Turkish Citizenship 2026: Routes, Requirements and Applications

Turkish Citizenship Law 5901 provides several acquisition routes. Requirements, documents and the responsible authority differ between residence, marriage, investment, adoption, reacquisition, birth and other statutory categories. Use the official requirements for your particular route.

Meeting naturalisation conditions does not guarantee approval. Administrative and security checks remain, and the decision belongs to the competent Turkish authority.

1. Birth and descent

A child can acquire citizenship through a Turkish parent under the parentage rules, whether born in Türkiye or abroad. Birth registration and proof of the relationship matter. Birth in Türkiye alone does not confer citizenship on every child of foreign parents; place-of-birth protection applies where the child cannot acquire a nationality through either parent, under the statutory conditions.

2. General naturalisation through residence

The ordinary route requires five years' qualifying continuous lawful residence immediately before applying, together with adulthood and capacity, intention to settle, the public-health condition, good character, sufficient Turkish, adequate income or an occupation, and no security or public-order impediment. Documents and statements must be accurate.

Work, professional activity, property, a business, family life, social integration and a consistent registered address may support settlement. Neither five years nor a work permit creates automatic citizenship. Have NVI assess the accepted residence category, gaps and travel history before preparing the file.

3. Marriage

Marriage to a Turkish citizen is not automatic naturalisation. A foreign spouse may apply after at least three years of a continuing marriage, subject to genuine family life, conduct compatible with marriage and no statutory security or public-order impediment. The authorities may interview the spouses and investigate the relationship and shared home.

If the Turkish spouse dies after the application, Law 5901 provides a specific exception to the continuing family-life condition. Have that provision applied to the facts rather than assuming every end to a marriage is treated alike.

4. Exceptional citizenship through investment

The principal official thresholds, subject to detailed eligibility and certification, are:

Property worth at least USD 400,000, with the required three-year restriction.
Fixed capital investment of at least USD 500,000.
A qualifying bank deposit, government debt instruments or property/venture capital fund investment of at least USD 500,000, with the applicable three-year holding condition.
Creation of at least 50 jobs.
A qualifying private pension contribution of at least USD 500,000, retained under the three-year rules.

The permitted currency equivalents and certifying authority depend on the route.

Property safeguards

Verify property and seller eligibility, accepted value, title registration, the retention annotation, bank transfers and valuation before paying. An advertised price is not sufficient. Shared interests and particular land types are restricted. A private contract, cash payment or an unexplained transfer to an unrelated account may fail the official requirements.

TKGM also lists an instruction about acquisitions financed through savings-finance companies. Consult the current notice and obtain confirmation before arranging that form of finance.

The investment sequence

Complete an eligible investment, obtain conformity certification, arrange the required investor residence, prepare the applicant's and eligible family's documents, submit to the citizenship authority, complete checks and await the formal decision. There is no guaranteed universal completion date.

5. Adoption

A foreign minor adopted by a Turkish citizen may acquire citizenship under Article 17 if the statutory security and public-order conditions are met. Supply the legally valid adoption decision and required civil records. This is separate from citizenship acquired from birth.

6. Reacquisition and other categories

Other routes include reacquisition by former citizens with or without a residence requirement depending on the loss provision, the statutory right of choice, provisions for certain Turkish Republic of Northern Cyprus citizens and exceptional public-interest categories. Establish the applicable article before selecting a form.

Core application documents

The route-specific file may require its application form, passport and translation, birth and civil-status records, marriage, divorce or spousal death evidence, biometric photographs, valid residence where required, registered address, livelihood or business documents, entry and exit records, spouse and child documents, parental consent, investment conformity and the service receipt. The commission or directorate may request additional papers.

Foreign documents

Authentication depends on the issuing state, document and applicable agreement. It can involve an apostille or consular legalisation, a sworn Turkish translation and notarial certification where required. Confirm the chain for each document before obtaining it.

Where to apply

Use the competent provincial population and citizenship directorate in Türkiye or a Turkish embassy or consulate abroad where the route permits. A specially authorised representative may handle accepted steps, but required fingerprints and attendance cannot be completed entirely by proxy. Postal applications are not accepted. Confirm appointments through NVI's official service or Alo 199.

Tracking

The official e-Devlet citizenship application enquiry shows recorded stages such as registration, referral, documents, research, decision listing or result. A stage is not a fixed timetable, and further documents may be requested. Keep the application reference and current contact details.

2026 application service fees

General naturalisation, marriage and adoption: TRY 957.26.
Reacquisition, right of choice and the listed Northern Cyprus category: TRY 505.72.
Exceptional citizenship: TRY 135.45.

Confirm any fee for a birth or nationality-determination procedure separately; it should not be inferred from another category. These published service fees exclude translation, notarial and authentication work, documents, reports, valuations, property taxes, legal fees and investment capital. Obtain the amount and payment instructions for every person from the directorate.

Family members

Investment provisions may cover an eligible spouse and qualifying children. General naturalisation by one spouse does not automatically naturalise the other. Children's custody, consent and age need examination. A child reaching adulthood before completion may need an independent application under NVI's current guidance.

Multiple nationality

Türkiye recognises multiple citizenship and has a procedure to register it. Your existing country may prohibit it, require permission or provide for nationality loss. Check that country's official law before completing the process.

Time and possible delays

There is no single guaranteed completion period. The route, documentation, security review, local office, overseas enquiries, identity differences, additional requests and family size affect processing. A lawyer, agent or property company cannot guarantee the decision date.

Delays or refusal can result from missing or expired papers, inconsistent names, faulty authentication, incorrect residence calculations or gaps, inadequate livelihood or settlement evidence, a sham marriage, security issues, inaccurate statements, an ineligible investment, unprovable payment or breach of retention conditions. A fresh application may be possible after circumstances change or defects are corrected.

Challenging a refusal

Retain the notice, service date, file number, complete application, submitted evidence and administrative correspondence. The ordinary administrative annulment period is 60 days unless a special legal rule applies. The competent court and starting date depend on the issuing authority and service. Seek prompt advice rather than waiting until the end, and do not assume a new application or enquiry stops the challenge period.

Avoiding scams

Reject guarantees of citizenship or unofficial security-check shortcuts. Inspect the title record before buying, use authorised valuation and traceable payments, obtain the conformity certificate, limit any power of attorney and understand every document. For a major investment, use advice independent of the seller and retain all receipts. Ask NVI or the land registry if anything is unclear.

Before submitting

Confirm the route and official conditions, assess residence and travel, match identities, obtain current documents, complete authentication and translation, pay officially, retain a full copy and obtain the application reference. Treat the written requirements and decision as authoritative rather than an intermediary's verbal promise.
