Booking Tours in Türkiye: Checking the Agency, Contract and Cancellation Terms
A tour may combine transport, accommodation and activities, but an advertisement may not explain what is included, who organizes it or what happens if plans change. Obtain the details in writing before paying and keep them for any dispute.
Check the organizer
Request the legal name of the organizer or travel agency, its certificate number and contact details. Search the public directory of the Association of Turkish Travel Agencies, TÜRSAB, by name or certificate number and use its website-address verification to check the site you are booking on. Use independently verified official channels; a logo or certificate image alone is not enough.
Identify the seller and the operator, and ask where to send a change request or complaint. If the seller is outside Türkiye or another provider supplies the service, check the law and channels applicable to your booking.
Understand the total price
Request a dated itinerary showing departure and return locations and times, transport, accommodation and nights, meals, attraction admission, guide language and optional activities. Ask about child prices, taxes, transfers and extras payable on site.
If weather or a minimum participant count affects the trip, ask in writing what happens if it changes or is cancelled. Check accessibility and health requirements before confirming that it suits you.
Is it legally a package tour?
Under Turkish law, a package may combine at least two of transport, accommodation and another tourism service that is not ancillary to them, for an inclusive price, lasting more than 24 hours or including an overnight stay. Separate invoices alone do not remove that status.
A day trip without an overnight stay is not automatically a package tour; other rules may apply. Check the agreement and the parties before relying on package-tour rights.
Review the contract and payment
Read the parties’ identities, itinerary, total price, payment dates, change and cancellation terms and complaint procedure. Ask about insurance options and exclusions; do not assume every trip is insured or every incident is covered.
Pay through a trusted channel connected to the verified business. Keep the contract, advertisement, invoice, receipt, messages and amendments. Avoid sending identity or card details to an unverified account.
If plans change or the tour is cancelled
Request written details of the change, its reason, your options and any alternative cost. For a package covered by Turkish law, if the organizer cancels or makes a material change before departure for reasons not attributable to the consumer, the law offers choices including accepting the change or an alternative tour, or withdrawing; on withdrawal payments are returned without deductions under the applicable rules.
If you choose to cancel, the outcome depends on the agreement, reason, timing and applicable terms. Do not assume a general 14-day withdrawal right for every trip or automatic compensation. Request a written calculation of any deduction.
For personal termination of a package covered by the regulation, notify the organizer or intermediary in writing or on a durable medium. With notice at least 30 days before departure, payments are returned apart from mandatory taxes, charges and similar legal obligations. With less than 30 days, a deduction may apply if an amount or percentage is stated in the contract. An exception applies to circumstances that could not be foreseen or prevented despite due care, or force majeure: mandatory legal charges and documented, non-refundable amounts paid to third parties may still be excluded. Article 16 requires the applicable refund within 14 days after receipt of notice, subject to any applicable special rules.
Document and follow up
Contact the organizer or seller through an official channel with the booking number, problem and desired remedy: correct the service, explain an alternative or refund the payment. Keep the case number, responses and dates; do not post identity or card data publicly.
If unresolved, ask TÜRSAB about its agency complaint process. Check whether a consumer arbitration committee or court is appropriate under the jurisdiction, claim value and current thresholds.
Example before paying a deposit
An offer combining a coach and two hotel nights may meet the package-tour elements if the legal conditions are satisfied. Before paying, request the hotel name and room type, inclusions, return time, cancellation terms, organizer’s name and contact channel. Written confirmation makes comparisons and follow-up easier.
Common questions
Is every group trip a package tour?
No. Check the service components, duration or overnight stay, price and legal conditions, not merely the number of participants.
Is a TÜRSAB logo in an advert sufficient?
No. Match the business details in the association’s directory and contact the agency through a verified official channel.
Can I get a refund simply because I change my mind?
Not necessarily. Check the agreement, cancellation timing and applicable rules.
