and refunds. Ask whether figures include service-related taxes, the basis for each charge, and any minimum or activation fees. “Free” does not exempt all charges; identify the free service, period, conditions and promotion end.
Calculate costs for three representative carts: small, medium and large. Fixed fees affect different cart values differently. Also review commission treatment for full and partial cancellations and disputes. Request financial examples for specific cases and retain them with the offer, giving the contract priority if they conflict. Actual cost comes from all components rather than the percentage alone.
| Offer component | Practical question | Decision impact |
|---|---|---|
| Percentage and fixed fee | Applied to which amount? What tax applies? | Different costs across cart values |
| Installments and foreign cards | Which cards and services qualify? | Case-dependent cost and acceptance |
| Refunds and disputes | Is commission returned? Are there fees? | After-sales costs |
| Recurring fees | When do they start and end? | Costs even when sales are low |
Hypothetical comparison of two offers
Assume one thousand successful transactions averaging five hundred lira, a payment volume of five hundred thousand lira. Hypothetical Offer A charges two and a half percent plus one lira per transaction, costing thirteen thousand five hundred lira. Hypothetical Offer B charges two point eight percent without a fixed fee, costing fourteen thousand lira. Refunds, additional taxes, installments and other charges are excluded to keep this educational comparison clear.
Here A is cheaper by five hundred lira. But if the average cart becomes two hundred lira while the count stays at one thousand, payment volume is two hundred thousand: A costs six thousand and B five thousand six hundred. The result changes with cart value. Do not transfer this preference to a real provider; replace the assumptions with your quoted figures, add other charges, and examine payout and reserve terms before deciding.
| Hypothetical scenario | Offer A: 2.5% + 1 lira | Offer B: 2.8% | Arithmetically cheaper |
|---|---|---|---|
| 1,000 transactions × 500 | 12,500 + 1,000 = 13,500 | 14,000 | A by 500 |
| 1,000 transactions × 200 | 5,000 + 1,000 = 6,000 | 5,600 | B by 400 |
| Excluded items | Refunds, installments and additional taxes | Refunds, installments and additional taxes | Add from the actual offer |
Result: Average cart value changes the comparison; no hypothetical commission structure is best for every store.
Settlement and reserves are part of the price
Compare when a payout becomes due, when it is sent and how long it takes to reach the bank. Ask about business days, batch cutoffs, holidays, first-payout timing, risk-reserve size and release conditions. A low-commission offer may require more liquidity if funds remain unavailable longer. Include operating costs during that period in a separate cash forecast without treating held funds as a permanent expense.
Request an explanation of circumstances that change payout timing or suspend a batch, how you are notified and which documents help resolve it. Confirm how refunds work when the balance is insufficient and how the contract handles disputes or negative balances. Do not write only “Fast settlement” in the comparison; record the period, basis, exceptions and evidence. Understanding payouts and calculating available cash protects new-stock purchasing decisions.
Compare cost, liquidity and support using the same transaction volume.
Test integration on your actual platform
A Shopify or WooCommerce name on a provider page starts verification; it does not complete integration. Read official documentation for the solution, version and region, and assign plugin-update responsibility. Shopify Payments' supported-country list differs from third-party-provider availability within Shopify; check the option for your store and entity country. Do not confuse the platform's own services with third-party solutions governed by separate contracts.
Test mobile, browsers, Arabic and Turkish, payment success and failure, return flow, notifications and refunds. Assess an external gateway's effect on the customer experience and its interaction with discount, shipping and invoicing apps. Ask the developer for evidence that successful orders rely on a trusted result rather than only a return page. Integration, update and technical-support costs should be known before signing, with a rollback plan for a faulty new version.

Test support and reporting before committing
During evaluation, send two real questions: one about a delayed payment notification and another about a settlement discrepancy or partial refund. Assess answer accuracy, beyond the speed of an automated reply. Ask about support hours, escalation channels, financial-case ownership and required documents. Support that understands transaction references and explains reports repeatedly saves your team time, especially when a customer pays but an order remains pending.
Request sample transaction and settlement files with personal data removed. Can you link orders, payments and payouts? Are commission, reserves and refunds clear? Can a full period be downloaded with consistent times and currencies? Try reconciliation with your accountant before committing. If every report requires extensive manual work, record that operating cost instead of discovering it after orders grow.

Review the contract and exit plan
Read the agreement's duration, renewal, termination, fee changes, reserves and notification method. Ask what happens to funds, refunds and open disputes when service stops, and how to export records. Disconnecting a plugin does not end financial obligations. Maintain report access and permitted processing for the required contractual period, and identify who manages old orders after migration.
Prepare a gradual transition: test the alternative, update support channels and checkout, and retain previous transaction references. Do not assume card tokens or stored data are automatically portable; this depends on the service, terms and approved process. A payment-provider migration is a small project requiring assessment of subscriptions, refunds and reports so financial follow-up is maintained while improving checkout.
| Contract topic | What must be clear | What to retain |
|---|---|---|
| Price changes | Notification method and effective date | Offer and notice |
| Reserves | Basis, release and exceptions | Tracking schedule |
| Termination | Notice period and open balances | Termination request and report |
| Support and disputes | Channel, deadline and documents | Ticket log and references |

FAQs and a documented decision
Write a short decision page: core need, providers passing eligibility checks, expected scenario cost, expected unavailable balance, and test results. Record unresolved fields and the person responsible for closing them. Do not sign assuming a representative will fix everything later; every material condition should appear in the contract, offer or an official confirmation you can reference.
After a month of operation, compare actual cart values, transaction counts, cards, refunds and reconciliation time with assumptions. Explain differences first; the order mix may have changed rather than the price. Repeat the comparison when entering new customer countries, adding subscriptions or increasing installments. A sound decision can be revisited because it rests on clear records rather than a permanent company ranking.
Does the lowest percentage mean the cheapest offer?
No; combine percentage, fixed fee, recurring charges and costs associated with the cases your store uses.
Does accepting a foreign card mean payouts are in dollars?
No; card acceptance, collection currency and settlement currency are three separate features to confirm in your offer.
Does a provider appearing in Shopify guarantee my account's activation?
No; check availability for the entity country, the provider contract, your eligibility and activated features, then test integration.
