Official poster accompanying Batman University's İŞKUR Youth Programme announcement; not a photograph showing participants starting work.

Batman University and İŞKUR opened applications for their local Youth Programme from 19 to 23 October 2026, offering 580 places across five locations. The stated aim is to develop practical experience and skills during university study. The notice explicitly requires Turkish citizenship; a foreign student's residence permit or university registration alone does not satisfy that requirement.

1️⃣ Conditions stated in the announcement
Applicants must be Turkish citizens aged at least 18 and registered with İŞKUR as unemployed. They must not receive a retirement or disability pension, must not have been insured during the month preceding the application date, and must have household income no higher than three times the minimum wage.
Check the detailed conditions when opening the programme in the system, including university-registration information and household-income calculations. The brief university notice does not settle every detail or exception. If your actual circumstances and the recorded information differ, seek clarification before applying rather than assuming eligibility.

These are Batman University's allocations, not places open across every university or a nationwide application deadline. Consider the assignment location and travel before selecting the programme: a manageable journey matters for attendance.

3️⃣ Dates and payment
Applications run from 19 to 23 October. The draw is scheduled for 30 October and work is planned to start on 9 November 2026. The university announcement does not specify the closing hour on 23 October; apply early and check the application screen. The planned start date does not establish that every applicant will begin participating.
Participation is three days per week, with an announced TRY 1,375 daily payment. Entitlement depends on participation and programme conditions; multiplying the figure does not create a guaranteed monthly salary. The university says İŞKUR pays general health insurance and occupational-accident premiums. This does not guarantee every medical benefit or permanent employment after the programme.

4️⃣ Applying and following the result
Start through İŞKUR's electronic branch or e-Devlet. Select the correct Batman announcement and check the location and conditions before confirming. Keep the application reference and follow the result and post-draw procedures: submitting an application does not itself secure a place.
For eligibility questions or registration difficulties, the university notice directs applicants to Alo 170 or the Batman İŞKUR provincial directorate. Do not pay an intermediary promising acceptance; use the official channel and its application instructions.

5️⃣ University status and income: details that affect eligibility
The official İŞKUR programme page limits participation to active, in-person students at state universities, including associate, bachelor’s, master’s and doctoral study. Students must belong to the university operating the programme. Open or distance education, frozen registration and inactive status are excluded. Batman's 580 places therefore are not an invitation to students at every Turkish university.
The general rules also exclude simultaneous benefit from İŞKUR active labour-market or unemployment-insurance programmes and specified employment relationships with the operating university or related organisations during the year before the programme request and until its actual start. They distinguish Article 4 insurance during the preceding month from Article 5 insurance at application. If you are an intern or have previous insurance records, seek an interpretation under the relevant provision instead of assuming all insurance categories are identical.
İŞKUR describes the household-income test more precisely than a broad estimate of family income wherever relatives live. It concerns monthly earnings from income-producing work of people residing at the same address in the address-registration system at application, using the nearest available period in relation to programme start, with a ceiling of three times the net monthly minimum wage. The page lists exceptions involving dormitories, shelters and similar collective accommodation, specified alternative collective-accommodation addresses and protected identities. The status must be established and accepted; do not change an address merely to bypass checks. For an arithmetic illustration, the Labour Ministry publishes a net monthly minimum wage of TRY 28,075.50 for 1 January–31 December 2026. Three times that figure is TRY 84,226.50 per month. This combines the two official rules; it is not your support payment. Applying the income, address and exception rules to your case remains subject to record checks.

6️⃣ Calculate support without assuming a fixed salary
The official 2026 rate is TRY 1,375 for each eligible day of actual participation. The following is arithmetic only: accepted actual days multiplied by the daily allowance. It does not promise a number of days or a payment date.
Accepted actual participation daysCalculationResulting support
1 day1 × 1,375TRY 1,375
3 days3 × 1,375TRY 4,125
8 days8 × 1,375TRY 11,000
12 days12 × 1,375TRY 16,500
Three days per week does not produce the same number of participation days in every month. Attendance, the approved timetable, holidays and assignment commencement require the operator's instructions. We do not calculate travel, meals, tax deductions or extra allowances because the Batman notice does not establish those details or payment dates.
The general rules set a weekly ceiling of 22.5 hours and three days, a maximum programme duration of ten months, and an aggregate maximum of 140 actual days across programmes governed by the regulation. These are general limits, not proof that Batman's round lasts ten months or provides every successful participant with 140 days. Batman has announced a planned start, but we have not established this round's end date.

7️⃣ Insurance and the stage after the draw
The university notice names general health insurance and occupational-accident premiums. İŞKUR's page specifies social-security premium expenditure at 5.5% for participation days under Article 5(1)(e) of Law 5510. This describes an insurance contribution, not authority to deduct 5.5% from the TRY 1,375 allowance, a permanent employment contract or a promise of full pension-contribution days. Check your individual coverage when another insurance scheme also applies.
The draw is not the sole stage. Selected candidates undergo information and document checks and become final participants only if they satisfy the conditions. The university is responsible for requesting evidence of eligibility, criminal-record information and documents concerning fitness for work. These examples are not a final Batman submission list: follow its specific document notice and deadline. Reserve candidates must also pass the checks.
Before participation, ask about the timetable, attendance supervisor, assignment location, safety instructions, required income, insurance and address evidence, and how to correct a record error. Keep copies of documents and acceptance notices instead of relying on appearance in one list.

8️⃣ Practical questions before deciding
Can I choose a particular assignment? General fields include sustainability support, academic and administrative activities, social activities and digital transformation. The university determines assignments within the programme. The official GÜÇ portal states that dangerous work and cleaning are outside its scope. This does not establish an assignment in your subject or a particular office; ask for the actual duties.
Can I work elsewhere later? İŞKUR distinguishes entry conditions from insured work elsewhere during participation. Its page permits the latter under Article 4 while disclaiming responsibility for premium debts arising from the other insurance. Do not infer that this removes the preceding-month requirement or other entry conditions; notify the responsible office and check the effect on your case.
Must I pay to apply? Batman's source announces no application fee or intermediary payment. TRY 1,375 is support for eligible participants, not an application price. We do not promise that every participation expense is covered: travel, meals and payment timing remain unestablished. Use Alo 170 or the Batman directorate for specific questions and do not pay anyone promising a draw result.
