A short-term residence permit for tourism is one option for foreign nationals who want to stay in Türkiye beyond their visa allowance. Eligibility depends on a genuine tourism purpose and the applicable requirements; it should not be treated as a general route for trying out permanent life in Türkiye.
This guide takes you through the process, from preparing the application to receiving the residence card.
Editorial clarification — 8 October 2026: This is an English edition of a 2025 guide. Eligibility, passport validity, accommodation, insurance, photographs and financial evidence have been clarified against official guidance. The original guide’s date remains 2025. The current application form and the provincial directorate’s instructions take precedence over older examples.
━━━━━━━━━━━━━━━━━━
1. Who is a tourist residence permit suitable for?
━━━━━━━━━━━━━━━━━━
It may suit someone planning to stay:
- for several months or around a year, subject to the period granted;
- for extended tourism or to explore the country.
A temporary stay before future study, investment or work must still have a genuine, documented purpose that matches the permit requested. An intention to work or study does not itself establish eligibility for a tourism permit.
It does not authorise employment; that normally requires a work permit or a valid exemption. Nor should successive tourist permits be treated as an automatic route to permanent residence.
Official guidance: short-term permit purposes and conditions and work permits.
━━━━━━━━━━━━━━━━━━
2. The main general requirements
━━━━━━━━━━━━━━━━━━
As a general outline, you need:
1) A passport or accepted travel document valid for at least 60 days beyond the requested residence-permit period.
2) Lawful entry to Türkiye under the visa or visa-exemption arrangements applicable to your nationality and passport. Do not assume that a visa on arrival is available.
3) Clear, supported accommodation details:
- the required notarised rental documents if renting;
- or the required evidence of hotel or other accepted accommodation.
4) Accepted health cover for the requested period, unless an applicable exemption applies. Private insurance is one accepted route; eligible public or bilateral-agreement cover may also be accepted.
5) Evidence that you meet the financial requirements for the tourism category, using the documents listed in the current application form.
Previous serious breaches, a removal decision or an entry ban can affect eligibility.
Official guidance: passport and application requirements, accepted health cover and visa rules by nationality.
━━━━━━━━━━━━━━━━━━
3. Prepare your documents before opening the application
━━━━━━━━━━━━━━━━━━
Have the following ready:
✔ Passport:
- a copy of the identity page;
- visa or relevant entry information;
- a copy of the entry stamp, where applicable.
✔ Photographs:
- recent ICAO-compliant biometric photographs with a white background;
- use the specifications and number in the current checklist. The official 2026 short-term sample lists two photographs taken within the last 6 months, rather than the four in the original guide. Do not rely on its old “3.5 × 4.5” example.
✔ Accommodation evidence:
- if renting, a notarised copy of the rental agreement including the lessor’s information;
- if staying at a hotel or other accommodation, the evidence required for that arrangement. A temporary address alone is not a substitute for supporting documents.
✔ Health cover:
- if using private insurance, ask for Yabancı Sağlık Sigortası (health insurance for foreign nationals) suitable for residence-permit purposes;
- it must cover the requested period, whether a year or another period.
✔ Financial evidence:
- provide the evidence specified for the tourism category;
- the current official sample requires sufficient, regular income supported over at least the last 3 months. It describes a threshold of at least 1.5 times the current net minimum wage for an individual application, or at least one minimum wage per family member when applying together;
- do not assume that an estimated monthly budget or a bank balance alone satisfies the current requirement.
Official checklists checked for these details: short-term residence initial-application sample and transfer-application sample.
━━━━━━━━━━━━━━━━━━
4. Complete the online tourist residence application
━━━━━━━━━━━━━━━━━━
The general steps are:
Choose the application category:
- a first application for a short-term residence permit, with tourism as the appropriate purpose.
Enter your passport details:
- your name exactly as it appears in the passport;
- passport number;
- issue and expiry dates;
- nationality.
Enter your arrival details:
- the date you entered Türkiye;
- the port of entry, such as the airport or land border;
- visa number, if applicable.
Enter your accommodation details:
- province, such as Istanbul, Ankara or Antalya;
- district and neighbourhood;
- the full address, matching your accommodation documents accurately.
Enter your contact details:
- a Turkish mobile number if available and required by the form;
- a genuine, working email address.
Request the appropriate residence period:
- the original guide uses one year, or 12 months, as an example;
- request a period supported by your actual tourism plans, documents and circumstances. A year is not an automatic entitlement, and Migration Management decides the period granted under the applicable rules.
At the end:
- save your application number;
- follow the system’s instructions for the appointment date and location at Göç İdaresi (Migration Management). Do not assume that every location lets you freely choose both;
- download and print the complete PDF application form.
━━━━━━━━━━━━━━━━━━
5. Prepare the appointment file
━━━━━━━━━━━━━━━━━━
Bring a complete file to your appointment. For a tourism-based short-term application, it generally includes:
1) Residence permit application form:
- printed and signed where required.
2) Passport:
- the original and a copy of the identity page;
- visa or relevant entry information;
- a copy of the entry stamp, where applicable.
3) Photographs:
- the number of recent biometric photographs required by your current checklist. The official 2026 sample lists two; check your own generated form and any additional instructions.
4) Accommodation documents:
- a notarised rental-agreement copy containing the lessor’s details if renting;
- or the required evidence of another accepted accommodation arrangement.
5) Health cover:
- accepted insurance or other eligible cover for the whole requested period;
- if using Yabancı Sağlık Sigortası, include the required policy documents.
6) Financial evidence:
- documents in your name as required;
- evidence of genuine, sufficient and regular means that meets the current tourism requirements.
7) Fee receipts:
- residence-permit fee;
- residence-document/card fee;
- any other applicable fee shown on the form, subject to exemptions.
Use the official payment options shown in your application instructions. Requirements and fees can change, so compare your file with the checklist in your own application form and the Migration Management website before the appointment.
━━━━━━━━━━━━━━━━━━
6. What happens at Migration Management on the appointment day?
━━━━━━━━━━━━━━━━━━
The visit commonly involves:
1) Following the entrance and waiting-number arrangements.
2) Handing the complete file to the member of staff when called.
3) A review of the documents:
- if something is missing, you may be given a deadline to supply it;
- if the documents are complete, the file is accepted for assessment and the details are entered into the system.
4) You may be asked questions such as:
- Why do you want to stay in Türkiye?
- How long do you intend to stay?
- Where are you living, and are you with your family?
5) After submission:
- obtain and keep the official application document issued for your stage of the process;
- the application then moves to assessment.
Keep that document and your receipts with your passport until the card arrives. An appointment or payment receipt alone should not be treated as proof of unlimited permission to remain.
━━━━━━━━━━━━━━━━━━
7. After the appointment: assessment and waiting for the card
━━━━━━━━━━━━━━━━━━
Online status messages may indicate stages such as:
- “Under assessment”: Migration Management is reviewing the application.
- “Approved and sent for printing”: the application has moved to card production; follow the official notification rather than treating a translated status label as a separate provisional approval.
- “Sent to PTT”: the card has been handed over for postal delivery.
Exact messages can vary. The official assessment period runs for 90 days from complete submission of the information and documents to the competent authority; applicants are informed if it is extended.
PTT, the postal service:
- may send an SMS with tracking information;
- attempts delivery to the registered address;
- may return the card if delivery fails or the address cannot be located.
Advice:
> Follow the application status and PTT messages.
> If the card is substantially delayed, contact the provincial directorate about the next step.
Official guidance: assessment and address requirements.
━━━━━━━━━━━━━━━━━━
8. Problems that can lead to refusal
━━━━━━━━━━━━━━━━━━
The original guide highlights:
1) Financial evidence that does not satisfy the applicable requirements.
2) Repeated tourism applications without a genuine, supported tourism purpose. Study, employment or investment needs must be assessed under the relevant legal route.
3) An unclear address or an accommodation agreement that does not reflect the real arrangement.
4) Missing or unsuitable documents, such as invalid insurance, missing required notarisation or insufficient photographs.
5) Inconsistencies between the form and passport.
Read the forum guide on “10 Common Mistakes That Can Lead to Visa or Residence Permit Refusal” alongside this guide. These examples are practical issues, rather than a statistical ranking of official refusal reasons.
━━━━━━━━━━━━━━━━━━
9. Practical advice for a well-prepared application
━━━━━━━━━━━━━━━━━━
✔ Be truthful about the permit category and your purpose.
✔ Do not copy a stock “reason for residence”; explain your actual circumstances simply and clearly.
✔ Keep:
- properly prepared agreements;
- valid, accepted health cover;
- consistent personal details.
✔ Apply before your lawful stay expires.
✔ Keep digital copies of all documents in your email or cloud storage.
