🏭 Reading Investment Incentive Certificates in Türkiye in 2026: Plans and Actual Investment

A news report may announce the issue of investment incentive certificates involving substantial sums, only for its headline to suggest that all the factories have opened and all the jobs have been created. A reader may also add a planned amount in a certificate to expenditure reported elsewhere, counting the same investment twice. To understand these reports, identify the document, stage, unit of measurement and period, then seek appropriate evidence of implementation when the question moves from plans to results.

📅 This guide explains how to read news, certificates and bulletins concerning investment incentives. Last reviewed on 8 October 2026. Its numerical examples are fictional; it does not provide eligibility conditions, support rates or financial thresholds applying to every project. Verification draws on the Ministry of Industry and Technology, its portals and the associated regulations. For an actual procedure, consult the version relevant to the certificate and its date.

📄 1. Identify the document before calling a figure investment

The material may report an application for a certificate, its issue or amendment, a list of completion procedures or actual expenditure. Do not use the word “investment” alone to blur these stages. Name the document and stage as the authority describes them, then explain the figure in that context. Issuing a document to support a project is not the same as a payment invoice or confirmation that a factory has opened, even where the planned amount is substantial and clearly stated.

When reporting a statement, ask what it counts: certificates, unique projects, amounts associated with documents or completion procedures. Do not assume a certificate, site and company are interchangeable; you may need the project number and scope to establish the relationship. A business appearing in a table does not give a complete account of its activities or total investment. These questions prevent you from combining units or stages with similar names but different meanings.

🔎 2. Find the appropriate official sources

The Ministry of Industry and Technology brings together information on incentive systems and provides sections for investment statistics and incentive bulletins. At review, the bulletins section displayed a heading for 2026 editions. Start with the official website and select the document relevant to your question, then read the bulletin's reporting period and filename. A year heading in an archive does not establish that every month's bulletin has been published or that every item on the page concerns that year.

A page may be unavailable during research, or its indexed text may be accessible while the direct file fails to open. Do not fill that gap with figures from an unclear post or present a value from a table you could not inspect. You can explain the method and rely on available official texts, leaving current figures for an edition that can be verified. When following a specific project, also look for company disclosures or public documents establishing changes in its status, as appropriate to the organisation and project.

📍 3. Read the project's identity, location and investment type

Record the investor's name, certificate number and date, project location, activity and scope, insofar as the public document provides them. A report may concern expanded capacity at an existing factory while the headline reduces it to an entirely new factory. Read the investment type stated in the source rather than inferring it from the amount or a photograph of vacant land. Likewise, do not substitute the company's headquarters for the project site if the source distinguishes them.

If a certificate covers several components, ask whether the amount, activity and location describe the entire package or only one part. Do not generalise news about one phase to the whole project or count an expansion announcement and an announcement of the project's total as separate investments without evidence. Keeping a project identification record helps link updates and distinguish an amendment to an existing certificate from a certificate for a different project by the same investor.

💰 4. Planned investment differs from actual expenditure

Read how the certificate or bulletin describes the amount: planned fixed investment, a revised figure or expenditure substantiated during a completion procedure? A planned figure defines the scope in a particular document; it does not establish that the entire sum was spent on the issue date. Project phases, purchases and construction may take place at different times. Do not describe certificates issued this month as money spent entirely within the same month unless the source establishes that.

If you later find an actual expenditure figure, compare it with the original plan after checking scope, prices, units and dates. Changes in costs or project scope may cause a difference, but the figure alone does not explain why it occurred. Do not automatically interpret an overrun as success or lower expenditure as failure. First describe the stage and amount, then link any explanation to evidence of what changed between the documents.

👥 5. Targeted jobs differ from actual employment

Project documents may give planned or targeted employment figures. Retain that description when reporting them; do not replace it with “employed” unless the source provides evidence of the actual number and period. Define what the employment measure covers: new jobs, total employees after an expansion, construction workers or permanent employment? Do not fill the gap from a factory photograph or an abbreviated bulletin title.

Similarly, do not add together planned jobs across revised versions of the same project. If operations have begun in part, you may need to distinguish employment in the first phase from the full target. Present the target alongside the known implementation status: “The project document sets an employment target; the material examined did not provide a measure of actual employment.” This gives readers both pieces of information without turning an expectation into reality or claiming that an absent figure proves no operations have begun.

🧩 6. Support measures are not a single cash payment

Where a document specifies support measures, read each measure's name, limits and conditions of use. Do not turn an exemption, reduction or conditional support into a cash grant equal to the project's total investment. A measure available to an investor may differ from the amount actually used, and arrangements may depend on the project or certificate type. Listing the measures does not justify promising that every project receives them all.

Determining actual eligibility requires the decision, implementing rules and documents applicable to the case, rather than a generic list taken from an introductory webpage. No rates or numerical thresholds are published here: the purpose is to understand the news and identify its stage. Ask whether the source describes a general system, the assessment of a specific application or a measure already used. The answer determines your verb and prevents a regulatory framework from becoming a personal guarantee.

🔄 7. Issue, amendment, cancellation and completion are different stages

Official statistics pages provide lists distinguishing certificates issued, completion procedures and certificates cancelled. Preserve that distinction when reading a table; do not merge the rows into one total described as new projects. Read what each status means in the document and the period it covers, then check project identity when following the same investment through several lists. The latest report may amend an earlier announcement rather than add a separate investment.

The completion procedure known as tamamlama vizesi concerns the checks and procedures governing completion of an investment; it is not a personal entry visa. The official implementing text describes E-TUYS applications, documentation and inspection connected with this stage. Do not give the procedure a broader operational meaning than the document establishes, such as full-capacity production or achievement of all target revenue. Any additional claim requires evidence suited to what it asserts.

💻 8. E-TUYS is an administrative system, not a record of money paid

The ministry explains that applications for new investment incentive certificates are handled through E-TUYS, with procedures for authorising users. An application within an administrative process does not prove approval or project completion. Reading a news report does not require opening a transaction or changing an investor's details: select the public reference answering your question and keep research separate from procedures reserved for authorised users.

When comparing reports, one may describe an application while the other concerns an issued certificate or a completion step. State the stage clearly; “entered into the system” is not a substitute for “a decision was issued”. Likewise, do not treat a screenshot of an interface or draft application as a final document without a verifiable number, date and status. Evidence is valuable for what it actually establishes, rather than the official appearance of the screen or the number of completed fields in a circulating image.

Comparing the concepts explained in this guide

Concept or stageWhat the evidence establishes
Planned amountDefines the scope in a particular document; it does not establish that the entire sum was spent on the issue date.
Actual expenditureCan be compared with the plan after checking scope, prices, units and dates.
Targeted jobsRetain the description “planned” or “targeted”; do not report actual employment without evidence of the number and period.
An E-TUYS applicationAn application within an administrative process does not prove approval or project completion.
Completion procedureDoes not alone establish full-capacity production or achievement of all target revenue.

🧮 9. A fictional example: a plan, revision and documented expenditure

Suppose a certificate in a teaching example describes a project with planned investment of TRY 500 million, followed by an amendment raising the amount to TRY 600 million. Total investment does not become TRY 1,100 million: the new figure replaces the previous plan in this example. If a later independent report records actual expenditure of TRY 350 million within the same scope, it concerns a different stage. It must not automatically be added to the TRY 600 million to create a total of TRY 950 million.

Dividing 350 by 600 gives approximately 58.33%, the ratio of actual expenditure to the revised plan under the example's assumptions. This is not a measure of physical construction or production completion. The value of land, buildings and machinery may differ from the sequence of operational phases, and the plan's scope may change. If using the ratio descriptively, explain the numerator and denominator and retain the qualifications that prevent it becoming “the factory is this percentage complete”.

💱 10. Currency, prices and capital classification affect comparisons

Check whether values are in lira or another currency and whether the table uses whole units, thousands or millions. Do not compare amounts from distant periods as if they represented equal physical quantities without checking prices and scope. Higher nominal values may reflect increased costs or expansion; alone, they do not establish more machinery or higher production capacity. Where the source provides no real or physical measure, describe the comparison as one of published nominal values.

Tables may also classify capital as domestic or foreign, but that does not turn planned project values into foreign direct investment flowing into the country during the period. The number of certificates in a category differs from actual international financing and from the nationality of every shareholder. Read the classification's definition rather than substituting a broader everyday meaning. To examine international flows, use the appropriate series rather than relabelling the incentive table or combining it with flow data without a basis.

🧭 11. Follow the project's progress beyond its initial announcement

Record the certificate's date, amendments and announced statuses, then add available operational evidence without mixing the stages. Relevant updates might include the company's announcement of a machinery purchase, trial production or the opening of a project phase. Each establishes a limited development: do not turn a trial into sustained commercial production or an opening into achievement of full capacity. Retain the stage, announcing organisation and source date, and identify what remains undocumented.

You can also follow implementation at a specific location through appropriate public sources, but photographs alone do not measure expenditure or employment. A construction photograph may help describe a scene at its date; it does not establish the certificate's value or the share of investment expenditure completed. If linking an outcome to the effect of support, distinguish tracking progress from proving causation. Completion after a certificate was issued does not alone show how much would have happened without the incentive framework or establish the support's actual cost.

✅ 12. Checklist and common mistakes

  • What type of document is this, and which stage does it establish?
  • What are the project's identity, certificate number and date, location and scope?
  • Is the amount planned, revised or actual, and what currency and units are used?
  • Is employment targeted or actual, and what does the figure cover?
  • Is the support measure announced or already used, and which source defines it?
  • Do new values replace previous ones, or do they concern a separate project?
  • Does the list concern issue, completion or cancellation?
  • What evidence would be needed to describe actual operations?

Common mistakes include adding a plan to its revision, treating a certificate as a cash grant, describing targeted employment as jobs already created and converting an expenditure ratio into a construction completion rate. Another error applies a condition from an old system to a newer certificate without examining the relevant rules. Report only what the document establishes, leaving other questions clearly identified for follow-up with appropriate sources rather than turning them into facts on the strength of the word “incentives”.

❓ 13. Frequently asked questions

Does an issued certificate mean the project is complete?
Issue establishes a stage associated with the project under the document; it does not establish full implementation or operation. Seek the relevant completion procedures and operational evidence, identifying each date before updating the project's status in your report.

Is the certificate's amount support paid by the state?
Read the description of the amount and the support measures. Planned investment differs from cash support or a benefit actually used. Do not equate these concepts or combine them in one total without compatible definitions and a source establishing their relationship.

Does the jobs figure describe current employees?
That depends on the field's name and the document. If it is a target or forecast, retain that description. Actual employment requires a source specifying the number, period and coverage. Distinguish permanent jobs from construction phases or partial operations.

Can I add a planned amount to its revision?
If the revision replaces the figure for the same project, adding them counts it twice. Link versions by identity and date, using the figure relevant to the stage being reported. Combine amounts only where the source establishes separate, non-overlapping scopes.

What does tamamlama vizesi mean here?
It refers to procedures associated with completing an investment under the incentive system, rather than a travel visa. Read the official document establishing the procedure. Do not add a judgement about full operation or profitability without independent evidence of those outcomes.

How can I follow monthly figures without the information becoming outdated?
Save the bulletin link, reporting period and version date, distinguishing issue, completion and cancellation. When a new edition appears, review definitions and revisions. Do not use an archive heading as proof of publication for a period whose table or file you have not found.
