Youth Club Leagues in Türkiye 2026–2027: U19 PAF and the Gelişim Development Competitions
A club name can appear in senior, U19 and U17 tables while each side plays a different competition. This guide explains the 2026–2027 domestic youth club framework and the details supporters and parents need to identify categories, fixtures and participation opportunities. Selected regulations and pages were reviewed on 28 October 2026; this is not an academy trial or acceptance announcement.
Two domestic youth club routes
U19 PAF Ligi brings together the U19 sides of Süper Lig clubs under its own statute. Gelişim Ligleri, the development leagues, cover U19, U17, U16, U15 and U14. PAF here should not be confused with PGL, a separate senior competition concerned with the route towards professional football.
Türkiye U19 is a national team, not a club in either domestic league. UEFA Youth League is a European club competition with a separate route and rules. Keep results within their own competitions even when the same player later appears for a national or senior team.
| Parent club in 2026–2027 | Required youth competitions under the statutes | What to check |
|---|---|---|
| Süper Lig | U19 PAF; development U17/U16/U15/U14 | Find U19 on the separate PAF page |
| 1. Lig | Development U19/U17/U16/U15/U14 | Category and group before standings |
| 2. Lig and 3. Lig | Development U19/U15/U14 | Senior division does not identify the youth group |
| Approved amateur clubs meeting the criteria | May enter the specified development categories | Official acceptance is required; a school is not automatically a league team |
How U19 PAF works
The 2026–2027 statute provides for 18 clubs in one home-and-away group: 34 rounds in the ordinary programme. TFF’s current page has its own club list and fixtures, including Galatasaray, Fenerbahçe, Beşiktaş, Trabzonspor and Kocaelispor, separate from first-team results.
The organisational rule places matches on the same day as the first-team fixtures, with necessary changes decided by the competent body. Do not book a trip from that principle alone. Day, ground and kick-off can change, and the youth team may use a training facility far from the senior stadium.
Read games played and administrative decisions alongside points. For two clubs tied on points, the statute begins with head-to-head points and goal difference before overall goal difference and later criteria. A mid-season table does not establish a final outcome before comparisons are complete.
Development groups and national finals
TFF determines development groups and stages according to entrants and geography, announcing rounds, play-offs and Türkiye finals. PAF’s round count and format cannot be applied to every development category. Different group sizes may require different numbers of rounds to produce comparable match programmes.
Approved amateur clubs entering U14 or U15 must enter both; the same pairing rule applies to U16 and U17. This concerns club organisation and does not promise that an individual player will automatically take part in both categories.
When a report says a side reached the Türkiye finals, identify its category and stage. Reaching finals is not winning the title, and a domestic champion remains a club rather than becoming a national team. Retain the group name instead of directly comparing points across unrelated groups.
Age and playing time change the picture
Eligibility uses birth dates and the applicable statute, not simply the current year minus the category number. U19 PAF and development rules allow players born from 1 January 2008 to 31 December 2011, with a maximum quota of three 2007-born players in a 21-player list and on the pitch under the text. That exception does not open the entire category to all 2007-born players.
There are also limited late-birth exceptions in U14 and U15 under their conditions. Do not declare an infringement from a published age without checking the relevant provision. Parents should ask the club about their own child’s position rather than publishing another minor’s personal documents.
| Development category | Ordinary playing time | Important participation rule |
|---|---|---|
| U14 and U15 | Two 40-minute halves | At least five substitutions; 16 players each receive at least 20 minutes in normal time |
| U16, U17 and U19 | Two 45-minute halves | Maximum five substitutes used, in three opportunities excluding half-time |
The U14/U15 rules deliberately distribute playing time. Numerous changes therefore do not, by themselves, suggest multiple injuries or indiscipline. Under the development statute, an eligible player can play in only one age category on the same day; being listed as an unused substitute is not playing.
Questions parents should ask
Identify the registered team, category, accepted birth years, trial process and who communicates with the family. Request training and match schedules, travel arrangements, coaching qualifications, player-welfare responsibility and written costs, including separate charges.
Consider education, playing opportunities and school communication alongside the badge. A registered league team does not guarantee a contract or equal minutes for every trainee in every category. Club acceptance into a competition does not mean a child joins its squad simply by paying football-school fees.
For travel, agree handover points, supervision and the return journey. Youth regulations include travel consent for minors; the club should coordinate the required documents with the parent. Verbal permission to train does not replace registration or travel procedures.
Europe involves more than one domestic title
The PAF statute connects European participation to first-team outcomes and a domestic selection play-off for another representative. The two highest eligible PAF clubs without a first-team-derived entry join both U19 Gelişim Türkiye finalists under the provisions.
The semi-finals use two legs, followed by one final at a neutral venue. This selects a domestic European berth; it is not a round of UEFA’s competition itself. Entering that play-off does not guarantee European qualification. End-of-2026–2027 arrangements should not be treated as the current European entry list.
Following or attending a match
On TFF, identify the competition, age category, season, group and round, then open match details for the ground and kick-off. A dash beside a postponed fixture is not a 0–0 draw, and the men’s fixture time is not a substitute for the youth programme.
Opening PAF facilities to spectators is controlled by the host club. When a facility is opened, the statute permits an away-club guest list of up to 50 people submitted 24 hours beforehand. This is an arrangement between clubs, not a free ticket for every visitor or a public booking method.
Ask about spectators, registration, entrance, cost and access, and check the individual broadcast announcement. No universal admission price is established here. Assess young players through decisions, movement and responses to pressure across several games, respecting minors’ privacy and the venue’s photography rules.
Common questions
Is PAF the same as PGL?
No. PAF here concerns Süper Lig clubs’ U19 sides; PGL is a different senior competition.
Is a club’s U19 side Türkiye’s U19 team?
No. One represents a club; the other is a national team with a separate squad and programme.
Does every development category play 34 rounds?
No. That is the 18-club PAF programme; development groups and stages are announced for each category.
Can anyone attend any youth match without arranging it?
The host controls opening the facility and entry arrangements. Check the specific fixture.
