Once accepted by a Turkish university, check your lawful-residence route alongside confirmation of enrolment. An acceptance or student certificate alone does not replace a residence permit required in your circumstances. This guide explains student residence, documents, applications, renewal and university changes.
Body updated: 20 October 2026. The historical 2025 thread title is retained. The dates, amounts and guidance below have been reviewed for 2026; do not carry last year’s prices into a new application.
A student residence permit, Öğrenci İkamet İzni, authorises residence for an eligible course at a recognised institution or programme under the applicable conditions. The authority sets the validity period according to the case and study duration; it is not automatically one year for every university student and does not confer general permission to work. Ask which route applies if you already hold another valid status.
- Eligible enrolment at a recognised institution or programme, with information and documents establishing the study purpose.
- An address supported by accepted evidence for your circumstances, such as appropriate dormitory or rental documentation.
- Accepted health-insurance arrangements or a documented exemption that actually applies.
- An application completed through the relevant procedure while your stay is lawful.
For an initial application, follow the visa or visa-exemption period authorised for your nationality and entry. There is no universal 90-day allowance for every visitor. Waiting for a university letter or accommodation arrangements does not extend lawful stay.
| Document | What to check |
|---|---|
| Application form | Complete the official application, print and save the generated form, and sign as instructed. |
| Passport | Identity, validity and entry pages, with required originals or copies. Translation or certification is required where specified, rather than for every copy automatically. |
| Biometric photographs | Recent photographs meeting the format and number in your checklist. |
| Student certificate | Evidence of actual enrolment; an acceptance letter alone may not suffice. |
| Health-cover evidence | Accepted cover or a documented exemption for the case. |
| Accommodation evidence | Appropriate dormitory documentation or the rental and address evidence accepted for your circumstances. |
| Payment receipts | Official amounts actually due, including the document charge where payable, with exemptions distinguished. |
The generated form and current instructions determine your exact checklist. Do not order translations, notarisation or extra documents merely because a generic list mentions them, and do not treat a short checklist as overriding a formal request for additional material.
- Check your lawful-stay deadline and contact the international office about your university’s student procedure.
- Visit official e-İkamet and choose the initial, extension or transition route appropriate to your circumstances.
- Enter accurate details of the passport used for entry, university, address, insurance and your own contact channels; prepare the required digital biometric photograph.
- Complete the appointment screen, selecting the university’s province and an appointment date as the system allows, then generate and print the application document and sign as instructed.
- Prepare the documents in your generated checklist, with the originals and copies required. Pay only the official amount applicable to your case and retain the receipt.
- After applying, deliver the form and documents to the university’s international office without waiting for the appointment date, as stated in the official Arabic brochure, page 2, step 7. Do not assume that the whole file is uploaded as PDFs or that every student separately books and waits for an interview.
- Keep the application number and submission evidence. Track the decision and missing-document requests, provide material through the instructed channel within the stated time, and attend any procedure requested in your case.
The companion English brochure, page 5 confirms delivery to the university as soon as possible; additional documents may be requested by SMS. An appointment in the system does not replace university document delivery, and the submission paragraph supplies no universal number of days to invent.
Check health cover at the start of your studies. Current Article 60(7) of Law 5510 sets the application window for the foreign-student general health insurance route at three months from the start of the academic year, rather than first university enrolment. Confirm the applicable start with your faculty or school; do not assume one date for all universities.
The old sentence excluding students who missed their first-enrolment window throughout their studies has been repealed. The 2025 SGK letter hosted by Kastamonu University explains access for new and continuing students not previously registered for GSS within the academic-year-start window during their studies, subject to the conditions. This does not make applications available at any time of year. Buying private insurance neither pauses nor extends the SGK window.
Article 67(1)(d), together with the referenced conditions, requires the complete academic year’s premiums to be paid within one month of insurance registration. This means insurance registration, not university enrolment. If you do not have residence-accepted health cover through SGK or another basis, and no documented exemption applies, obtain qualifying private cover for the requested period. A travel-insurance description alone does not establish that a policy qualifies.
International students awarded scholarships by a decision of the Presidency for Turks Abroad and Related Communities, YTB, or the International Students Evaluation Board have a separate provision in Article 60, linked to continuing scholarship status and the stated premium of 4% of the minimum insurable earnings under Article 82. Do not apply the ordinary-student calculation automatically to that group or extend the provision to every university or private scholarship. Establish your category, cover and assessment with SGK and the university.
Validity depends on the study circumstances and the responsible authority’s decision; do not assume a one-year permit or fixed processing date. Apply for renewal within the final 60 days of the current permit and before expiry through the official route.
When changing university, programme or study province, notify the international office and competent migration authority and establish the procedure in the new university’s province if you move there. Do not assume an address update alone resolves every transfer or apply one notification period to all changes. Ask which notice, documents and deadline apply to your case, and tell the university promptly about interruption or withdrawal as well.
| Item | 2026 amount or rule | Scope |
|---|---|---|
| Residence card/document charge | TRY 964.00 per document | Separate from the residence fee and insurance; the student harç exemption does not exempt the card charge. |
| Residence fee, harç | Exemption for the category covered by Article 88(a) of Law 492 | Students attending Turkish schools or faculties as the provision applies; not every foreign national or every cost. |
| GSS under the ordinary foreign-student Article 60(7) route | Calculated monthly equivalent: TRY 1,321.20 | Derived from the statutory formula and 2026 base; not a monthly-payment offer or annual invoice. |
| Private cover, translation, photographs and certification | No uniform price verified | Depends on age, cover, document and service; request an itemised quotation. |
The Göç document-charge and fee page establishes the card amount, while Article 88(a) of the Fees Law concerns only the residence-fee exemption. Check any possible entry-related charge separately: neither one amount for all cases nor an extension of the student residence-fee exemption is established without an applicable basis.
The calculated 2026 GSS equivalent is TRY 33,030 ÷ 3 × 12% = TRY 1,321.20 per month, using the 2026 SGK base and the premium-base and rate provisions in Articles 60 and 81. It is a calculation for the ordinary-student category, not a quoted private-policy price or permission to pay in monthly instalments. Do not multiply twelve 2026 premiums into an invoice for the 2026/27 academic year: SGK determines the assessed period and applicable 2027 rules. Follow the payment reference and official channels for your application and retain the receipt.
- Unsuitable or expired insurance, or missing evidence of an applicable exemption.
- An unsupported address or inconsistencies between documents and the system.
- Applying after lawful stay expires rather than tracking the period actually authorised.
- Missing or contradictory documents and details, especially names, passport numbers and dates of birth.
- Ignoring a request for additional material or missing its response deadline.
Keep name spelling, passport details, address, university record and insurance evidence consistent. An organised file reduces avoidable omissions but cannot guarantee approval or an issue date.
Keep your application PDF, receipts, student certificate and correspondence together. Use your address in the accepted form shown by the housing evidence, and check your telephone, email and system messages regularly. Retain application and delivery references rather than relying solely on your phone’s memory.
Ask the international office about a delayed document before the relevant deadline and confirm the residence implications of a study or university change with the responsible authority before acting. Do not make fixed travel plans around an assumed issue date. Follow the official system and your university for application requirements. The related material below helps distinguish admission, scholarships, housing and insurance arrangements from the residence application itself.
