The memory of the 1999 Marmara earthquake remains central to Kocaeli’s construction, planning and disaster preparedness. As of 30 August 2026, work included assessing older buildings, renewing high-risk neighbourhoods, improving assembly areas and building better information for decisions before disaster strikes.

🔍 From building surveys to a risk inventory

The municipality distinguishes its total building stock from the older buildings screened. Its 16 August 2026 statement reported 323,525 buildings in the province overall, of which 200,000 buildings constructed before 2007 had been screened by engineers. The resilient-city programme also describes the Scientific Board established in 2023, a 14-part action plan and 708 emergency assembly areas.

Rapid screening or an inventory does not automatically establish a building’s legal status as unsafe. Individual structural safety requires detailed engineering assessment through the official procedures; age and outward appearance alone are insufficient.

🏘️ Renewal across seven districts

The property-unit renewal programme covers seven districts and 14 areas. Its published scope includes:
  • 4,721 buildings.
  • 5,732 self-contained property units.
  • 82% of units identified within the programme’s at-risk category.
  • Stages from residents’ applications through surveys, valuation, design, agreement, relocation, construction and handover.
In March 2026, the municipality reported the required legal majority in 10 project areas, following the addition of Eren and Hisarkent estates in Darıca. Surveying and design preparation had begun in areas containing 3,593 units. Progress did not mean every unit had been demolished or given a fixed handover date; each area has its own agreements and procedures.

🏙️ Cedit: a project reaching handover

The Cedit Risk Area project in İzmit lists 48 buildings and 1,102 self-contained property units. In August 2026, the key-handover process began for specified blocks, rather than the entire scheme at once.

An allocation draw or handover of one group does not necessarily mean every part of the site is finished or every household moves on the same day.

🚨 Preparedness extends beyond new homes

The Kocaeli Disaster Action Plan includes temporary accommodation sites, main logistics stores and coordination with rescue services. Soil studies, digital records, monitoring of sensitive areas and community training complement building renewal.

🧾 What should residents or buyers check?

  • Construction year, building permission and occupancy approval.
  • Soil and foundation reports.
  • Official decisions affecting the building or renewal area.
  • Title, land share and possible debts.
  • Compensation, temporary rental support and relocation terms.
  • Access to emergency routes and assembly areas.
  • Gas, electrical systems and fire exits.

✅ Conclusion

Kocaeli is developing a wider system of assessment, renewal and preparedness. Progress varies: some schemes have reached handover, while others remain in design or negotiations. Assess the individual building, neighbourhood and project; an urban-renewal label alone does not guarantee timing, cost or safety.
